Delivering Strong Services and Long-Term Stability Without New Taxes or Cuts

Cook County FY2026 Budget: A Commitment to Stability, Equity, and Community Investment

On November 20th, the Cook County Board of Commissioners unanimously approved a balanced $10.12 billion FY2026 Budget—a fiscal blueprint that reflects responsible stewardship, strategic investment, and deep care for the communities we serve. I am proud of the responsible and compassionate governance this achievement represents.

This year’s budget continues Cook County’s longstanding tradition of protecting taxpayers. It includes no new taxes, preserves all essential services, and upholds our remarkable record of no property tax levy increase since 1994. For nearly three decades, we have demonstrated that fiscal discipline and community-centered investments can not only coexist but thrive together.

Throughout the budget process, I emphasized that this plan reflects our unwavering commitment to more than 5 million residents who rely on Cook County’s health systems, safety-net programs, public safety efforts, and economic infrastructure.

Key Community Investments in the FY2026 Budget

Our priorities are clear—and they are reflected in the investments we are delivering:

  • Over $40 million dedicated to combating domestic violence and strengthening community safety
  • Expanded support for Community Violence Intervention (CVI) programs
  • Sustained funding for Cook County Health, behavioral health services, and the Forest Preserves
  • Continued commitments to affordable housing, small business development, and working families
  • Ongoing support for transformative initiatives such as the
  • Homeowners Relief Fund
  • Guaranteed Income programs
  • Birthday Health Screening Program, which continues saving lives across Cook County

Leadership and Collaboration

I want to extend my appreciation to President Toni Preckwinkle, Chairman Daley, and all of my colleagues on the Board for their leadership throughout this year’s budget process. Together, we navigated federal uncertainty with prudent, forward-thinking solutions that safeguard critical services while keeping residents’ needs at the forefront.

Moving Forward

With this balanced budget, we reaffirm our commitment to equity, resilience, and responsible governance. Cook County is prepared not only to respond to federal cuts, but to continue uplifting families, strengthening neighborhoods, and investing in a future where every resident has the opportunity to thrive.

A Landmark Achievement

in Trauma Care Excellence

Standing With Our Frontline Heroes at Stroger Hospital

Today, I had the profound honor of joining the extraordinary team at John H. Stroger, Jr. Hospital to celebrate a milestone that reflects the very best of Cook County Health. I was proud to stand alongside our trauma leaders and frontline professionals as we announced Stroger Hospital’s official verification by the American College of Surgeons, a distinction that represents the highest national standard in trauma care.

This prestigious verification is awarded through the Trauma Verification, Review, and Consultation Program, which involves an extensive on-site evaluation of readiness, clinical expertise, coordination of care, patient outcomes, and continuous improvement efforts. Achieving this honor demonstrates that Stroger Hospital is not only capable of saving lives, but is intentionally designed to do so consistently, equitably, and with extraordinary precision.

I am incredibly proud to share that Stroger Hospital is now the only verified trauma center in the City of Chicago and one of just two in the entire State of Illinois. This remarkable distinction speaks volumes about the skill, dedication, and compassion of the trauma surgeons, emergency physicians, nurses, technicians, social workers, and every staff member who shows up each day to serve our residents with excellence.

As I looked out at the room today, I was reminded that trauma care is far more than a clinical service, it is a public promise. It is a commitment to every Cook County resident that when the unimaginable happens, when seconds matter and lives hang in the balance, they will receive world-class care rooted in expertise, equity, and humanity.

Congratulations to the entire Stroger Hospital team on this historic accomplishment. You have raised the bar for trauma care across our region, and I am deeply grateful to stand with you in service to our communities.

Celebrating Excellence at Provident Hospital

A National Recognition Rooted in Safety, Equity, and Community

Today, I was honored to stand alongside extraordinary leaders and frontline heroes as we celebrated Provident Hospital of Cook County being named a Leapfrog Top General Hospital for the second year in a row. This prestigious recognition from The Leapfrog Group reflects far more than clinical excellence, it underscores a steadfast commitment to patient safety, quality care, and health equity that Provident Hospital delivers every single day to the communities it serves.

I am deeply grateful to Toni Preckwinkle, Alma Anaya, Dr. Kisha McCaskill, Dr. Erik Mikaitis, Dr. Lauren Smith, and Rhoda Olu Alabi, a dedicated Provident Hospital nurse, for their powerful and inspiring remarks honoring both the enduring legacy and the forward-looking future of this historic institution.

As the first hospital in the nation owned and operated by African Americans, Provident Hospital holds a legacy unlike any other. Today, that legacy continues through nationally recognized excellence, accountability, and compassion made possible by strong public investment and unwavering dedication to the people of Cook County. Under the leadership of Cook County Health, Provident continues to set the standard for what is possible in public healthcare.

This moment belongs to the doctors, nurses, staff, and patients who make Provident Hospital a place of healing, dignity, and trust. Congratulations to the entire Provident Hospital family on this remarkable and well-deserved achievement.

An Evening of Elegance, Culture,

and Black Excellence

Celebrating Leadership, Legacy, and Community

I had an absolutely wonderful time attending The Glitz: A Black Renaissance Soirée—an unforgettable evening that radiated elegance, pride, culture, and celebration. The room was filled with beautifully dressed leaders, trailblazers, and community members, all gathered in one space to honor Black excellence. The energy throughout the evening was inspiring and affirming, a true reflection of the strength, brilliance, and unity within our community. Every individual in attendance was deserving of this moment, and the celebration felt both powerful and purposeful.

