Dear Cholla Residents,


I am proud to announce Glendale has achieved the platinum certification from Bloomberg Philanthropies What Works Cities Certification. Platinum is the highest level of certification and Glendale is one of only five cities in the entire country to hold the title. This recognition highlights Glendale's use of data to make continuous improvements that positively impact the lives of the people we serve.


Embedding data and evidence into decision-making sets the foundation for stronger, safer and healthier communities. Data-informed cities produce sustainable solutions to endure today’s crises and tackle tomorrow’s challenges, set better priorities to make every dollar count, budget effectively and better engage their communities.


The What Works Cities Certification program, launched in 2017 by Bloomberg Philanthropies and led by Results for America, is the international standard of data excellence in city governance. The standard measures a city’s use of data based on 43 criteria. A city that achieves 51–67% of the 43 criteria is recognized at the silver level of certification, 68–84% is required to achieve gold, and 85% or more is required to reach platinum. The program is open to any city in North, Central, or South America with a population of 30,000 or more. 


Glendale joined What Works Cities in 2017 to help the city become a more data-informed organization. The city has since integrated data into daily practices and uses it as a tool to accomplish its mission. The city received silver certification in 2021, gold certification in 2022 and now the platinum certification. It is an honor to be awarded the Platinum level Certification, and I was proud to participate in the celebration and acceptance of this achievement last month (photo at top).

CHOLLA DISTRICT HIGHLIGHTS

Arts & Crafts Supply Swap at Foothills Library: Sunday, Jan. 25, 2 PM - 4 PM

Crafters, teachers, and art lovers, join us for this sustainable way to refresh your craft stash without spending a dime! Crafters who donate supplies to the swap can start "shopping" at 2 PM. At 3 PM, anyone can come and shop the swap, even if they don't have items to donate. Please bring usable craft supplies and tools that are not dried up, broken, stained, or odorous. Participants can drop off their craft supply donations starting one week before the event or bring them on the day of the event. Leftover supplies at the end of the swap will be donated to the library or the local Art Resource Center. Click here for more information.

Wagons Ho Program at Foothills Library: Tuesday, Jan. 27, 2 PM - 3:30 PM

From 1775 to 1880, America experienced one of the greatest mass migrations in history as settlers left the East to build new lives in the West. This presentation examines the network of routes that shaped the nation's identity, including Daniel Boone's Wilderness Road through the Cumberland Gap, the Oregon Trail's expansive prairies, the gold-seekers' California Trail, and the commercial Santa Fe Trail, which linked the U.S. and Mexico. KPop Demon Hunters Fan Club at Foothills Library: Friday, Jan. 30, 4 PM - 5:30 PM

Do you have a passion for anime, a favorite movie, or a book series you are obsessed with? Meet other fans and share your favorite fandoms at Foothills Fanclub. Each month we will celebrate a different fandom, franchise, or pop culture phenomenon with themed activities like trivia, crafts, and games, and more! District Board Vacancies: Municipal Property Corporation & Commission on Diverse Cultures

We need a Cholla District resident to volunteer to serve on the Municipal Property Corporation and another resident volunteer to serve on the Commission on Diverse Cultures with the City. The Municipal Property Corporation meets on an as-needed basis. The Commission on Diverse Cultures meets at 6 PM on the second Wednesday of each month. Foothills Recreation & Aquatics Center

Construction on the park-and-ride parking structure in the west half of the Foothills Recreation and Aquatics Center parking lot is on track to be completed by Jan. 30, 2026. Thank you for your patience during this work.

Loop 101 Current and Upcoming Closures & Restrictions

The Arizona Department of Transportation advises drivers to plan for the following closures as part of the Loop 101 widening project:


Upcoming Restrictions & Closures:

  • ADOT is adding a third left turn lane on southbound 75th Avenue to enter eastbound Loop 101, which will add capacity and improve traffic at the interchange. Work that was scheduled to begin Jan. 25 has now been pushed back to begin at 11:30 PM, Sunday, Feb. 1 and will remain through mid-April:
  • 75th Avenue will be narrowed to one lane in each direction between Loop 101 and Rose Garden Lane to allow for median work to take place.
  • Some left turns will be restricted along 75th Avenue, and sidewalks may be closed intermittently.
  • Drivers may consider using 67th or 83rd Avenues to access 75th Avenue via Deer Valley Road or Union Hills Drive.
  • 31st Avenue will be closed in both directions at Loop 101 nightly from 9 PM to 5 AM beginning Tuesday, Jan. 27, ending the morning of Friday, Jan. 30, and again Tuesday, Feb. 3, until Friday morning, Feb. 6.
  • The eastbound frontage road (Beardsley) will be reduced to one lane between 37th and 35th Avenues beginning at 11:30 PM Monday, Jan. 26 through mid-April.
  • The eastbound off-ramp at 35th Avenue will close for approximately 60 days beginning at 11:30 PM, Monday, Jan. 26.
  • DETOUR: Eastbound drivers may consider exiting at 51st or 27th Avenues.


Long Term Ramp Closures:

  • The eastbound Loop 101 on-ramp at 75th Avenue is closed for approximately 60 days from Jan. 5.
  • DETOUR: Drivers may consider using the frontage road (Beardsley) or Union Hills Drive to 59th Avenue to access eastbound Loop 101.
  • The eastbound Loop 101 off ramp at 67th Avenue is closed for approximately 60 days from Jan. 12.
  • DETOUR: Drivers may consider exiting at 75th Avenue and taking the frontage road (Beardsley) to 67th Avenue or exiting at 59th Avenue.
  • The eastbound Loop 101 on-ramp at 51st is closed for approximately 60 days from Jan. 19.
  • DETOUR: Drivers may consider using the eastbound frontage road to access Loop 101 at 35th Avenue or using eastbound on-ramp at 59th Avenue.


Ongoing Lane Restrictions:

  • The westbound frontage road (Beardsley) will continue to be reduced to one lane between 35th and 51st Avenues through 5 AM, Sat. Feb. 15.


Drivers should use caution and be prepared to slow down and merge safely when approaching and traveling through any work zones.
