Welcome to 2025!


Many states have made legislative changes to their prevailing wage laws. Many of these changes go into effect January 1 of each year and some of these go into effect July 1 at the beginning of their fiscal year. CCMI will be updating our  “solutions” section of our website over the next few months. Please be sure to doublecheck with your local jurisdiction for any new changes in the prevailing wage requirements.  

 

Remember if you are performing federal work and it covers more than one type of work (Building, Heavy, Highway, Residential) there might be more than one wage determination that applies to the work if any part of the work is 20% or $2.5 million of the entire contract. For example, a transit center is being built for $650 million. It primarily includes lots of paving (highway) and perhaps some type of heavy infrastructure connection for a subway and then a transit building. If the building is more than $2.5 million, then a Building Wage Determination will apply to the project, in addition to a Heavy and Highway wage determinations.


In California, the coverage of the delivery of paving supplier materials are covered by prevailing wage if the material is being incorporated into the project at the time of delivery (while the truck is still on the project). If the materials are being stockpiled on the project site, then no prevailing wage coverage applies to the delivery of these materials by your material supplier.

How has the Federal Conformance Process Changed?

ANSWER: 


The SF1444 has minor changes, but be sure to use the current form, published October 2023. While you are only required to submit the form itself, CCMI has found that we receive a resolution more quickly if we include a cover letter which includes a brief description of the job and federal funding or items which are triggering the federal wage determinations such as DBRA -State and Federal funding or Inflation Reduction Act or CHPs. Then, also include a scope of work for the classifications requested as well as where you pulled the wage and fringe benefits from which you are proposing. Be sure to review the form so that all appropriate boxes are checked and signed before it is submitted. Then, calendar it for 30 days so you can follow up if you do not receive a response within that 30 day time period.
