The Oregon Primary Care Association's Annual Conference brings together Oregon’s 33 community health centers for connection, shared learning, and system transformation.


When we speak of “art,” we mean the creativity and skill it takes to build, protect, and sustain Oregon’s health care safety net. Every day, FQHCs bring evidence-based practices to life through innovative solutions that meet your community’s unique needs.

Join OPCA's PSUD Work Group


We are transforming primary care in Oregon by integrating treatment for substance use disorder, HIV, and STIscentered on people impacted by the carceral system and served by FQHCsthrough statewide collaboration, expanded access, and a shared commitment to treating addiction as a chronic disease.


The workgroup is open to representatives from Oregon’s FQHCs and from Oregon Health Authority. Membership is open, with a goal of representation across geography, roles, and populations served.

Meet Kevin Bumatay, Cascade AIDS Project's New Executive Director


Cascade AIDS Project (CAP) announced the appointment of Kevin Bumatay as CAP’s next Chief Executive Officer, effective January 1, 2026.


Kevin’s appointment follows a rigorous, months-long executive search process that included meaningful engagement with staff across all departments and programs. Throughout the process, Kevin demonstrated the thoughtful leadership, operational expertise, and grounded strategic vision we need during this pivotal moment for CAP and the communities we serve. His commitment to transparency, collaboration, and mission-driven decision-making strongly resonated with both our Search Committee and Board.


OPCA is excited to work with Kevin and the team at CAP to continue supporting Oregonians and their ability to receive vital primary care! Join us in welcoming Kevin!
