Southwest Mobility Report
The PTC continues to play a key role in the state's transportation funding debate. There is no question that the commonwealth continues to face stiff challenges in transportation funding, particularly with the Act 44 mandate that the PTC will provide PennDOT with $450 million annually through 2022. In June, the Southwest Partnership for Mobility released a report regarding challenges facing the region's transportation system and the need for dedicated, annual statewide funding.
Canada Carbon Tax
Canada has implemented the Federal Carbon Pollution Pricing System (Carbon Tax) and its effects carriers traveling in/through Canada. Rich Rombach, Director of Safety &  Driver Training at Bailey Coach, provided step-by-step instructions to share with fellow PBA members to follow:

There are several steps to take to be compliant and I can say from working with the people there they are very cooperative and easy to work with.

You must first obtain a Non-Resident Business number, which can be done over the phone, and it is free. Call the Canada Revenue Agency at 866-453-0452 between 8:30 and 4:30. You will need the owner('s) name and contact telephone number, physical and mailing addresses and jurisdiction of incorporation.

Once you have your non-resident business number, you can then register by completing the Fuel Charge Registration form L400-E and Fuel Charge Registration Schedule - Road Carrier form L400-2. Both are pdf fillable forms and simple to complete. Also, you must complete From L400-3 Non-Resident Records kept Outside Canada. Fax the forms to Fuel Charge Program at 705-670-6234. The above forms are available at www.Canada.ca.  Enter the form number in the top right search bar.

Once that is done, the only other requirement is filing a quarterly report like your IFTA Quarterly Report which will include detail mileage run in the provinces you travel to and any fuel, if purchased. It is also recommend adding any provinces you travel to in Canada to your apportioned registration if you have not done so.  For technical questions on the act and its application to your operation you can contact 866-330-3304 or fuelcharge@cra-arc.gc.ca.
