Traffic Circle Screaming for Help!

Edison and Hampton

Unfortunately, the residents who cared for this traffic circle are no longer with us. The maintenance of the circles is the neighborhood's responsibility. It was once a lovely entrance to the neighborhood, but now it has become a weedy eyesore. The entrance sign is barely visible. Could you help by weeding and cleaning? What We Learned at the September Meeting

Seventeen folks attended the meeting as well as Julie Katsel of the U of A, Lieutenant Alexander of TPD, and Keith Bagwell of Pima County Supervisor Grijalva's office. We learned a great deal, some of which is shared below:

311 has been confusing. Phoning in had been complicated for a couple people. We asked our TPD representative what could be done. He suggested we download the app for the phone or report online. Both options are available at: https://www.tucsonaz.gov/Residents/311-Service-Request-Portal


Those options allow a photo to be downloaded, which is helpful.

CALLING IN LOUD PARTIES - Officer Alexander reported that the number of calls about a single disturbance is noted and the more calls, the more likely for an officer to respond. Jefferson Park's number of loud parties and unruly gatherings has been on a decline ever since the association began to send letters to all houses that are called in---whether they were tagged or not. If the folks don't get a visit from police, they think no one noticed.

REPAVING IN JEFFERSON PARK- Funded by 411. Target is first quarter of 2025 pending the water issue on Edison. Water lines need to be fixed first.

SAFETY ISSUE AT MOUNTAIN AND HELEN - Mitigation at Helen/Mountain needs more work. Within the year, there will be a protected bike lanes on Mountain from Helen to Ft Lowell.

TRAFFIC COMMITTEE LOOKING INTO GRANTS - Santa Rita and Seneca has been identified as an intersection that could benefit from a traffic circle. The committee is looking into grants that might help fund the $30,000 cost.

OPPORTUNITIES TO SERVE ON JP BOARD AND COMMITTEES - Have you thought about volunteering? Have you considered joining the board? Got an idea that should be brought to the board's attention? Roll-offs Are Coming! Oct 24 - 28

Neighborhood roll-off containers are scheduled for the end of October, Thursday, 10/24/24 through Monday, 10/28/24.


The roll-offs are located at 4 sites in Jefferson Park: 917 E. Seneca, 1822 E. Lester St., 850 N. Tyndall, and 1740 E. Edison.


Please be a good neighbor and load items back to front. If a container is full, please move on to the next one. All items must be placed in the container. Do not place any items in the street or on the sidewalk by the container. 

 

For All Containers: 

1) No material can be sticking out of the top or overhanging on the sides.

2) Container should be loaded uniformly and tailgate secured.

3) No hazardous materials such as paint, fuel tanks, or batteries.

4) No appliances that contain Freon, (i.e. refrigerators, freezers, etc.)

5) No tires are to be disposed of in containers.

6) For your safety, use caution when loading the container. Please note large amounts of cacti can become very heavy.

7) Do not overload the roll-off by placing sideboards above the present sides; overloaded vehicles are a direct violation of the law and will have to be partially offloaded before being serviced.

Edison/Campbell Street North Parklet Maintenance

On the 3rd Saturday of the month, 8:00 am., at the northeast end of Edison at Campbell Ave, neighbors meet to clean up the little parklet.


Thank you all for the September clean up - the parklet needed it!


All garbage bags and tools are supplied and the company is great! We report the hours to Tucson Clean & Beautiful as part of the Adopt-a-Park Program.

FIVE MAJOR CONCERNS FOR JEFFERSON PARK

UPDATE

Here are 5 issues that were reported in last newsletter...



1-Redistricting the wards. Ward III reports:  we were informed that the committee will not put forth a redistricting proposal for consideration this year. What I heard from the Mayor is that the process was started too late, and that next time we do this, there will be more time for the process.


2-Accessory Dwelling Units (ADUs).  ADUs are in the news again. After the governor signed a bill that allows the state legislature to dictate ADU conditions in Arizona cities and towns, even communities like Tucson, who spent a year and a half developing policies, are now forced to change their land use codes to accommodate the wishes of the state legislators. For more information about the study session go to:

3-Corridor Redevelopment (high rise apartments).  In August, the Planning and Development Services Department (PDSD) held two meetings about potential changes to the Unified Development Code, to make it easier to promote high density, mid to high-rise development along Tucson’s “corridors”. 


The city is defining “corridors” as ALL arterials and collectors, so all major streets like Grant and Speedway and smaller streets, like Mountain and Park Avenue may be subject to these changes. Jefferson Park inquired and received this from PDSD: "Finally, we want to point out that we do not intend for the corridor redevelopment tools to supersede overlays (NPZ or HPZ) ...So, in Jefferson Park’s case (or Rincon Heights or Feldman’s), the NPZ standards and review process would still remain in place." 4-Sunset on neighborhood plans  Ward III reports:  they are not aware of any movement in this direction tho' TRRG reports "rumors".


5-Plan Tucson - delayed

After careful consideration, the Plan Tucson Team has decided to delay the release of the preliminary draft of Plan Tucson 2025. This decision ensures we deliver the highest-quality document to guide Tucson's growth over the next 10-20 years.

Key updates:

  • Staff is postponing the release of the preliminary draft and will provide a new timeline as soon as possible.
  • Staff will reschedule upcoming work sessions and community forums related to the plan.
  • The Phase 3 outreach program will be revised to accommodate these changes.

ACC just said Yes to overhead lines thru JP

What is next step?

WHAT COMES NEXT?

1-ACC said yes to overheading on September 5, 2024.

