Leadership Corner

As we all leap into the New Year, few among us don't begin the year with some sense of intention--whether it's a resolution, a new goal, or a desire for change, we all hopefully have a sense of where we'd like to be and that's a great first step. But it's not effective alone.

 

As a quick tool to help gauge our effectiveness in achieving these intentions, let's start by using what James Clear in Atomic Habits describes as small changes to achieve big things. In practice, begin the day with a written "to-do" list and mark things off as you accomplish them. It seems simple, but there is a lot of neuroscience behind the idea of writing things down and then doing them. In short, we're more likely to do the things we write down and one "check off" encourages us to do more. Think big and do small, in other words. 

 

Most importantly, Happy New Year and may this new chapter in our lives be one of self-reflection and self-awareness in your leadership journey.

Currituck 4-H

Horse Show Clinic

Currituck County 4-H will host two clinics to help youth prepare for the 2023 Horse Show season, with particular emphasis on the 2023 District and State 4-H Horse Shows.

The clinics offered will provide instruction in all western and hunter events and participants will rotate through small group classes focused on a specific topic. Registered participants will also have the opportunity to identify specific areas for which they would like to have help on the class agenda. Clinics will be held January 21 and February 18, 2023, 10 am -1 pm at the Currituck County Rural Center 184 Milburn Sawyer Rd, Powells Point NC.

 

Participants will have the option of bringing their horse and participating in the small group classes or they can choose to attend without a horse and audit the instruction. All participating youth must be enrolled in 4-H and any youth auditing the activities must be accompanied by an adult. https://v2.4honline.com/. Both clinics will be offered at no charge and will be held in the indoor arena rain or shine.

 

Reserve your child’s seat today by completing the class registration 2023 Horse Clinics and then, if you have not already done so previously, complete your child’s 2023 4-H Online enrollment. Class size is limited and full registration and 4-H Online enrollment is required to hold your child’s spot. We will gladly help you complete your online registration and 4-H enrollment. Operation Toy Soldier 2022

This Christmas season Twiford Funeral Homes, LLC. celebrated our ten-year anniversary of collecting toys for Operation Toy Soldier. We celebrated this milestone by collecting our over 3,000 toys for year 2022! Together with our local community partners we have collected and donated over 15,000 toys for our North Carolina military families.

Our Pasquotank County Sheriff’s Office received a 1st place certificate for the most toys collected in 2022, and they were presented a Nutcracker trophy to display for the year. They were followed by a close second by the Elizabeth City Fire Department Station 1, which was their first year participating in Operation Toy Soldier. Following the presentation there was some mention from the firefighters that the sheriff deputies should not get too attached to the Nutcracker as it WILL BE displayed at the fire station next year. We all look forward to 2023!

Wild Goose Wine Bar Acquires Iconic Corolla Business

Effective January 1, 2023, Bacchus Wine and Market, famous for delicious deli sandwiches, fine wines, craft beers, and gourmet gifts, will assume new ownership. Rob and Liz Marx, owners of Wild Goose Wine Bar in Corolla's Timbuck II shopping plaza, will expand upon their wine tasting business with this acquisition.


Rob and Liz are interested in building on the success of recent owners by providing more opportunities to enhance the guest experience. A fresh look with a new logo and signage will complement new offerings. The business name will change slightly to Bacchus Wine and Gourmet.

Bacchus will be closed in early January to allow time to implement enhancements and will reopen on February 1, 2023 at 11:00 a.m. Normal winter business hours will be Monday - Saturday 11:00 a.m. -

The N.C. Cooperative Extension Currituck County Master Gardener VolunteersSM invite you to our 2023 winter indoor plant sale. The plant sale will take place in the greenhouse located behind the N.C. Cooperative Extension, Currituck County Center on Friday, January 27, from 1:00 - 5:00 pm. and Saturday, January 28, from 10:00 to 2:00 pm. Plants for sale will include succulents, indoor tropical plants, and hypertufa arrangements. All proceeds will go towards the enhancement of the demonstration gardens, educational programs, and outreach activities of the Currituck Master Gardener program. Gardening experts will also be on hand to provide free planting advice, care, and any additional customer questions.

Ike Midgett and Rick Sudduth have recently purchased Barco Food Mart in Barco, North Carolina. Ike and Rick are locals who have been in the area for their entire lives. Barco Food Mart is a local establishment that admittedly has been through it’s share of owners. Ike and Rick are committed to making Barco Food Mart a ‘must stop’ on the way to the Outer Banks, but also a place to meet friends, hang out, enjoy a quick bite and catch up on what’s happening in the area. Barco Food Mart offers excellent fried chicken (Krispy Krunchy Chicken),

State Health Commissioner Approves Chesapeake Regional’s Open-Heart Surgery Program

The State Health Commissioner, Dr. Colin Greene, has approved Chesapeake Regional Medical Center’s Certificate of Public Need (COPN) application to introduce open-heart surgery at the hospital. This decision comes after a favorable recommendation by the Division of COPN staff in November, and over five years after the hospital’s initial request. 


