Greater New Jersey Motorcoach Association (GNJMA) Changes Name to the Greater Northeast Motorcoach Association (GNEMA)

The Greater New Jersey Motorcoach Association (GNJMA) changes name to the Greater Northeast Motorcoach Association (GNEMA). The Board proposed the change to better fit the increased diversity of our members. A proposed bylaw change was sent out to the voting members who approved the change this week.

Over the past few years, the Association grew organically beyond just the Greater New Jersey area, with operator members hailing from New York, Pennsylvania, Connecticut, Maryland, Virginia, Massachusetts, and Maine. Demographically, our footprint currently represents a larger northeast regional organization. Members from surrounding states and beyond have joined our Association to have access to the valuable resources we provide. As the northeast regional association, we will offer benefits for our members to align with their state, including providing significant influence when engaging with elected officials and politicians regarding our industry’s needs.

Submit Your Public Comment for NYC Congestion Pricing Plan

The next step in New York’s controversial congestion pricing plan began with the opening of the public comment period.

On December 27th, the Tri-Borough Bridge and Tunnel Authority (MTA Bridges and Tunnels) has begun accepting comments that will continue through March 11, 2024 in regard to the proposed toll rate schedule.

The proposed toll rate is based off of a detailed report produced by the Traffic Mobility Review Board on November 30, 2023. View full report here: https://new.mta.info/document/127761.

Currently that report states the following as toll rates for buses:

Transit and commuter buses — whether they are owned by a public agency or a private company under contract with a governmental entity to provide commuter services should be exempted from the Central Business District (CBD) toll. Intercity and charter buses should pay a toll rate of $24, and tour buses a toll rate of $36.

Our industry firmly believes that buses are the key to alleviating congestion, and therefore, we advocate for the exemption of ALL buses from this congestion toll.

We encourage you to share your perspective on this matter. Members of the public will have an opportunity to weigh in on the issue in a number of ways, including:

Online: https://contact.mta.info/s/forms/CBDTP

Email: [email protected]

Mail: CBD Tolling Program,

2 Broadway, 23rd Floor

New York, NY 10004

Phone: 646-252-7440

Fax: Send to (212) 504-3148 with Attention to CBDTP Team.

To help make this simple, you can view and use any of these talking points as copy/paste comments. With this tool, YOUR voice can be heard and it will only take a couple minutes of your time. We thank our Vice-President and Legislative Committee Chair, Michelle Petelicki (Panorama Tours) for compiling the talking points.

Additionally, the MTA plans to hold four hybrid virtual/in-person public hearings at 2 Broadway in New York at the William J. Ronan 20th Floor Board Room.

Anybody wishing to speak at the hearings is required to register in advance online here.

GNEMA has resources to help you write a script so you can testify. Contact us if you are interested.

The hearings will be accessible online here.

Meetings are scheduled for:

  • February 29 at 6:00 PM
  • March 1 at 10:00 AM
  • March 4 at 10:00 AM and 6:00 PM

Following this period, MTA Bridges and Tunnel will review all public comments and its board will then consider adoption of a ratemaking regulation that includes any updates that may follow the public comment period.

Congestion pricing toll collection could begin as early as the late spring 2024.

CERTS Update

With the dysfunction in the House because of the Republican leadership crisis, challenges with the annual appropriations process and challenges with moving supplemental appropriations requests to support foreign aid, tax legislation has not received a great deal of attention.

However, we did have success in having bills introduced in the Senate and House, S. 1944 and HR 3510 respectively, and these bills remain active in 2024. Now, there still remains significant interest in moving some tax legislation this Congress, which may open an opportunity for the CERTS tax fix bills to move. Republicans would like to restore several business tax provisions, including bonus depreciation, while Democrats would like to restore the enhanced child tax credit enacted during COVID. So, there is room for a deal on tax measures that may lead to a bipartisan tax package early in 2024, and reportedly Speaker Mike Johnson (R-La.) is in favor of moving it.
