Vineyard Wind Continues to Make Progress on First Commercial Large-scale Offshore Wind Farm to the U.S.

Vineyard Wind continues to make rapid progress on its 800-megawatt wind farm to be located in an offshore lease area in federal waters approximately 14 miles south of Martha's Vineyard. Buried submarine and terrestrial cables will carry power generated by the wind farm to a grid interconnection point in Barnstable, Massachusetts. The accelerated permitting undertaking has positioned Vineyard Wind to have the first large-scale commercial offshore wind farm in the United States, with construction set to begin this year.

Epsilon has been instrumental in leading some of the milestone applications filed with federal, state and regional agencies. The most recent filings include the Final Environmental Impact Report that was submitted with the Massachusetts Environmental Policy Act Office on December 17, 2018, and the U.S. Army Corps of Engineers filing on November 27, 2018. In addition, Epsilon provided team support for the Draft Environmental Impact Statement filed with the U.S. Department of Interior's Bureau of Ocean Energy Management (BOEM) on November 30, 2018. The progress continues to be strong and steady and we are excited for this final push to get the project into the construction phase.
Norwood Memorial Airport Completes Construction on Taxiway A

Epsilon has led the extensive permitting effort associated with the realignment of Taxiway A at Norwood Memorial Airport. The taxiway was initially constructed at an angled alignment to minimize impacts to an adjoining wetland. For safety reasons, the Federal Aviation Administration (FAA) required that the location of the taxiway be standardized along with providing funding for design, permitting and construction.
 
Epsilon's permitting effort included preparing documents in support of review under the  National Environmental Policy Act (Environmental Assessment) and MEPA (Environmental Notification Form, Draft and Final Environmental Impact Report) while teaming with Dubois and King, Airport Engineers. The project also involved impacts to state jurisdictional wetlands and required the design of an 18,000 square-foot wetland replication area and additional floodplain compensatory storage. In addition, we led a long list of other permitting efforts, culminating in the Variance Order of Conditions from MassDEP.

Approvals were all in hand by July 2018 and construction began in September 2018. Epsilon provided the required environmental compliance monitoring and reporting during construction as well. On November 28, 2018 construction was complete and Norwood Memorial Airport now has a taxiway that is in compliance with FAA standards for runway to taxiway separation distance and a standard hold line location on Taxiway A.

Exhibiting  -  We were excited to exhibit at the AWEA Offshore WINDPOWER Conference, which was held in October 2018 in Washington, DC. As progress continues with offshore wind energy in the United States, this conference provided a great opportunity to keep up-to-date with all the developments. Rob O'NealMaria Hartnett, and Erik Rexford attended the conference.
 
Presenting -  Managing Principal Rob O'Neal spoke about noise issues related to Article 10 and getting projects permitted at IPPNY's Article 10/State Environmental Quality Review Forum . He shared his lessons learned in leading more than a dozen noise studies for projects currently in the Article 10 process. Principal Dave Klinch also attended and had the opportunity to learn more about the Article 10 and State Environmental Quality Review process and how that impacts our projects.

Welcome!  We welcomed two new additions to our Ecological Sciences group - Darrell Oakley and Matt Kelly.  Darrell is as a  Senior Consultant with nearly 22 years of professional consulting experience and has worked on a diverse array of projects including wetland delineations, wetland mitigation design, wildlife habitat assessments, rare species surveys and permitting, on-shore and off-shore energy and infrastructure projects.  Matt is a Senior Scientist with 12 years of professional experience in wetlands permitting, monitoring, wetlands assessment and permit compliance work. He has significant experience in working with energy sector clients and will be continuing to work on energy projects as well as focusing on transportation projects.

We also recently welcomed a new addition to the GIS group - Wesley Tse. He has more than 4 years of experience and has most recently worked for the Department of Biological Systems Engineering at Virginia Tech. He will complement our GIS group analyzing geographic data for environmental impact assessments, project alternatives analyses, and routing studies for a range of development projects.
