(Sacramento, CA) Judge David Rosenberg of the Yolo Superior Court was elected 91st President of the California Judges Association (CJA) by the group’s Executive Board at its meeting held May 17, 2022. He will serve a one-year term beginning October 1, 2022, succeeding Judge Rupert Byrdsong of the Los Angeles Superior Court.
Judge Rosenberg has a long history of service to the Judicial Branch and the State of California.
He has served as a Superior Court Judge in the County of Yolo since 2003 and has been elected Presiding Judge of his court three times. Judge Rosenberg has served on the California Judicial Council for four years, and currently serves as the Chair of the Judicial Council’s Advisory Committee on Audits and Financial Accountability for the Judicial Branch. He has served on the Executive Board, as well as the Executive Committee of the California Judges Association for two years and is completing a term as a Vice President of the Executive Board. He served for many years as Chair of the CJA Government Relations Committee, and currently serves as CJA liaison to that committee.
Judge Rosenberg has served at the highest levels of state and local government in California. He was a member of the senior staffs of Governor Jerry Brown and also Governor Gray Davis, working in “The Horseshoe.” He also served as Chair of the Victim Compensation and Government Claims Board, as Chair of the California Law Revision Commission, and as Chair of the California Lottery Commission. Rosenberg served three terms on the City Council of the City of Davis, and two terms as Mayor of Davis. He also served as a Yolo County Supervisor and Chairman of the Board of Supervisors.
A prolific author, Rosenberg has authored five books, including three non-fiction books, one fiction book, and an autobiography entitled “Judging my Life”. He is also a recognized parliamentarian, having authored “Rosenberg’s Rules of Order” which has been adopted as the rules of parliamentary procedure for hundreds of local governments, corporations, and boards throughout the United States. Active in his community, Rosenberg is the recipient of CJA’s “Alba Witkin Humanitarian Award.”
Other CJA officers elected for the 2022/23 term are Vice Presidents Judge Kimberly Merrifield (Butte Superior Court) & Judge Erica Yew (Santa Clara Superior Court). Elected as Secretary/Treasurer is Judge Hernaldo Baltodano (San Luis Obispo Superior Court).