It was a true honor to share the evening with so many remarkable individuals who continue to lead, uplift, and serve. I was especially grateful to be in the company of Toni Preckwinkle, Jonathan Jackson, my wife Dr. Cheryl Watson-Lowry, Marion Batey, Peggy Montes, Kisha McCaskill, Carla Turner, and Laverne Smith. Being surrounded by such dedicated and distinguished leaders made the evening even more meaningful.

Moments like this are a powerful reminder of why community matters so deeply. Celebrating Black history, achievement, and excellence—while strengthening connections with those who continue to move our communities forward—is something I truly cherish. I am grateful for the opportunity to be part of such a beautiful and uplifting celebration, and I will carry the inspiration from this evening with me.

Power in Politics: A Conversation on Leadership and Community

Reflecting on Last Week’s Interview with Jacqueline L. Malone

Last week, I had the privilege of sitting down with Jacqueline L. Malone, host of Power in Politics, for an insightful and energizing conversation that set the stage for the Season Two Premier. Our dialogue was wide-ranging, purposeful, and deeply rooted in the ongoing work we are committed to within the 3rd District and across Cook County.

From the moment the cameras began rolling, we dove immediately into the issues that matter most to our communities. We discussed the importance of leadership grounded in compassion and accountability, and how elected officials must remain connected to the people we serve. We talked about community transformation, especially our ongoing efforts to expand mental health support, strengthen public safety through collaboration, and advance economic development opportunities that uplift families and small businesses.

Jacqueline and I also explored the significance of equity-centered policymaking. We highlighted how Cook County continues to push for structural change in areas such as housing access, healthcare equity, and immigrant rights. I shared the values that guide my work every day, especially the belief that justice, dignity, and opportunity must be accessible to every resident, regardless of background or circumstance.

Faith and perseverance were recurring themes throughout the interview. We reflected on the Scripture referenced in this season’s premiere—Galatians teaches that the Spirit’s fruit is ours through Christ alone—and how this truth inspires us to lead with humility, integrity, and purpose.

Our conversation was more than an interview; it was a moment of alignment and recommitment. It reminded me why representation matters, why truth-telling matters, and why transformational leadership is essential in times like these. I am grateful to Jacqueline, the Support Black Excellence Foundation, and everyone working behind the scenes to amplify voices that push us toward progress.

SNAP Benefits at Risk: Resources to Help Families in Need

As the federal government shutdown continues, many households across the nation face uncertainty about their Supplemental Nutrition Assistance Program (SNAP) benefits. Beginning November 1st, these vital benefits— which help millions of Americans put food on the table — may be at risk of interruption.

Here in Chicago, we’re committed to making sure families and individuals have access to the resources they need during this challenging time. The City of Chicago and community partners have mobilized to connect residents with food support and assistance programs.

If you or someone you know needs help, here’s where to start:

🍎 Food Assistance:

Call 2-1-1, text your ZIP code to 898-211, or visit 211metrochicago.org to find nearby food pantries and assistance programs.

You can also visit the Greater Chicago Food Depository’s updated pantry directory at chicagosfoodbank.org/find-food-2/

🏪 Support for SNAP Recipients & Retailers:

The Illinois Retail Merchants Association offers guidance and resources for both shoppers and store owners at irma.org/snap

🍲 Help for Seniors:

The Seniors Home Delivered Meals Program (HDM) provides hot or frozen meals for older adults who are frail or homebound. To apply, call the City of Chicago Senior Services Information and Assistance Hotline at 312-744-4016 (Monday–Friday, 9 AM–5 PM).

🧒 Support for Children:

The City’s early childhood education programs continue to offer healthy meals and snacks for children ages 0–5 during program hours.

đź’› Community Partnerships:

The City also works with the Greater Chicago Food Depository to strengthen local food pantries, provide fresh produce to shelters, and ensure families can enjoy holiday meals through community service centers.

Please note: SNAP recipients may still use any remaining benefits from October during November, and WIC benefits will not be affected.

During times like these, community connection matters most. Let’s continue to look out for one another and share these resources with anyone who may need them.

Chicago’s Winter Overnight Parking Ban Is Now in Effect

What Drivers Need to Know from December 1 through April 1

As winter settles in, the City of Chicago has officially activated its annual Winter Overnight Parking Ban, a critical safety measure designed to keep main roadways clear for snow removal, emergency access, and safe travel during the snow and ice season. The parking restrictions help ensure that plows and emergency vehicles can move quickly and efficiently—especially during severe winter weather.

Beginning December 1 and continuing through April 1, drivers are reminded that parking is prohibited between 3:00 AM and 7:00 AM on designated “Snow Route” streets, whether it snows or not. Signs are clearly posted along all affected roadways. Parking during these restricted hours will result in towing and a citation, so motorists are strongly encouraged to check signage carefully before leaving their vehicles overnight.

In addition to the overnight ban, the city enforces a separate rule during heavy snowfall. Parking is not allowed on marked Snow Routes whenever more than two inches of snow have accumulated, regardless of the time of day. This policy ensures that plows have the space needed to keep major streets passable and safe for residents, buses, and emergency responders.

If you believe your vehicle has been towed, you can call 311 or visit the City of Chicago’s website at www.cityofchicago.org

for assistance and to search “Find Towed Vehicle Information.”

As winter weather becomes more unpredictable each year, these measures play an essential role in protecting residents and keeping Chicago moving. Please plan ahead, watch for posted signs, and help keep our streets safe all season long.
