AB: New Edition of Directive 023 |
Directive 086: Reservoir Containment Application Requirements for Steam-Assisted Gravity Drainage Projects in the Shallow Athabasca Oil Sands Area requirements have been moved into section 6 of Directive 023. References to Directive 023 in Directive 008: Surface Casing Depth Requirements, Directive 056: Energy Development Applications and Schedules, and Manual 020: Coal Development have been updated.

AB: Directive 026 Rescinded |
Effective date: February 8, 2024. The AER rescinded Directive 026: Setback Requirements for Oil Effluent Pipelines and two related documents:
- Interim Directive 81-03 Minimum Distance Requirements Separating New Sour Gas Facilities from Residential and Other Developments
- Directive 056 Process Clarification for Oil Effluent Pipelines Containing Greater than 10 Moles of H2S Gas per kilomole of Natural Gas

AB: Drilling and Completion Cost Submission 2023 |
Under the Modernized Royalty Framework (MRF), companies are required to submit actual costs to Petrinex for the well activities of drilling, completion, re-completion and re-entry.
Wells with an active status in 2023 or earlier are required to have actual costs submitted by April 30, 2024. Licences that failure to complete actual cost submission by this deadline will be subject to penalties.
To identify which well events require actual cost submissions go to the Annual MRF Drilling & Completion Non-Compliance Report in Petrinex. The MRF guidelines can assist in determining when and how to submit actual costs as well as how penalties will be charged.

On February 8, 2024, the ER notified that the interest rate printed on the January and February IRIS invoice is incorrect. The correct interest rate is 10.20% effective January 1, 2024.

On February 7, 2024, the ER released IRIS Version 9.12. The changes were made primarily to the Infrastructure Module and Online Training courses for IRIS.

BC: Water Use Suspensions |
On January 26, 2024, the BCER announced the potential water shortages for holders of Water Sustainability Act (WSA) Section 9 and 10 Authorizations.
As of January 1, 2024, the Peace Basin is currently at 72% of historical average for snowpack. All four basins in the northeast are at Drought Level 5 (Adverse Impacts Almost Certain).
As per BCER DIR 2023-12, suspensions for surface water withdrawals authorized under WSA Section 10 continue for select water sources in the Fraser, Peace and Liard River Watersheds.

BC: Annual Work Plan Submissions for Dormant Sites |
The Dormancy and Shutdown Regulation (DSR) was amended in January 2023 to include closure timelines for pipelines and certain facility infrastructure. These closure timelines came into effect on January 1, 2024, and the first Annual Work Plan submissions for pipelines and facilities were due by January 30, 2024.
All permit holders who have dormant wells, pipelines, and/or facilities in BC are required to submit an Annual Work Plan outlining any decommissioning, assessment, and restoration work to be completed each calendar year at their dormant sites. Annual Work Plans are required even when a permit holder has no closure work planned at their dormant sites. Dormant well, pipeline and facility Annual Work Plan submissions are made separately, via the online eSubmission platform.

Effective February 12, 2024, the BCER announced updates to the electronic submission (eSubmission) of methane Leak Detection, Quantification, and Repair (LDQAR) survey data for wells and facilities.
All the changes to the electronic LDQAR submissions are outlined in the eSubmission User Guide on the BCER’s website. The updated bulk upload templates for both wells and facilities can be downloaded via the LDQAR section of the eSubmission platform. The deadline for submissions of 2023 LDQAR data is March 31, 2024.

BC: Energy Resource Activities Act Amendment for Heritage Conservation Act |
On June 1, 2024, the BCER will become the single regulatory agency for issuing Heritage Conservation Act (HCA) permits and orders for inspections and investigations related to energy resource activities.
When the amendment comes into effect, energy resource companies will submit applications to the BCER for permits to conduct archaeological inspections and investigations. Permits issued by the Archaeology Branch before June 1, 2024, will remain in effect until they expire.
