Since their inception in 1993, GDB International, Inc. has been committed to tirelessly paving the way for a leaner, cleaner and greener paint industry worldwide. For over 20 years, GDB has been the global leader in providing environmentally friendly solutions to the paint industry. They are the largest paint recycler in the United States and work with a variety of companies to take in unused paint and then turn it into a reliable, environmentally friendly paint product in a variety of colors for resale across the globe.
In 2021 GDB acquired a paint manufacturing plant in Nashville, Illinois. The plant is fully automated and equipped to manufacture both water-based and solvent-based paint. Wash water and wash solvent are used to remanufacture paint. After creating a slurry, with the guidance of their in-house chemists, the material is used in a variety of different projects. Off-spec, outdated, and excess inventory emulsion is used in combination with other materials to produce a balanced product. Dyno-mill mixed and tested colorant is used for their paint products with post-consumer paint or wash water/solvent. Manufactured colorant is used for their Evolve paint and primer colors or packaged for sale in quart cans and one-gallon containers.
The new plant’s large production potential increases GDB’s production capacity, which helps local communities by providing employment and offers GDB the opportunity, through future innovations, to develop a wider variety of green products.

OPT-IN by March 1
The recent in-person Covered Electronics Recycling Act (CERA) workshop in Bloomington-Normal featured a variety of speakers covering everything from an explanation of the law, the Clearinghouse role in meeting the requirements of the law, a sampling of approaches to providing service through County and private electronic recycling businesses to residents. If you are interested in assisting your County or City in providing service, please let them know immediately so they may be able to include you in their Opt-in documents for the 2024 calendar year. These forms are required to be turned in by March 1, 2023. Here is the link.

WEBINAR February 16 - 10am to Noon

Learn the latest news on plastic bags at this webinar featuring information on Chicago's approach to reducing plastic bags with their 7-cent fee, and how some retailers voluntarily take back plastic film, not just bags from their own stores but an array of plastic film covering everything from bread to toilet paper rolls. Trex will be joining the conversation to explain the products they make with recovered plastic film. After shutting down the collections during COVID, many have asked if the system is working. Is the fee truly reducing the number of bags being used? What can be done to improve consumer understanding and participation? Speakers include Stephanie Hicks from Trex, the Founder of the Triveni Institute, Jordan Parker, and Alberson's Megan Durrell.

Legislative Update from IRA
The Illinois House, Senate and Governor have been sworn in and are already hard at work with new bills churning out each day.
- SB52- A shout out for Compost - this bill will make Compost Awareness Week, the first week of May, a yearly occurrence.
- SB58- Addresses single-use plastic at state agencies by requiring them to adopt a reduction policy.
- SB66- Addresses recycling confusion, similar to a law passed in California, named the Truth in Recycling bill, it creates strict label standards.
- SB85 - A variation on the Bottle Deposit backed by can manufacturers.
- SB100 - Welcome back the Foam Ban bill, addressing single-use foam such as clam shells and beverage cups.
- No number but expecting Paint Recycling EPR bill
- No number but expecting Packaging EPR bill
The IRA is in the midst of hiring a new lobbyist but is not currently pushing specific legislation but keeping an eye on items impacting our members. IRA hopes to work with IRF to have member surveys and possible webinars on some of these bills. As always, you are encouraged to support this effort by joining at the $500 level as both a full member of IRF and IRA.

IRA Board Member Elections and
Thank You to outgoing President
We want to thank Ron Tazelaar, owner of Taz Recycling, for his many years of service as President of the IRA. Under his leadership, the IRA split into two organizations, sharing one mission. He led the IRA through passage of C&D legislation and the rule making process. We appreciate his expertise and dedication. We also want to thank others who have served on the IRA Board, including Mindy Agnew, formerly of the Village of Oak Park, Scott Demuth of G2rev, Ray Akers and Frank Ward Jr both of Recycle It, and Steve Schilling, formerly of LRS.
All IRA members will be receiving an email ballot to elect new Board members within the coming weeks. The following individuals will be on the ballot for two-year terms:

A Note from the IRF President, Marta Keane
A new year, a new legislative season, a new opportunity to expand recycling infrastructure and access to residents, businesses and organizations across Illinois. The board is busy working on webinar topics and conference plans. We look to all of our members to share their time and talent by getting involved. Our new Executive Director, Sue Steilen, will be reaching out to many but if you have concerns, want to host a tour of your facility or have good news to share, please call or email her. We are here to support you. This was very evident at the recent CERA workshop as local and national recyclers joined the Illinois EPA and local government in providing options for delivering residential electronic recycling services in various but cost-effective ways. From Lake and Will Counties in the North to Jackson and Perry Counties in the South, and all points in-between, discussion on approaches with the Clearinghouse were productive while inspiring many to go beyond the banned electronics to collect microwaves, cameras, and more. Next up is a webinar on plastic film recycling. Watch your email for surveys and, for those supporting IRA, a voting ballot.

Currently, with the start of a new Board term, all committees are seeking new members to participate.
