On January 12, 2019, the Consent Decree Implementation Unit hosted its very first Consent Decree Primer. Held at Morgan State University’s William Donald Schaefer Engineering Building, approximately 40 attendees made up of residents, community leaders, elected officials and BPD partners got an in-depth update on the reform progress being made and the plans for the second year of implementation.
At the Primer, attendees were given a Consent Decree Primer packet. The packet contains information on the reforms made within the first year of the Consent Decree such as which policies were updated and approved by the court, key changes in some of the revised polices and more. The packet is available to download at

Thank you to everyone who came out and made the very first Consent Decree Primer a success! If you were unable to attend, don't worry! Consent Decree community briefings are currently being scheduled to take place throughout the year in all 9 police districts. As soon as the dates have been finalized, a calendar will be posted.
