The seventh Annual CT BHP ‘iCAN’ Conference Showcased Behavioral Health Services, Programs, and Resources Throughout the State

The Consumer and Family Advisory Council of the Connecticut Behavioral Health Partnership (CT BHP) hosted its seventh annual “iCAN” Conference on September 22, 2022. It is the state’s only consumer-driven behavioral health care conference.
This year’s virtual event offered six workshops supporting the theme, “Partner to Transform Systems and Embrace Diversity, Equity, and Inclusion.” Registered participants received a link to the iCAN website to view a description of each session, and anyone will soon be able to view the workshops on the ctbhp.com website.

Living the Mission: A Member Story
At the heart of CT BHP's mission are our members. Supported by a strong network that supports members' behavioral, physical, and social health needs, members can live to their fullest potential. The following story highlights how community and peer support can lead to innovative care and effective outcomes.
A HUSKY Health member’s therapist referred her to the Family Peer Support Program when she stopped attending school due to reports of being bullied. A CT BHP Peer connected with her mother to establish a plan. The Peer provided the mother with support to contact the key people at school to set up a Planning and Placement Team meeting (PPT), and file a bullying report with the Principal. As time went on, however, the member was still not attending school. After an extended period of truancy, the school filed a report with DCF stating there had been no communication regarding absenteeism. The Peer worked with the mother to schedule a meeting with DCF and coordinate better communication among the Social Worker, Principal, and the school's support staff. In addition, the member received outside testing to better understand her needs, resulting in a diagnosis of PTSD.
The Peer then worked with the mother regarding the member’s school placement. They were connected to the Director of School Choice, a program providing families with innovative educational opportunities to increase student achievement. After a series of meetings and discussions, the member successfully transferred schools before the end of the school year. An additional PPT was set up to review the services she would need while in school and discuss plans to assist her in making up any missed schoolwork.
Today, the member has had a great start to the school year. Both she and her family continue to work with the Peer to ensure their goals are met and that they obtain the skills to navigate the behavioral health system. The member is excited to do well this year and will be attending the School Choice Fair to look at different high school opportunities for next year.

Removal of Prior Authorizations for Select Behavioral Health Services
Effective for dates of service, September 1, 2022, and after, prior authorization was lifted for many outpatient services. Hospital Behavioral Health Outpatient facilities, Behavioral Health Clinics, Enhanced Care Clinics, Behavioral Health FQHCs, Medical Clinics, Physicians, APRNs, and Behavioral Health Clinicians are no longer required to obtain prior authorization for Diagnostic Evaluations, Outpatient Services, Psychological Testing, and Targeted Case Management Services.
What does this mean for me?
The procedure codes identified in Provider Bulletin 2022-06 can be billed directly to Gainwell Technologies for payment of services without prior authorization attached. This guidance follows the authorization lift for standard outpatient services established in May 2021. To review all applicable procedure codes, the fee schedules are available for download by type and specialty at www.ctdssmap.com. Important Note: Rehabilitation Clinics
Authorization for outpatient services is still required for CMAP Rehabilitation Clinics. The Outpatient – Community Clinic registration will still be available in the ProviderConnect application, and completed authorization requests will still result in an outpatient authorization of 90 units for a 1-year span.

ProviderConnect Tips – Entering Diagnoses
Providers are required to enter the Primary Behavioral Health Diagnosis when navigating the authorization system and are encouraged to use the additional fields available for secondary co-occurring behavioral conditions. In addition, as outlined in Provider Bulletin 2021-38, the use of ICD-10-CM “Z” codes helps to better understand the needs of HUSKY Health members. Providers can enter any applicable codes within the additional diagnosis fields. Select here for detailed instructions on how to quickly search and enter diagnosis codes in clinical reviews and navigate the diagnostic categories for a seamless submission.
