I hope this email finds you healthy and rested after the extended winter break!


On Monday, the 2025 Virginia General Assembly session officially got underway. This is a short session, so bills and budget debates will move quickly over the next 30-45 days.


Below you'll find a quick recap of our impact last year, and our Legislative Priorities for 2025.

Notable are two budget amendments that Virginia PTA asked legislators to carry. The first amendment would create a 6% Special Education Add-On to increase resources for our 184,000 students with disabilities. The second budget amendment extends a $3 million Farm to School procurement program used by 700 schools that expires this month.


State legislation directly impacts resources and policies at your school.

Many bills also directly relate to the fun family events your PTA is planning.

Throughout the General Assembly Session we'll share calls to action and information via social media. Please don't be shy about sharing policy and legislation news with your school community! Sharing opportunities for parents to shape the policies that impact their student is an important part of your regular PTA work.


As a constituent and PTA member it's important that you share your concerns with your legislator.


On Thursday, January 23rd, we encourage you to join us for a day of action!


  • Attend Capitol Day (students are welcome to attend with you)
  • Write a quick 2 sentence email to your legislator sharing support for PTA priorities
  • Share calls to action on your PTA social media and personal account

PTA Capitol Advocacy Day

Make an impact, join our PTA day of action!


Meet with legislators in the morning to share legislative priorities. Then, we'll take a group picture, and meet-up in the House Gallery to watch the start of session and be recognized by the full chamber.

HOW DOES IT WORK?


Virginia PTA will book meetings with your legislator. You will be grouped with other PTA members from your area, and an experienced PTA leader, so you can enjoy a fun, stress-free, impactful morning. Students are welcome to attend with their parents.


Prepare by reviewing our 2025 priorities and thinking about one or two significant concerns you would like legislators to pass. Be prepared to share WHY that priority is important to you in about 1-2 minutes. We suggest you dress professionally, wear PTA (royal) blue (if you can). We'll walk a lot (really!) so, wear nice walking shoes.

2024 Advocacy Impact Recap

Thanks to the collective action of our members in 2024 we made significant gains for Virginia’s students.


We won $1 billion more in education funding than what was in the introduced budget including targeted funds to improve academic resources for economically disadvantaged students and students with limited English proficiency. We also secured passage of transformative legislation that will improve special education services and resources for students and families.


$370M for At Risk Add-On: 

Funding to provide academic support for economically disadvantaged students (Item 125 #2c).


$ 70M for English Learner Instruction:

Funding to provide additional staff based on student English proficiency levels (Item 125 #3C).


Special Education Reform:

IEP template, dispute resolution, regional support centers, reporting & resources (HB1089)


Improve Literacy:

Increase reading specialists (4th-8th grade), new literacy screener (VALLSS), and professional development ($9.4M | Item 117 #6c).


Expand Mental Health Services: 

Expand school-based health clinics to provide mental health services ($15M).


School Construction & Renovation: 

$250M of Literary Fund loans (Item 125 #5c) & $80M for School Construction Assistance grants.


Teacher Pay: 

3% in 2025 and 2026 for SOQ-recognized instructional and support positions.


School Meals: 

Established a Farm to School Task Force & a Universal Free Meals Study.


Consumer Data Protections (Under 13): 

Prohibits advertising, sale of data, profiling and geolocation collection (SB261/HB707).


Opioid Overdose Prevention:

New High School prevention/identification education tools and overdose notification guidelines.

2025 Call to Action

2025 Legislative Priorities

The Virginia economy is strong, with a nearly $1.2 billion budget surplus. Although school divisions have adjusted staffing and resources to meet modern educational expectations and the rising number of at-risk students, Virginia’s education budget has remained stuck in 2009. 


Billions of dollars of shortfalls have been identified in Virginia’s education system. Virginia’s education funding formula doesn’t provide supplemental funding for special education students, or English Learner students, and uses outdated assumptions to calculate salaries, staffing levels, and the number of economically disadvantaged students.


Now is the time to modernize Virginia’s public education funding to ensure that Virginia’s 1.26 million students are each able to reach their full academic potential.


🎯 Special Education Add-On Add 6% to the basic per pupil funding for a new state contribution to special education staffing and resources. This $52M investment in 12-14% of Virginia's students would start to close the $480M gap in funding for students with disabilities.


🎯 Fully Lift the Support Cap: We made significant progress in 2023! Fully repealing this 15-year old artificial cap on funding critical staff that aid teachers and keep our schools safe, and clean would cost $200M.


