CARB Zero-emission Forklift Regulation
Starting January 1, 2026, fleet operators must purchase only ZEV forklifts for certain classes of forklifts plus maintain records demonstrating compliance. CARB will enforce this regulation on public agency fleets but will not enforce the regulation on private fleets unless and until federal EPA authority is granted.

HVIP Reopened
CARB’s HVIP program reopened on December 16 at 9am. A program addendum has been released that has important program changes that impact voucher eligibility and requirements including:
- Eligible fleets can use HVIP vouchers to purchase Class 2b pickups
- Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases

EnergIIZE Megawatt Charging System (MCS) Funding Lane Open
- Project readiness is prioritized
- Applications in the same readiness tier will be prioritized based on order of submission
- Applications will be reviewed in two batches with the first review on January 6, 2026
- Per charging port incentive amount: $450,000
- Maximum award per project: $2,500,000

EPA Environmental Education Grant Program
- $3.2 million in funding
- Locally and regionally focused environmental education grants
- $200,000-$250,000 each, up to 16 grants nationwide
- Efforts that use modern tools, including artificial intelligence, to help identify problems early, monitor water quality, and prevent future water contamination
- Applications are due on March 3, 2026

Ford Donates Upfitted Broncos
Ford and the National Association of Search and Rescue, have created the “Answer The Call” program. Under this program, Ford will donate five Bronco Badlands models equipped with the Sasquatch Package and upfitted with specialized gear including Starlink Satellite Connectivity, drone technology for aerial reconnaissance, and advanced winches and recovery gear. Two Broncos have already been donated to Kern County Fire & Rescue in California and Teton County Search & Rescue in Wyoming.

Stellantis Ends Plug-in Hybrids
Stellantis has announced that the Jeep Wrangler, Jeep Grand Cherokee and Chrysler Pacifica plug-in hybrids have been terminated, and no 2026 plug-in hybrid models will be produced.
