Three separate federal judges on Friday issued injunctions temporarily blocking the implementation of the Trump administration’s “public charge” rule, The New York Times reported. The rule from the Department of Homeland Security would make it harder for immigrants to gain permanent residency if they use public benefits like food stamps or Medicaid or are deemed likely to become a “public charge” in the future.
Higher education groups and college leaders had raised concerns about the rule, saying it could have
a chilling effect on immigrant students accessing benefits for which they're eligible and would send an unwelcoming message
to prospective international students and scholars from abroad.

Last Thursday, the
Mississippi State Board of Education voted to approve the Mississippi Seal of Biliteracy Policy and Mississippi Seal of Biliteracy Guidelines
at the local level and guidance on the process of awarding and recognizing students who have attained proficiency in one or more World Languages and English by high school graduation.
Dr. Bill Rivers, Executive Director of JNCL-NCLIS, collaborated with a panel of local, regional and national experts to establishing the guidelines and example policies outlined in the final reports.
Advocates say the Seal allows students to effectively demonstrate attainment of biliteracy to employers and postsecondary institutions, and it signals a student's readiness for college and career and for engagement as a global citizen.

Last month, Representative Dina Titus of Nevada’s First Congressional District celebrated the House passage of H.R. 3691 – a bill she introduced
to make air travel easier for non-English speakers, international travelers, and people with vision or hearing impairments
.
On October 15th, 2019, the bill was received in the Senate and referred to the Committee on Commerce, Science, and Transportation.
The TSA Reaching Across Nationalities, Societies, and Languages to Advance Traveler Education (TRANSLATE) Act would require the Transportation Security Administration (TSA) to make signage, video, audio, and online content more accessible to travelers at major airports who do not speak English as their primary language.

Established in 1951 as the Mountain Interstate Foreign Language Conference (MIFLC), the Mountain Interstate Foreign Language Association (MIFLA) is an organization of teachers, scholars, and graduate students dedicated to the advancement of literary, linguistic, and pedagogical scholarship in foreign languages. MIFLA’s annual conference, MIFLC, is held each fall at a host university in Alabama, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia, or West Virginia, although the draw is national and international in scope.

It is with great sadness that we share news of the passing of Dr. Robert Fischer. Fischer represented longtime JNCL member organization CALICO as an official delegate for many years. He was a passionate advocate for world language education across the nation and his presence will be missed.
