CARB Zero-emission Forklift Regulation

Starting January 1, 2026, fleet operators must purchase only ZEV forklifts for certain classes of forklifts plus maintain records demonstrating compliance. CARB will enforce this regulation on public agency fleets but will not enforce the regulation on private fleets unless and until federal EPA authority is granted.

HVIP Reopened

CARB’s HVIP program reopened on December 16 at 9am. A program addendum has been released that has important program changes that impact voucher eligibility and requirements including:

• Eligible fleets can use HVIP vouchers to purchase Class 2b pickups
• Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases

• Validate autonomous mobility in contested and GPS-denied environments 
• Carnegie Robotics-built RACER Heavy Platform to support combat breaching operations 
• Polaris RAZR-based systems for autonomous long-range reconnaissance.

General Motors Posts $7.1B EV Hit

GM announced a $7.1B hit to their balance sheet due to the drop in the EV market and they expect further impacts in 2026. GM’s stock rose 4% on the news.

Stellantis Ends Plug-in Hybrids

Stellantis has announced that the Jeep Wrangler, Jeep Grand Cherokee and Chrysler Pacifica plug-in hybrids have been terminated, and no 2026 plug-in hybrid models will be produced.
