A Message from Leadership:
We at the Health Planning Council of Northeast Florida are looking forward to improving public health in our 7 county region this year. We are focusing on a number of public health issues that span health and strategic planning, pedestrian safety and transportation, the opioid crisis, behavioral health, and access to care for the uninsured and underinsured. We will also be offering improved, real-time access to our hospital and nursing home utilization data. HPCNEF is designated by the state Agency for Health Care Administration (AHCA) to collect and analyze healthcare utilization data from facilities in AHCA District 4. This designation makes the Health Planning Council the leading provider of up-to-date hospital and nursing home utilization data in Northeast Florida.
We hope to provide assistance beyond our region consisting of Baker, Clay, Duval, Flagler, Nassau, St. Johns and Volusia counties. We are reaching out to offer help to many of the health departments in the northwestern area of Florida, as some are still suffering in the aftermath of Hurricane Michael. We are able to assist them with some of their state-required health planning deliverables as a part of our membership in the North Florida Health Councils Consortium.

As of January 2019, the Jacksonville Hospital Partnership's trainers have helped 6,400 citizens become more aware of mental illnesses and how to de-escalate a mental crisis.

CMS Releases Final Snapshot for the 2019 Federal Exchange Open Enrollment Period -
Final Snapshot Shows Enrollment Remains Steady
The Centers for Medicare & Medicaid Services (CMS) released the final snapshot for the Federal Health Insurance Exchange 2019 Open Enrollment Period, showing steady enrollment with more than 8.4 million consumers enrolled. By comparison, 8.7 million people had enrolled at the same time last year. This represents remarkably steady enrollment at a time when a strengthening economy and job market may be reducing the need and demand for subsidized health coverage. There are several factors that may have contributed to this year’s enrollment. At the time Open Enrollment began, there were more than two million jobs added to the economy compared to the prior year which resulted in the lowest unemployment rate in nearly fifty years. More people in jobs means more people with access to job-based health coverage, which should reduce demand for subsidized coverage. In addition, due to the expansion of Virginia’s Medicaid population, CMS estimated that approximately 100,000 2018 Exchange enrollees would be eligible for expanded Medicaid.

One of the tools that DOH-Duval utilizes and has found to be very helpful is the CDC Worksite Health ScoreCard (HSC). The CDC HSC is a tool designed to help employers assess their health promotion programs, identify gaps, and prioritize high-impact strategies to prevent heart disease, stroke, and related conditions such as hypertension, diabetes, and obesity. SULZBACHER CENTER
There are thousands of people in Jacksonville who have no one to turn to, no one who is able to help them when a crisis occurs in their lives. They are the reason the Sulzbacher Center exists. The Sulzbacher Center is home to more than 360 homeless members of our community, many of whom are children, and the Center offers more than a night’s lodging and a hot meal. The Sulzbacher Center is a place for reinventing lives and for restoring hope. They help people in need find their way home.

The South Carolina Primary Health Care Association is a 501(c)(3) membership organization that represents South Carolina's community health centers. The theme of the SEA Retreat was "Improving Value to Your Health Center". One of the presenters at the SEA Retreat was Joyce Case. Joyce Case is the Programs Administration Officer who has been with the Health Planning Council of Northeast Florida for 17 years. Joyce has more than 40 years experience in health care management and an extensive background in managed care, health care marketing, and contract management.
