A Message from the JCP POA Board of Directors
It has been a busy year for the board and in next month’s newsletter we will summarize some of our key achievements and changes that have been passed for greater efficiency, transparency and better communication to our community.
Fall is right around the corner with sounds of football and the smell of pumpkin spice filling the air. Fall is a fun time and we're lucky in NE Florida to see some of the changes in our leaves with cooler mornings.
Here is a bit of humor and a fun fall fact about squirrels, which our community has an abundance of. During the gray squirrel’s fall caching season, when they bury nuts and seeds in hundreds of scattered caches to serve as emergency winter larders, a typical squirrel shows a 15 percent increase in the size of its hippocampus-the memory and emotion center of the brain-compared to the rest of the year. If you’re not a squirrel, don't fret. Human children born in autumn (September through December) are more likely to excel in school than those born at other times of the year, according to a U.K. Department of Education report.

Pond News
The JCPPOA Board has recently hired a
new
pond maintenance company, Aquagenix. They started officially Sept 3rd, and per the contract signed, will be visiting each pond
at least once a month
, for a total of 18 times per pond each year. We do have some ponds that don’t need as much maintenance as others, so the plan is to allocate the extra visits to the ponds that need more help.
They have a plan in place to re-mediate issues, look to prevention in the future, and recommend treatments and repairs that will make the ponds more sustainable and functional. They will be attending Maintenance Committee meetings and Board meetings as needed to give updates.
Our ponds are more than natural areas, they are the development’s drainage system! With this new company in place we hope to see improvements in our ponds. Please remember that issues, while being treated, will not be corrected overnight. Some issues will take longer, perhaps months, to properly be remedied.
You can help!
Keeping grass clippings, debris, trash, and yard chemicals out of the ponds will help to keep them in good condition.
Please keep in mind that JCP owners who have yards located on a pond, are responsible for lawn maintenance and erosion issues all the way to the water's edge on their property.

JCP TREE REMOVAL
AND
MAINTENANCE UPDATE
The Board has been busy working with Vesta to address the trees which need maintenance and removal within Julington Creek Plantation. There have been approximately
200 trees approved by the Board to be removed since Feb 2019 with 100 of those coming just since July 1
st
. There will be another
100+
trees on the BOD agenda for approval at the September 25
th
meeting.
Due to the age of the trees within the community, this will continue to be an ongoing process and
Vesta and the Board are aware of the neighborhood concerns and are working diligently
on addressing them as they become aware. The highest priority trees will be attended to first and include the common areas and trees within the Preserves which are close enough to a structure that they could cause damage. Trees which are in imminent danger of falling immediately within the community will take top priority as safety is
ALWAYS
the utmost concern.
Once Vesta receives notice that a tree needs to be investigated for removal, it must go to the Board for approval. Due to the vast number of trees needing to be removed, please be aware
the removal process could take up to a couple of months
. Vesta will acknowledge that the request has been received, but it may still take several weeks until it can be scheduled for removal. Unfortunately, Vesta is unable to provide a specific time-frame when a tree will be removed as removal is based on the tree vendor’s schedule and when reported.
Any Homeowners who are aware of or have a concern about trees within the community that need inspection should email:
jcpmaintenance@vestapropertyservices.com.
When contacting Vesta by email, please provide the location of trees and include your contact information including a phone number and email in case the maintenance department needs to access the property if not in the common areas to see affected trees. Vesta uses an interactive map within the St. Johns County website to determine who has ownership of the property in which the tree is located and whether it is the responsibility of the POA, CDD, or homeowner.
Homeowners who have a concern about a tree located within their own personal property which they feel needs to be removed is the responsibility of the homeowner and
must go through the ACC application process
to have it approved for removal and/or replaced if necessary. To access the information regarding homeowner tree removal please visit the ACC page on the JCP Website.

An Update from the Property Manager
Happy Fall!
There have been a few changes in the Vesta personnel due to comings and goings for various reasons. First,
Mark Insel
is the Grounds Manager. Under this position, he is responsible for tree, ground, ponds and lighting… or really anything else that is in the common areas. If in doubt, you can always reach out to him by phone or

Jodi Moore is leaving the Vesta team as her husband in the Navy has received orders to Japan. As such, she will be moving along with him for a few years abroad.
Jennifer (Jen) Helvey
is moving into the Covenant Enforcement Manager position. She is a recently licensed Community Association Manager (CAM) and has worked alongside Jodi all year as the Compliance Admin. A very minimal learning curve is expected.
Jennifer McCall
has been the face and the voice of the Vesta/JCP front desk. Jennifer is working on passing the CAM as well. She will be joining Jen in the Compliance Admin position. Again, a very minimal learning curve is expected. The new face of Vesta/JCP is to be determined at the front desk.
All calls into Vesta are documented whether speaking to a person or leaving a message. You would be able to see those conversations on the owner’s portal at the

website. The only other person that may need introducing is

Marie is also a CAM. She works in the capacity of Architectural Manager. Please remember that most anything you wish to do to the outside of your home must be have an application submitted to Marie which in most cases is forwarded to the ACC committee. I know it may not feel like fall at his time, but it is. We are fast approaching the holidays. Additionally, during this time the grass growth slows, the rain continues, and the seasonal decorations begin to go up. Please keep vigilant with keeping up with weeds that continue to grow even though grass doesn’t, and unsightly mildew/mold which may continue due to rain and humidity. And for seasonal decorations, there is a limit to how long they may be in place. You may refer to the website.

Reminder from the JCP Architectural Control Committee
All guidelines, checklists, forms, and applications are available on the property owner’s website,
www.JCPPOA.com
under “
Architectural Review
.” When filling out an Architectural Control Committee Application, you can refer to the Julington Creek Plantation Guidelines for the application requirements. The Guidelines are broken down into sections such as landscaping, exterior painting, fencing etc. In each section the very first paragraph lists all the application requirements, and the guidelines go on to further outline Julington Creek’s standards and other details surrounding the project.
Please be advised that any change made without the prior consent from the Architectural Control Committee will result in a $125 late application fee and is still subject to approval. The ACC meets twice a month, the 1
st
Wednesday of the month at 9:30 am and on the 3
rd
Wednesday at 6:00 pm.
Reminder that when your permitted project is completed, please send in a picture to
JCPACC@VestaPropertyServices.com
so we may close your permit out in our system. Also remember that when you pay a $25.00 application fee, that fee covers any application you submit for the next six months.
