If you witness or experience immigration enforcement activity, harassment, or rights violations, reporting matters. Only sharing verified information helps protect people in the moment and builds the public record needed for accountability.
Different reporting options serve different purposes. Using the right one, and sharing the right kind of information, helps keep people safe.

Text (207) 544-9989 if you see ICE or immigration enforcement activity in the community.
When reporting, focus on observable details. Remember the SALUTE framework:

S - Size: How many agents were present?

A - Activity: What were they doing? (stakeout, traffic stop, questioning, detention)

L - Location: Where did this happen?

U - Uniform: What agency markings or uniforms did you see?

T - Time: When did this occur?

E - Equipment: Vehicles, weapons, tech, or other visible equipment
Stick to what you can see and describe safely without putting yourself or others at risk.
Do NOT share:

Names, faces, immigration status, nationality, ethnicity, license plates, addresses, or any personally identifiable information of the person targeted or detained.
If call volume capacity allows, the hotline may also be able to connect victims to organizations providing community support. A directory of resources is also available on the website.

Report Federal Violations
E-mail CitizenReporting.OAG@maine.gov to report federal actions occurring in Maine, especially when they involve potential violations of the Maine and US Constitutions, as well as Maine laws such as the Maine Civil Rights Act.
Include:
- Descriptions of observed intimidating or excessive behavior used by federal agents.
- Date.
- Location.
- Names of witnesses and actors (if known).
- Contact information.
Do NOT Include:
If these are needed, the office will follow up with a request to share them.

Know Your Rights and Report Abuses
Use the forms available here if ICE or other federal agents may have violated someone’s civil rights.
The ACLU of Maine is investigating unlawful conduct by federal agents.
Report incidents where federal agents may have:
- Violated your right to observe their actions
- Arrested someone without a warrant, or profiled someone for questioning, a stop, detention, or arrest based on race or national origin
- Inflicted physical harm or property damage
These reporting pathways help ensure that enforcement actions do not happen in the shadows, and that our communities have the information they need to respond.
