1115 Demonstration Waiver - Expanding Services for Substance Use Disorder (SUD) Treatment

In a continued effort to address and provide support to those impacted by the opioid crisis in Connecticut, the Department of Social Services (DSS) in partnership with the Department of Mental Health and Addiction Services (DMHAS) and the Department of Children and Families (DCF) received approval from the Centers for Medicare and Medicaid Services (CMS) to implement a Section 1115 Substance Use Disorder Demonstration Waiver in April 2022. This demonstration includes an expansion of substance use disorder (SUD) services for all HUSKY Health members, including the Children’s Health Insurance Plan (CHIP), or HUSKY B members. Using the latest version of the American Society of Addiction Medicine (ASAM) criteria, this expansion of services will include coverage for residential and inpatient SUD treatment, as well as all levels of withdrawal management. Currently active in this demonstration waiver are State Operated and Private Psychiatric Hospitals (effective April 14, 2022) and Free-Standing Substance Use Disorder Residential Treatment Facilities (effective June 1, 2022).
