Environmental Review Completion Guide Updated with More Stringent HUD Noise Standards
Kentucky Housing Corporation (KHC) recently learned that the U.S. Department of Housing and Urban Development (HUD) has updated their road noise assessment criteria as of November 2019 to make assessment standards more stringent. The updated Environmental Review Completion Guide-HOME Single Family Developers is also available on the HCA Help Desk.

The Environmental Review Completion Guide also now contains overview information about the HUD Environmental Review Online System (HEROS).   As a reminder, all HOME single-family developers using HB20 funds are required to use HEROS for submission of all Environmental Review Records (ERRs). Developers are strongly encouraged to use HEROS for projects funded in prior years. Please submit completed HEROS ERRs for review and approval to Jessica Shelton using the "Assign Review" function in HEROS. Visit the HCA Help Desk to find HEROS guidance and training materials, located under the Homebuyer Development (HOME/AHTF/ARC) header, HEROS-HUD Environmental Review Online System subheader. Remember to use Microsoft Internet Explorer or Microsoft Edge to access HEROS, as It does not work well with other browsers.
HOME and NHTF Annual Rent Approval Due August 3, 2020
Multifamily HOME Investment Partnership Program (HOME) and National Housing Trust Fund (NHTF) funded projects still in their affordability period are required to submit an annual HOME Annual Rent Approval Form and NHTF Rent Approval Form located on the Asset Management page on KHC's website. HOME [24CFR 92.252(f)(2)] and NHTF [24 CFR 93.302(c)(2)] regulations require that a Participating Jurisdiction (PJ) review and approve rents for each HOME and NHTF- assisted project annually to ensure that the project complies with the HOME and NHTF rent limits, and to prevent undue increases that would result in a hardship for the residents.

For 2020, all HOME and NHTF funded multifamily projects still in their affordability period are required to submit a HOME and NHTF Annual Rent Approval Form. All completed form packages must be emailed to [email protected] by 5 p.m. ET Monday, August 3, 2020.

The HUD-published HOME and NHTF rent limits have an effective release date of July 1, 2020.

Update to HUD CPD Income Eligibility Calculator  
Today, Wednesday, July 1, 2020, HUD will update the CPD Income Eligibility Calculator with the FY 2020 Income Limits. These new income limits will impact current and prior calculations in your income calculator dashboard. Current calculations in process and previously completed calculations based on 2019 income limits will update based on the new income limits for 2020.
