Supervisor Andersen Shares County Update
with Lamorinda SIRS
Supervisor Candace Andersen was pleased to speak with the Lamorinda Sons in Retirement (SIRS group) on Wednesday, sharing an update on important issues and initiatives impacting Contra Costa County.
During her presentation, Supervisor Andersen discussed recent actions taken by the Board of Supervisors, current County priorities, public safety, transportation improvements, and the County's ongoing efforts to provide essential services while maintaining fiscal responsibility. She also answered a variety of thoughtful questions from attendees on topics affecting the Lamorinda community and Contra Costa County as a whole.
Supervisor Andersen appreciates opportunities to connect directly with residents and thanks the Lamorinda SIRS group for the invitation, engaging discussion, and continued interest in local government.

Supervisor Andersen Provides Iron Horse Trail Update to
Danville Town Council
On Tuesday evening, Supervisor Andersen provided the Danville Town Council with an update on the Iron Horse Trail Dual Tracking Project, a collaborative effort to enhance safety and improve travel options along the popular regional trail.
During the presentation, Supervisor Andersen acknowledged the Town of Danville's increasing concerns regarding e-bike activity and the disruptions it has created for trail users and the surrounding community. She noted that improving safety for pedestrians, cyclists, and other trail users remains a top priority as the project moves forward.
The update highlighted the project's progress, ongoing coordination with local partners, and the next steps in the planning and design process. Supervisor Andersen emphasized the importance of working closely with the community to develop a project that improves safety while preserving the character of the Iron Horse Trail.
Supervisor Andersen thanked the Danville Town Council for its continued partnership and commitment to improving transportation, recreation, and public safety throughout the San Ramon Valley.

Supervisor Andersen Inspires Future Public Service Leaders
Supervisor Candace Andersen spoke on Thursday with students participating in the Norman Mineta Bay Area Summer Academy, sharing her journey into public service and encouraging the next generation of civic leaders.
During her presentation, Supervisor Andersen reflected on her path to public office, including sharing a photo from her high school years to illustrate how unexpected opportunities can lead to a career in public service. She also discussed the importance of community involvement and highlighted how local government works to improve the quality of life for residents throughout Contra Costa County and the Bay Area.
The Norman Mineta Bay Area Summer Academy provides students with the opportunity to learn about leadership, public service, and civic engagement from elected officials and community leaders.

Opening of the Oak Grove Behavioral
Health Campus
Supervisor Candace Andersen joined County leaders, community partners, and behavioral health advocates for the ribbon-cutting celebration of the new Oak Grove Behavioral Health Campus in Concord.
The new campus serves as a centralized hub for behavioral health services, providing easier access to assessments, urgent care, outpatient services, peer support, and connections to housing and other community resources. Funded through Measure X and federal funding secured by Congressman Mark DeSaulnier, the campus reflects Contra Costa County’s continued commitment to expanding compassionate, accessible behavioral health care.
The Oak Grove Behavioral Health Campus is now open and serving residents seven days a week, helping connect individuals and families with the care and support they need.

Traffic Alert: Overnight Lane Closures on
Eastbound SR-24 in Lafayette
Beginning July 13 through October 1, Caltrans will conduct emergency repairs near the El Nido Ranch Road underpass on eastbound Highway 24 in Lafayette.
The right shoulder and Lane 4 (the slow lane) will be closed nightly from 9:00 p.m. to 9:00 a.m., Monday through Friday, while crews stabilize the hillside and repair a retaining wall. Three lanes will remain open to traffic. Motorists should expect delays, allow extra travel time, and use caution when driving through the work zone.

Help Shape the Future of MTC's Public Engagement
The Metropolitan Transportation Commission (MTC) is inviting residents to review and provide input on its Draft 2026 Public Participation Plan, a key document that outlines how the agency will engage with communities, gather public feedback, and ensure transparency in regional transportation planning and decision-making.
Community members, partner agencies, and stakeholders are encouraged to share their thoughts through an online survey, comment form, email, or traditional mail. Public feedback will help shape the final plan and guide future outreach efforts throughout the Bay Area.
The 45-day public comment period remains open through 5 PM on July 23rd. For additional information and links to participate, please visit MTC’s Public Participation Plan webpage.
Following the public comment period, MTC staff will review the input received and update the draft plan as needed before bringing it to the Commission to consider for final adoption, which is slated for fall 2026.

