Detective Brian Broughton has been a Law Enforcement Officer with the Martin County Sheriff’s Office since 1992. He currently serves as a detective in the Special Victim Unit for past 27 years. His duties include investigations of Sexual Battery, Child abuse (Physical, sexual and neglect), as well as the exploitation of children via the Internet. He is also a computer and cellphone forensic examiner for past 18 years. He has conducted numerous proactive chat investigations involving the enticement of children online as well as the detection of individuals trading Child Sexual Abuse Material via the Internet.

Additionally, he is a Taskforce Officer with the FBI, assisting them with Child exploitation investigations and computer and cellphone forensic examinations. He also conducts Internet Safety Presentations to Children and Parents, within our local schools. Lastly, Detective Broughton is a Criminal Justice Advanced Training Facilitator at Indian River Community College, teaching topics such as Child Abuse, Sex Crimes, Computer Crimes, and Case Prep and Courtroom testimony.

New Board Positions

Sarah Marie Henry, Board Chair

Sarah is the Executive Director at Catch the Wave of Hope where she focuses on preventing the sex trafficking and exploitation of children through awareness, education, restoration and legislation. She works directly with local Law Enforcement to provide trainings on Human Trafficking/Child Exploitation. She is a Certified CSEC (Commercial Sexual Exploitation of Children) Trainer. She is also a Member of the Circuit 19 Victims Rights Coalition.

Libby Snider, Vice Chair

Libby is a Senior Crime Advocate and the Supervisor in the Treasure Coast Office at Coalition for Independent Living Options, Inc. She has 20 years of experience working with victims of sexual assault, human trafficking and various other crimes. Libby is a certified Spanish interpreter and is often called on by the FBI, law enforcement, and State Attorney's Office to work on complex cases. She is certified by the Attorney General's office as a Victim Service Practitioner and is a member of the Florida Crisis Response Team. Libby also has trained law enforcement and other agencies on human trafficking and working with victims with disabilities. She sits on the Board for Catch the Wave of Hope and is also a Member of the Circuit 19 Victims Rights Coalition.

Carol Rodriguez, Board Secretary

Carol serves as the Program Development and Quality Director for the Catholic Charities of the Diocese of Palm Beach, where she has been employed since 2016. She oversees several programs to include the Bakhita Empowerment Program, serving victims of human trafficking. She is also involved in several nonprofit boards to include the Diabetes Coalition of Palm Beach County, Sharing One Love, and FEMA's Emergency Food and Shelter Program.
