Volunteers Needed for Point in Time Count

Contra Costa County is seeking volunteers from Canyon, Lafayette, Moraga, Orinda and Walnut Creek for the annual Point in Time (PIT) Count, a one-day, countywide effort to count individuals and families experiencing homelessness. This HUD-required count helps determine critical funding for homelessness services in our County.

Volunteers work in pairs to collect data using a mobile app and may either drive or assist with data collection. A brief, in-person two hour training will take place during the week of January 13th. The count itself will be held on Thursday, January 29th, from 5:30 AM to 9:00 AM.

Contra Costa Elections Division Selected for People's Choice Award 2026

The Contra Costa County Elections Division won the 2026 People’s Choice Award from the Election Center, the nation’s largest professional association for election officials, for its 2024 campaign “Show, Don’t Tell: Building Voter Trust in a Polarized Era.”

The year-long, grant-funded campaign - one of only 16 nationwide - used outreach, advertising, and digital content to show the public how elections work, including ballot security and vote counting. Clerk-Recorder and Registrar Kristin B. Connelly said the effort reflects the County’s commitment to transparency and community trust.

The Election Center supports continuous improvement in elections through education, research, conferences, and networking.

Governor Newsom Highlights Contra Costa County’s Progress on Homelessness

In a return to tradition, Governor Newsom today gave a State of the State speech in person in Assembly chambers for the first time since 2020. 

Newsom highlighted Contra Costa County as a model of progress in addressing homelessness, recognizing the County’s commitment to collaborative, results-driven solutions. Through strong partnerships between local governments, service providers, and community organizations, Contra Costa County has made meaningful strides in reducing homelessness and expanding access to stable housing and supportive services.

Investments in prevention, rapid rehousing, and supportive housing have helped more residents move off the streets and into safe, permanent homes. The County’s focus on data-driven strategies and compassionate care has improved outcomes for individuals and families while strengthening accountability across programs.

Governor Newsom’s recognition underscores the hard work of Contra Costa County staff, nonprofit partners, and community leaders who remain dedicated to ensuring that every resident has the opportunity for stability, dignity, and hope.

Racial Justice Oversight Body - Community Town Halls

The Contra Costa Racial Justice Oversight Body (RJOB) is hosting a series of Community Town Halls to hear directly from residents and engage the community in shaping a more fair and just future. Attendees are invited to share their voices and help guide RJOB’s next steps. Light dinner will be provided at in-person events, and virtual translation services will be available at all town halls.

New Law Effective January 1st for

Electric Off-Highway Motorcycles (eMotos)

California has enacted a new law, SB586, which becomes effective as of January 1, 2026. Signed by Governor Gavin Newsom on October 10th, and introduced by Senator Brian W. Jones, this legislation specifically addresses off-highway electric motorcycles.

Key Provisions

• Defines "off-highway electric motorcycle" and affirms eligibility for off-highway vehicle identification (California Green Sticker).
• Specifies that these vehicles are powered by an electric motor, have handlebars, a straddle seat, two wheels, and no pedals.
• Amends Sections 38010 and 38012 of the California Vehicle Code (CVC) to include electric off-highway motorcycles.

Background

In response to numerous public inquiries, the new law clarifies that electric off-highway motorcycles, commonly referred to as "eMotos," are not to be confused with electric bicycles (E-Bikes). Manufacturers like Sur-Ron, Talaria, Ventus, E Ride Pro, Stacyc, and Stark Future have been selling these motorcycles, which are now officially classified under CVC §436.1.

Important Clarifications

Electric off-highway motorcycles do not meet the definitions of Electric Bicycle (CVC §312.5), motorized bicycle, or MOPED (CVC §406). Advertising, selling, or labeling any electric off-highway motorcycle as an electric bicycle is now a crime in California.

Off-Highway Vehicle Registration

Electric off-highway motorcycles must display a California Green Sticker for identification when operated off-highway. They are exempt from the 17-digit vehicle identification number (VIN) requirement.

988 – For suicide and mental health crisis care. It is the national number for the Suicide & Crisis Lifeline.

911 – For immediate emergencies, dispatching police, fire, and emergency medical services.

211 – For mental health and social support, focusing on local community resources and care coordination.

In short: 988 = crisis support, 911 = emergency response, 211 = local help and resources.

Contra Costa County is now accepting nominations for the 2026 Youth Hall of Fame Awards, honoring outstanding county residents ages 12–18. Awardees will be recognized at the 32nd Annual César E. Chávez Commemorative Celebration at 11 AM on Tuesday, March 31st, in the Board Chambers at 1025 Escobar Street, Martinez, with the event also streamed on Contra Costa Television and the County's website.

Nominees should demonstrate exceptional character in one of six areas:

Contra Costa County Expands Access to Free

COVID-19 Test Kits

As winter respiratory illnesses rise, Contra Costa County is expanding access to free at-home COVID-19 test kits. District 2 residents can now pick up kits at the Supervisor Andersen's Danville Office, 309 Diablo Road.

County Health officials remind the community that at-home testing is an easy way to identify infections early, especially for those with symptoms, visiting vulnerable individuals, or returning to work or school. Contra Costa Health also continues to share guidance on staying healthy, including staying home when sick, frequent handwashing, and seeking care if symptoms worsen. By making testing more accessible, the County aims to help residents stay safe and informed throughout the winter season.

AB 109 Community Advisory Board (CAB)

Apply to join the AB 109 Community Advisory Board (CAB) and help shape programs that support reentry, reduce recidivism, and strengthen public safety. The CAB focuses on housing, employment, behavioral health, education, and post-release services. Anyone who lives or works in Contra Costa County may apply, with young adults ages 18–25 strongly encouraged. Apply here.

Green Empowerment Zone Governing Board Recruiting Members

The Green Empowerment Zone (GEZ) Governing Board is seeking applicants for seven new board positions representing environmental or environmental justice interests from individuals who live or work within the GEZ. The GEZ covers Northern Waterfront communities across Contra Costa County and aims to support clean-energy job growth by expanding access to tax incentives, grants, training programs, and private investment. Family Justice Center Community Fellowship Opportunity

The Family Justice Center is now accepting applications for its Community Fellowship, a 3.5-month paid leadership program focused on building leadership skills, fostering collaboration, and developing community projects that promote long-term safety, healing, and well-being. The program launches January 21, 2026. Applicants must live in Contra Costa County, be 18 or older, and have an interest or lived experience related to community safety and healing.
