Welcome to this week’s Members-Only Tuesday Telegraph from the Texas Propane Gas Association (TPGA).


We start with a year-in-review look at the Alternative Fuels Safety Department and the Railroad Commission’s activity and numbers from the past year.


Next, with extreme frigid temperatures expected across Texas this weekend, TPGA once again reminds members when and when you are not permitted to fill a competitor’s leased tanks.


You’ll also find opportunities to get involved with the state and national Propane Councils. Applications are now open at both the state and national levels for industry professionals interested in helping guide propane programs.

Alternative Fuels Safety of the RRC:

2025 Year In Review

The Alternative Fuels Safety Department licenses companies, certifies operators, and inspects LPG, CNG, and LNG installations. It also provides training, conducts exams, and investigates complaints to ensure safe and compliant operations across Texas.

• Licensed/registered companies and individuals: 7,725

• Certified individuals: 17,416

• Registered individuals: 3,846

• Alternative fuel installations statewide: 92,471


Inspection, Training & Compliance Activity

• Inspections performed: 19,995

Severe Weather: Filling Competitors’ Leased Tanks | What You Need to Know

There is always the possibility of severe weather, especially with the upcoming forecast for the weekend. In these situations, customers may feel anxious to have their propane tanks filled by whatever means necessary.


The Texas Propane Gas Association (TPGA) wants to remind members that Chapter 2002 of the Texas Business & Commerce Code allows a propane tank to be filled by someone other than the tank owner—but only in an emergency and only when specific conditions are met.


Under Texas law, a person who is not the owner of a liquefied petroleum gas container may fill or refill the container if the person occupying the premises:

  1. Requests the service; and
  2. Signs a written request stating that:
  • (A) An emergency exists; and
  • (B) The owner of the container is unavailable to fill or refill the tank.


All four requirements—1, 2, A, and B—must be met before the tank can legally be filled.

ProCOT & PERC Seeking 
Councilor/Board Applications

Propane Council of Texas (ProCOT)



The Propane Council of Texas (ProCOT) is a nonprofit educational & marketing foundation established, operated, and funded by the propane industry. ProCOT does multiple consumer education projects and programs throughout the year.


Serving on the Board

The Propane Council of Texas (ProCOT) is inviting outstanding, motivated, and dedicated propane industry professionals to apply to be considered to serve on the Propane Council of Texas Board of Directors for a 3-year term.


The members of the Council meet 1 to 3 times a year, both virtually and in person, to approve an annual budget and to consider individual project and program proposals.


Requirements: You are a propane industry professional currently working in Texas.  The deadline to apply is February 2, 2026.

National PERC Council


Are you interested in serving on the PERC Council? The PERC Selection Committee will be considering applications for 3 Marketer seats and 1 Public Member seat on the council. Only propane Marketers are eligible to apply for the Marketer seats.


Information about the PERC Selection Committee councilor duties, and applications can be found on the NPGA Website at https://www.npga.org/about/perc-council-applications/. Applicant interviews will take place the morning of April 19th at the Southeastern Expo in Nashville, Tennessee.