🎯 Implement JLARC formula changes: Use staffing and salary assumptions that reflect actual school division norms.


🎯 School Improvement Grants: Improve academic performance at schools identified through Virginia's accountability system. Although we have concerns with the new 2024 Accountability System, many of our lowest performing schools have already been identified by the federal accountability system and the current/old Virginia accountability framework. Although the federal government allocates school improvement funding, Virginia doesn't have a history of consistently or adequate funding school improvement programs. Governor Youngkin suggested a one-time $50M investment. We support the creation of an ongoing School Improvement Grant Program, and an initial allocation of $100M to support the more than 600 schools expected to be identified this summer as "Off-Track" or "Needs Intensive Support"


🎯 Assessments & Accountability: Reduce high-stakes testing and increase access to high-quality instructional tools. Learn about the new accountability system.


🎯 Improve School Meals & Food Insecurity


  • Farm to School Centralized Local Procurement Program: USDA grant funding ($3M) expires in January. It enables 700 schools to purchase Virginia grown foods from more than 80 farmers through regional food hubs. The most commonly purchased items are Lettuce, Tomatoes, Ground Beef, Apples, and Pears. Through this program Virginia farmers are able to plan and plant crops specifically for school needs

  • Free School Breakfast: Approximately 70% of Virginia's schools already provide free breakfast and lunch to their students as part of the federal Community Eligibility Program. Enabling all students to access free breakfast helps reduce stigma and paperwork while ensuring that all students are prepared to learn.


🎯 Improve School Violence Prevention Programs and Funding Every student should be able to learn in a safe environment. We support investments in School Resource Officers, security equipment, after school programs, integrated community violence prevention programs, and strong parent engagement.


🎯 Invest in School Renovation/Construction: Virginia identified $25 billion of school renovation needed across more than 50% of Virginia's schools to provide a healthy, accessible, modern learning environment for all students. Governor Youngkin proposed $250M.


🎯 Protect public school funding from voucher and other private school handouts The Governor’s budget proposes diverting $50 million from public education to provide 10,000 private school students with $5,000 vouchers. Public schools are the heartbeat of a thriving community. Diverting public dollars to private schools - especially with billions of dollars of unmet need for our most at-risk learners - does not provide spending transparency or accountability for academic success.

Celebrating Family Engagement

Congratulations to 54 Grant Awardees


Virginia PTA is proud to celebrate more than $85,000 awarded to 54 PTA units across the Commonwealth during the 2024-2025 school year. 


Throughout the 2024-2025 school year selected PTA’s will host events on the topic of their grant. During the grant process, grant awardees will have an opportunity to collaborate with other PTAs across the United States to develop and exchange ideas for engaging families in unique and creative ways.


Grant awardees are invited to highlight their work at the Virginia PTA All Unit Annual Meeting.

The Virginia PTA Resolution Committee encourages PTA units and councils to submit their research and proposed advocacy action in the form of a Resolution to elevate topics that impact your community.

Call for Proposed Bylaws Changes


Annually, Virginia PTA accepts submissions for revisions to the Bylaws that govern PTAs in Virginia. This includes Local Unit/Council Uniform Bylaws and Virginia PTA Bylaws.


Submissions approved by the Virginia PTA Board of Directors will be debated voted on at Virginia PTA’s Annual All-Unit Meeting.

PTA DISASTER RELIEF FUNDS


National PTA has established a Disaster Relief Fund to provide financial assistance to help PTA communities respond to significant natural or man-made crises that disrupt students' lives and their education, such as the devastation caused by Hurricane Helene.


Local PTAs impacted by Hurricane Helene may apply for $500 awarded funds to improve the welfare of children in their community. Funds are competitively awarded, and are not intended to supplant other relief support efforts.


The PTA Disaster Relief Fund is dependent on donations from individuals in the National PTA community of supporters.

Thank A Teacher Art Contest


The Thank a Teacher Art Contest marks the start of the Virginia Lottery's Thank a Teacher campaign. Since 2016, the art contest has received nearly 11,000 total entries from student artists across Virginia.


One winner will be selected from each level:

  • Elementary school
  • Middle school
  • High school 


Winners Receive:

  • Supplies for school’s art department from The Supply Room
  • Design featured on thousands of thank-you notes distributed across Virginia
  • Individual Visa® gift-card prize