Chesapeake Regional Medical Center has earned numerous accolades and accreditations for its existing interventional cardiology program. It has the region’s best heart attack survival rate and it is better than the 90th percentile among hospitals nationally.


“This project is a necessary and logical expansion of the current cardiac offerings at Chesapeake Regional,” said Reese Jackson, President & CEO of Chesapeake Regional Healthcare. “We are making this commitment so that residents of southeastern Virginia and northeastern North Carolina will have better access to life saving services closer to their homes and workplaces. With the inclusion of open-heart surgery, patients will not have to shuttle between providers or facilities

to receive all necessary care. It will ensure patients can get timely treatment. The community has supported our efforts to secure an open-heart surgery program for quite some time. We are incredibly pleased with the Commissioner’s decision and look forward to building a robust program to benefit area residents.” 


Virginia law requires that hospitals gain approval from the state to offer certain health care services. This approval is known as a Certificate of Public Need (COPN). The original application was contested, and this past May, the Supreme Court of Virginia ruled that the former State Health Commissioner erred in his denial of Chesapeake Regional Medical Center’s initial application. That ruling gave Chesapeake Regional another opportunity to seek an open heart COPN, which has been approved today by the new Commissioner. 


The Commissioner’s approval includes an assertion that Chesapeake Regional’s open-heart program will inject beneficial competition in a highly concentrated open-heart surgery market, improving patient choice and reducing health care costs without significantly reducing the existing open-heart surgery volumes of other hospital programs in the planning district. 


Installation of equipment and the recruitment of surgeons and staff will begin immediately. The hospital anticipates performing cardiac surgeries in early 2024.

The following special use permit application was submitted and will be reviewed by the TRC - Technical Review Committee (January 11, 2023) and Board of Commissioners (tentative date: March 20, 2023):

 

  • Shawboro East Ridge Solar, LLC:  The applicant, Shawboro East Ridge Solar, LLC, submitted a special use permit application to install a solar energy facility and related transmission interconnection infrastructure in Shawboro. The application indicates the facility acreage is 997.32 acres and includes properties owned by Nancy Ferebee, James H. Ferebee, Jr., L Garry John & Debra C. John, Lucian Family LLC, Stanley H. Meiggs & Jeanne E. Meiggs, James Lantz, Joseph Doc Etheridge, Lela Ann Etheridge, Jane Etheridge-Small, James Owen Etheridge, and Doc Horace Etheridge, Jr.            

 

The following construction drawings were submitted and will be reviewed by the TRC (January 11, 2023):

 

  • Flora Farms: The applicant/owner, North-South Development Group, LLC, submitted construction drawings for Phases 1 and 2 of the Flora Farms traditional subdivision located off Survey Road. Phases 1 and 2 include 131 residential lots. 

  

QUASI-JUDICIAL DECISIONS

The following cases were submitted and will require the board to make a quasi-judicial decision. Board members are not allowed to discuss the case or gather evidence outside of the hearing. You may view the property in question before the hearing but may not talk about the case with the applicant, neighbors, or staff outside of the hearing. 

·        Hans Theyer.: The applicant submitted a special use permit application to allow auto repair service and temporary vehicle impoundment on property owned by Midlantic Builders, LLC in Corolla off Ponton Lane. The proposed construction includes a 30’x30’ garage and a 10’x15 separate office building.

 

·        Algonquin:  The applicant/owner, Joel and Stacy Justice, submitted a 10-lot, Type I traditional, residential subdivision.  Jarvisburg Elementary School April enrollment exceeds 85% capacity (92%) and a special use permit will be required.   The property is located in Jarvisburg on Indian Kettle Road.

 

·        Outer Banks Ventures (Corolla Boat Club):  The applicant/owner, Outer Banks Ventures, submitted a preliminary plat/special use permit for six lots (five residential and one commercial) at the proposed Corolla Boat Club, Monteray Shores PUD, Phase 10 off Malia Drive. 

 

·        Corolla Boat Club:  The applicant/owner, Outer Banks Ventures, submitted a special use permit application to operate a privately owned outdoor recreational use (10 boat slips) in Monteray Shores PUD, Phase 10 off Malia Drive. 

 

·        Thrasher Mine: The applicant, Elbow Road Farm, Inc., submitted a special use permit application to change the expiration date of a special use permit for an existing active mine (extractive industry) located at 144 Lazy Corner Road in Moyock. The request is. The property is owned by Moyock Properties, LLC and contains 311.7 acres.