Lead Organization Sought to Coordinate
Community Wellness
Contra Costa County's Office of Racial Equity and Social Justice (ORESJ) has released a Request for Qualifications (RFQ) seeking a lead organization to coordinate the new Federal D. Glover Community Wellness Network (FGCWN). The initiative aims to improve the health, safety, and well-being of Black and African American communities throughout Contra Costa County by building a collaborative network of community-based partners.
Qualified nonprofit organizations, community foundations, philanthropic organizations, and other experienced entities are encouraged to apply.
Proposals are due Thursday, August 6th at 3 PM
Virtual bidders' conference will be held on Wednesday, July 8th, from 1-3 PM.

The County's Emergency Alerts & Preparedness Survey is now open through July 10th. Feedback from residents, workers, students, commuters, and visitors will help improve the Community Warning System (CWS), emergency notifications, preparedness education, outreach efforts, language access, and accessibility for disasters such as wildfires, earthquakes, severe weather, refinery incidents, and other emergencies.
The survey is available in English and Spanish, and responses will help shape how the County communicates during emergencies to better serve our diverse communities.

Contra Costa County Fish and Wildlife
Committee Accepting Grant Applications
The Contra Costa County Fish and Wildlife Committee is accepting grant applications until 5 PM on July 27th from nonprofits, schools, and government agencies seeking to enhance local fish and wildlife resources.
The Committee encourages projects focused on habitat improvement, public education, scientific research, protection of threatened and endangered species, and addressing human-wildlife interactions. Special consideration will be given to projects that promote community outreach, multilingual education, and collaboration with law enforcement and community organizations regarding fish and game regulations.
Grant funding comes from fines collected for violations of California fish and game laws. The Committee will review applications and make recommendations to the Contra Costa County Board of Supervisors, which has final approval authority.

District 2 Volunteer Opportunity
Behavioral Health Board
One District 2 Family Member Seat Available
Proposition 1, passed in April 2024, included legislation mandating transformation of the public behavioral health system. Provisions of SB 326 included implementation of an integrated Behavioral Health Board. This integrated advisory body is to include designated members of the community prepared to address community mental health and substance use treatment services.
The mandated functions of the Behavioral Health Board include to:
- Review and evaluate the local public mental health system, the local public substance use disorder treatment system, the community’s public behavioral health needs, services, facilities, and special problems where services are being provided
- Advise the Board of Supervisors and the Behavioral Health Director on community mental health and substance use disorder services.
- Review county agreements, adopted Behavioral Health Services Act plan and make recommendations to the local behavioral health agency.
- Ensure citizen and professional involvement at all stages
- Submit an annual report.
- Review and recommend appointment of the local director of behavioral health services.
- Review and comment on county’s performance outcome date
- Assess the impact of the realignment of services.
- Conduct a public hearing on the draft three-year program and expenditure plan and annual updates at the close of the 30-day comment period required by subdivision.
- Provide an annual report of written explanations to the local governing body and Department of Health Care Service.

Juvenile Justice Coordinating Council
The Juvenile Justice Coordinating Council (JJCC) is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts: an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth resources, which specifically target both at-promise, as well as system involved youth, and their families.
The JJCC will also coordinate the work of governmental and non-governmental organizations engaged in activities designed to reduce the incidence of juvenile crime and delinquency in the greater community. Further, the JJCC will develop information and intelligence sharing systems to ensure county actions are fully coordinated and equipped to provide data and appropriate outcome measures.
There is one At Large Seat and one Youth Representative Seat available. Applicants must either live or work in Contra Costa County. Applications are due by 5PM on Monday, July 6th, Interviews will be either in person, or via zoom, at the July 20th Public Protection Committee.

The Contra Costa County Local Planning Council (LPC) is seeking passionate and community-minded individuals to serve on its Board and help guide policies and programs that support young children and families throughout the county.
The LPC plays a vital role in advising on early care and education needs, funding priorities, and strategies to strengthen services for families. Current openings include Public Agency, Child Care Provider, and Discretionary Appointee seats in various regions of the county. Individuals who live or work in Contra Costa County are encouraged to apply and bring their unique perspectives to this important work.
Membership terms are three years and appointments are made jointly by the Board of Supervisors and the County Superintendent of Schools.