2-TEP says it hopes to complete the work by summer 2027.

3- BUT, the utility will first have to obtain a "special exceptions permit" to build the Vine Substation, and apply for exceptions to city ordinances where undergrounding is required.

3- Any special exception for TEP to go overhead on a gateway corridor, for example, Campbell Ave., will have to be granted by the City.

4- Our neighborhood is part of an Area Plan, the UA Area Plan, that prohibits overhead lines when possible. Will the city honor this Area Plan?

"TEP’s position is that if the exception isn’t granted within six months and there’s no agreement for an alternate funding source, it can proceed with the above ground construction, a news release said. The city said Thursday after the vote that it would work to ensure that TEP is afforded the best opportunity to increase its capacity for the midtown area and broader community, while still adhering to the requirements of Tucson code."

5- TEP must hold an open meeting with residences within 400 yards and with the area's neighborhood associations. Then will be the time to raise neighborhood concerns.

Those dates have not yet been set. We will keep you apprised of dates.

History in the Park: Crime, Death, and Hauntings in Historic Tucson


October 26, 10 am-1 pm - Included in admission


Step into the past to discover the notorious crimes that shook Arizona during Territorial Times and to learn about some of the forensic techniques that emerged during the 1800s. The day will also focus on the funeral customs and traditions to honor the dead during the 1800s and the famous Fort Lowell Ghost that was making the news in 1901!

The 4th Cavalry Regimental Band of Fort Lowell will also perform at 11a.m.

Good News for Bikes and Pedestrians on Mountain Ave.

Prop 411 Safe Streets has approved funding for a project to install vertical "delineators" on Mountain Ave, upgrading the street to a fully protected bike lane between Helen and Ft. Lowell. Not only will this upgrade protect cyclists, but it should slow traffic on Mountain. 

 

There is no concept or schedule yet for the project, but the Department of Transportation and Mobility (DTM) will share info, timeline, design, etc., over the coming months on this project.

Parking Permits

Did you know? Jefferson Park gets a portion of the parking permit revenue when residents purchase a parking permit! If you have restricted parking on your street, please consider getting parking permits for you and guests. If you believe that your street does not need restricted parking, email cindy.doklan@gmail.com. If you’re being annoyed by un-neighborly parking habits, such as parking too close to stop signs, the wrong way, too close to your driveway, call Park Tucson at 520-791-5071 or email: parktucson@tucsonaz.gov . 


P.S. You do not want to get a ticket in the restricted permit area or generally anywhere in Jefferson Park. They are expensive! Park Tucson enforcement comes around on a regular basis - about 200 parking violation citations were meted out last year just in our neighborhood alone! Remember, no parking in restricted areas, near stop signs, parking the wrong way on the street, parking within 5' of the curb cut of a driveway, or parking in the right-of-way.

Household Hazardous Waste

Tucson's Environmental and General Services Department is holding hazardous waste collection events, allowing residents to drop off hazardous waste, electronic waste, and paper documents for shredding at no charge. 


The events will be held every second Saturday, 8 am to noon, throughout the year at various locations.

  

Acceptable waste: Automotive fluids, engine oil filters, rechargeable batteries, lithium batteries, cleaning products, drain openers, cooking oil, fluorescent lamps and bulbs, wet paint products, solvents, hobby chemicals, pesticides, lawn products, pool chemicals, propane cylinders, computer equipment, printer cartridges, and other items labeled as acid, flammable, caustic, poison, caution, toxic or danger.

  

The City asks you NOT to bring: Business or commercial waste, commercial gas cylinders, explosives, ammunition, infectious or radioactive waste, dried paint, alkaline batteries, televisions, or medical waste such as syringes or old medications.

Please note: Hi Corbett is no longer an HHW Collection site but the International Brotherhood of Electrical Workers (IBEW) union building at 750 S. Tucson is the new alternative.

PLASTIC RECYCLE - 2 ways to do it

Must use the orange bags after July 1

ByFusion, the company that uses recycled plastics to create construction blocks, will soon be breaking ground for a plant in Tucson. In the meantime, please be patient and work with Environmental Services. The City IS recycling the plastic you save!


As of July 1, residents must use the orange Hefty ReNew bag to drop off materials. Starter kits of Hefty Renew bags are available at Wards 1, 2, 3, 5, and 6 during office hours. Residents can also purchase the Hefty ReNew orange bags at their local Walmart or Fry’s. Residents in participating areas can request a free Hefty ReNew starter kit at https://bit.ly/HeftyStarterKit


Each orange bag features a list of hard to recycle items that can be collected in the bag for recycling. Fill the bag with those items and when it’s full, tie it up tightly and bring the bag to a participating orange roll-off location.

What do I report to 311?: Use it to report any variety of housekeeping concerns. Jefferson Park has a committee that works with Tucson Planning and Development to assure that work is appropriately permitted and changes stay within the scope of Jefferson Park's Neighborhood Preservation Zone.

NEED A PERMIT? PDSD launched a Permit Dashboard in November 2023. The interactive dashboard provides insight into the permitting process. Users will be able to gain an understanding of review times, allowing staff and customers to pinpoint areas of improvement or excellence. Since the launch, PDSD has consistently met target review times more than 90% of the time.

Free Slow Down Signs

Ward III is accepting furniture, cooking supplies, etc.—anything that might help someone set up a house. Drop items off at the Ward III office, 1510 E Grant (corner of Grant and Vine). Is the item too big? Give Ward III a call for pickup at (520) 791-4711; they will come, pick it up, and take it to the Wildcat House, where it will help folks who are just getting into housing.
