Get Ready for the Mainstream Voucher Program 
Kentucky Housing Corporation (KHC), through its Tenant Assistance Programs, will begin accepting referrals for the new Mainstream Voucher Program today, Wednesday, July 1, 2020.  

To be eligible for the Mainstream Voucher Program, the individual or household must 1) meet the income thresholds and other minimum eligibility criteria for KHC's Housing Choice Voucher (HCV) Program, 2) be non-elderly (62 or younger), 3) have a disability, and 4) meet one of the following criteria:
  • Currently experiencing homelessness
  • Experienced homelessness upon entry into a Permanent Supportive Housing (PSH) project, a Rapid Rehousing (RRH) project, or another Tenant-Based Rental Assistance Program (TBRA). (Note: TBRA participants must have been leased in that program for at least a full 12 months to be eligible)
  • At risk of homelessness
  • Transitioning out of institutional or other segregated settings serving persons with disabilities
  • At serious risk of institutionalization
Referrals will be accepted from Kentucky Balance of State Continuum of Care (KY BoS CoC) partner agencies. Partner agencies will submit referral packets to KHC via mail or email, attesting to the person's age, disability status, and housing status. KHC will provide KY BoS CoC partners with a password-protected link to access referral documents and instructions prior to July 1, 2020.

Update to HUD CPD Income Eligibility Calculator  
Today, Wednesday, July 1, 2020, HUD will update the CPD Income Eligibility Calculator with the FY 2020 Income Limits. These new income limits will impact current and prior calculations in your income calculator dashboard. Current calculations in process and previously completed calculations based on 2019 income limits will update based on the new income limits for 2020.

  • CDBG Disaster Recovery Assistance (CDBG-DR)
  • Emergency Solutions Grants (ESG)

ESG CAPER Reports Due
It's that time again for the Emergency Solutions Grant (ESG) CAPER Reporting! If you receive ESG money from KHC, your ESG Report Contact person should have received an automated email from SAGE with the link(s) to upload each ESG component/project's CSV file.

When generating your ESG CAPER reports, please use the reporting period of July 1, 2019 to June 30, 2020. The deadline for agencies to submit their ESG CAPER report(s) in SAGE will be close of business on Wednesday, July 15, 2020. This will allow KHC's Data and Reporting team time to review and request any necessary corrections before the final submission to HUD.
 
Prior to submitting your ESG CAPER reports, please check your data quality and correct any errors. If you need assistance with this, please submit an HCA Help Desk ticket.

KYHMIS Annual Documentation
Every year, all KYHMIS agencies complete the user documentation for KYHMIS. Each person that has a license in the KYHMIS System will need to complete the documentation. All BoS agencies will need to complete these documents and submit them through the HCA Help Desk. In the subject line, please include KYHMIS Annual Documentation. Agencies only need to send one help desk ticket with all user documentation attached. Each KYHMIS user will need to read and sign the 2017 KYHMIS External Policies and Procedures, as well as a 2017 Security Monitoring Form. You will only need one Security Monitoring Form per agency, but each KYHMIS user will need to submit a Policies and Procedures form.

If KYHMIS staff does not receive user documentation and/or is unable to confirm that the user has watched the refresher courses by Friday, July 31, 2020, we will deactivate the user from HMIS until they are able to do so. If you have any questions, please contact the HCA Help Desk.
KYHMIS Annual Invoice Process Reminder
Today, Wednesday, July 1, 2020, all agencies in the BoS CoC who use the KYHMIS database will receive an Annual Invoice for User Licenses from KHC. The Louisville CoC and Lexington CoC will process their own invoices for their member agencies. The KHC invoice will reflect the number of users currently activated in the system. All agencies are reminded of their responsibility to review the number of licenses and make any necessary adjustment recommendations to KHC. Please submit an HCA Help Desk ticket with details on the increase or decrease in the number of licenses needed for the upcoming Fiscal Year and the names of the persons holding the licenses. KHC will use the number of users in the system to generate the Annual Invoice.

Annual Invoices will be sent from the online PNC Payment System in an email to the designated agency contact person. All agencies are reminded of their responsibility to enroll in the PNC Payment System, to enter their banking information so electronic payment may be made, and to confirm the appropriate contact person who should receive the emailed Annual Invoice. Payment of the Annual Invoice must be made by electronic deposit through the PNC Payment System. Paper checks will not be accepted and, if received by KHC, will be returned to the agency uncashed.

Holiday Hours 
KHC will be closed Friday, July 3, 2020, in honor of Independence Day, and will reopen at 8 a.m. ET Monday, July 6, 2020.
