The IRB Review

A compilation of information, announcements, & updates for UK Institutional Review Board (IRB) members, research investigators, & others involved with human subject research.

Compensation Update

Effective January 1, 2026, the US IRS reporting threshold for research participant compensation has increased from $600 to $2,000 per calendar year. If applicable, submit a modification request to change IRB approved consent documents. Whether it is relevant to inform active subjects of the change is up to the investigator’s discretion.

Expedited Category 2

Minimal-risk research may qualify for Expedited IRB Review under Category 2, collection of blood samples by finger stick, heel stick, ear stick, or venipuncture, when applicable volume, frequency, and population limitations are met. Collection may be finger, heel or ear stick and venipuncture. The federal Office for Human Research Protections (OHRP) provides institutions discretion in interpretating the scope of venipuncture. At UK, institutional policy now includes collections from an indwelling short peripheral venous IV catheter already placed for clinical purposes. Using central venous access devices, arterial lines, or lines placed solely for research are not permitted under this review category.

Update to Reliance Protocols

Starting January 1, 2026, there will be a one-time Administrative Review Fee of $3000.00 for Industry Funded Research Protocols using a Commercial IRB (non-UK IRB). The Administrative Review Fee covers local context review, privacy/HIPAA review, human subjects research training verification, and Conflict of Interest review. For questions, please contact IRBReliance@uky.edu.
