Congratulations to Our 2025 Roads Scholar and Road Master Graduates!

We are thrilled to celebrate the incredible achievements of our 2025 Roads Scholar and Road Master graduates! This year, 195 individuals completed the Roads Scholar Program, 201 individuals completed the Road Master Program, and an impressive 96 individuals completed both programs.

These programs, delivered by the KTC Technology Transfer Program (T2), provide specialized training that equips transportation professionals with the skills they need to promote safety and efficiency across Kentucky’s transportation system.

Graduates of the Roads Scholar Program have completed 53 hours of training, gaining foundational skills in road maintenance and management. The Road Master Program builds on these foundations, offering an advanced level of technical and leadership training with 42 additional hours of coursework.

This year, we celebrated these remarkable accomplishments at ceremonies held across the state in Bowling Green, Morehead, and Shelbyville, bringing together graduates, colleagues, and community leaders to honor their dedication and hard work.

Since its inception in 1988, this program has certified over 4,500 Roads Scholars and 3,600 Road Masters, showcasing its impact in fostering knowledgeable, skilled professionals who make Kentucky’s roads safer and more efficient.

Please join us in congratulating this year’s graduates on their commitment to excellence and their contributions to Kentucky’s transportation infrastructure!

KTC Research:

Air Traffic-Collegiate Training Initiative Program Feasibility in Kentucky

Each day, Federal Aviation Administration (FAA) air traffic control specialists (ATCSs) handle over 44,000 flights and oversee 29 million square miles of the United States National Airspace System. However, staffing shortages have grown more acute over the past 10 years, which has led to delayed and cancelled flights, a higher number of close misses over a short period of time, and frustrating air travel experiences. While the FAA has redoubled its efforts to recruit more ATCSs, it has limited training capacity. To expand training options available to prospective ATCSs, the FAA is working with postsecondary educational institutions to expand its Air Traffic–Collegiate Training Initiative (AT-CTI). Graduates of Standard and Enhanced AT-CTI programs can accelerate their training. Currently, no postsecondary institution in Kentucky has a Standard or Enhanced AT-CTI program.

Despite the fact that it’s illegal to drive drunk, one person was killed every 42 minutes in a drunk driving crash on our nation’s roads in 2023. That's a total of 12,429 people who died in alcohol-impaired driving crashes in one year. Even a small amount of alcohol can affect driving ability. In 2023, there were 2,117 people killed in alcohol-related crashes where a driver had a BAC of .01 to .07.

Buzzed Driving Affects More than Just You

In 2023, 282 children 14 and younger were killed in drunk-driving crashes.

That’s one in every four children who died in traffic crashes that year.
