Recent Federal and State Impacts from H.R. 1
Contra Costa County is closely monitoring the impacts of recent federal and state policy changes, including the 2025 federal reconciliation bill (H.R. 1), which proposes significant reductions to Medicaid (Medi-Cal) and SNAP (CalFresh) and imposes more restrictive eligibility requirements for both programs.
These changes would shift substantial unfunded costs to counties, significantly increase administrative workload, and reduce access to essential healthcare and nutrition assistance for thousands of residents.
Contra Costa County administers the Contra Costa Health Plan (CCHP), which serves approximately 270,000 residents, in addition to operating the County’s public hospital and nine community clinics. Under the proposed eligibility changes, an estimated half of all Medi-Cal enrollees could be impacted, with up to 93,000 Contra Costa residents potentially losing coverage by 2029.
Contra Costa County remains committed to protecting core services, monitoring the impacts of H.R. 1, and keeping the community informed. Key upcoming dates include:

Ready, Set, Sandbag!
Public Works Offers Sandbags to Keep
Homes Safe
While storm season continues in Contra Costa County, the Contra Costa County Public Works Department offers free sand and sandbags at multiple self-serve stations to help residents protect their homes and businesses from flooding. These sandbag sites are stocked with sand and empty bags, but residents should bring their own shovel to fill them.
The County maintains several locations throughout unincorporated areas, including at the Public Works yard in Martinez, Ambrose Community Center in Bay Point, Howe Homestead in Walnut Creek, Knightsen Farm Bureau, and the West County Detention Facility in Richmond, all generally open 24/7 for self-serve use.
Sandbags are a simple and effective flood-mitigation tool when placed properly, helping divert moving water away from structures. The County encourages residents to prepare early and fill sandbags before storms arrive, as supplies at these locations are available on a first-come, first-served basis.
If you live within the boundaries of one of Contra Costa County's 19 cities, please visit HERE for sandbag station locations.
Watch the sandbag location station video HERE to learn how to fill and use a sandbag correctly.

New Law Effective January 1st for
Electric Off-Highway Motorcycles (eMotos)
California has enacted a new law, SB586, which becomes effective as of January 1, 2026. Signed by Governor Gavin Newsom on October 10th, and introduced by Senator Brian W. Jones, this legislation specifically addresses off-highway electric motorcycles.
Key Provisions
- Defines "off-highway electric motorcycle" and affirms eligibility for off-highway vehicle identification (California Green Sticker).
- Specifies that these vehicles are powered by an electric motor, have handlebars, a straddle seat, two wheels, and no pedals.
- Amends Sections 38010 and 38012 of the California Vehicle Code (CVC) to include electric off-highway motorcycles.
Background
In response to numerous public inquiries, the new law clarifies that electric off-highway motorcycles, commonly referred to as "eMotos," are not to be confused with electric bicycles (E-Bikes). Manufacturers like Sur-Ron, Talaria, Ventus, E Ride Pro, Stacyc, and Stark Future have been selling these motorcycles, which are now officially classified under CVC §436.1.
Important Clarifications
Electric off-highway motorcycles do not meet the definitions of Electric Bicycle (CVC §312.5), motorized bicycle, or MOPED (CVC §406). Advertising, selling, or labeling any electric off-highway motorcycle as an electric bicycle is now a crime in California.
Off-Highway Vehicle Registration
Electric off-highway motorcycles must display a California Green Sticker for identification when operated off-highway. They are exempt from the 17-digit vehicle identification number (VIN) requirement.
For more information on registering your off-highway electric motorcycle, please contact CaliforniaDMV.
