As you know, the Department of Health Care Services (DHCS) has conveyed in the Behavioral Health Information Notice (BHIN) 23-025 – Medi-Cal Mobile Crisis Services Benefit Implementation, that mobile crisis teams shall use standardized tools developed by DHCS or county tools approved by DHCS on the following topics:
- Crisis Assessment Tool – to address different domains of a person’s circumstances and conditions,
- Standardized Dispatch Tool – to support decision-making about when a mobile crisis team should be dispatched versus when a beneficiary’s needs can be addressed via alternative means (e.g., de-escalation by hotline operator, connection to other services, etc.), and
- Crisis Planning Tool – which could include factors contributing to a crisis, review of alternative ways to respond to such a condition, ways to avert a crisis
As such, DHCS’ contractor, Center for Applied Research Solutions (CARS), will be holding a listening session with County Crisis Services Leadership to obtain ideas from counties and float ideas for these standardized tools.

If your county currently uses any of these types of tools, please consider sending them to CARS for review and consideration of ideas for the development of the DHCS tool.
