The District One Public Works Integrating Committee (DOPWIC), which serves Cuyahoga County, oversees the application process, scoring, and ranking of projects in Cuyahoga County for funding from the Ohio Public Works Commission (OPWC) State Infrastructure Programs. These infrastructure programs include three distinct funding sources for capital projects in Ohio: the State Capital Improvement Program (SCIP), the Local Transportation Improvement Program (LTIP), and the Revolving Loan Program.
Thirty-four applications for funding were submitted in July 2025. The DOPWIC will consider the analysis of its staff committee when determining which projects will be recommended to the OPWC for funding. The preliminary ranked list includes 24 project applications suggested for full funding (11 road projects, six wastewater projects, four stormwater projects, three water supply projects) and three project applications for partial funding (one road project, one wastewater project, one water supply project).
Nine applications were received for Small Government funding. Some projects could be funded through the standard SCIP Program. Any remaining Small Government projects, up to a maximum of seven, will be submitted to the OPWC as a ranked list for funding through the Small Government Program. Funds for the Small Government Program are distinct and separate from the allocation for the SCIP/LTIP program.
The final determination of projects that will be recommended for funding will be made by the DOPWIC on January 27, 2026, after which the DOPWIC will send a ranked list to the OPWC.
