PALCUS National Scholarship Applications STILL  OPEN!

PALCUS is pleased to announce that the 2020 application cycle for the PALCUS National Scholarships is now open.

The program was established by the Rosa Family in 2012 and is maintained by donations by Marc F. Rosa with matching funds from Merrill Lynch and other donors.  This year the Alexandre António DaCosta Simões Memorial Scholarship was also added.

To be eligible, students must be a  current college undergraduate (at least freshman) or graduate student in an approved program of study. For more about eligibility and procedures, please visit:

You can STILL answer the 2020 Census in 3 ways BEFORE Census Takers knock on your door beginning on August 11th!

All forms of self-response will be accepted until October 31, 2020.  however if you do not respond soon, a Census Taker will come to your residence to interview you in person.

U.S. Census Bureau Updates

Here is what's new as the Bureau wraps up the 
2020 Census:

Final Reminder Postcards In The Mail!
The U.S. Census Bureau is sending reminder postcards this week to 34.3 million households. This will be be final reminder before official Census Takers knock on doors beginning August 11th.  This is your last official reminder to respond.

Mobile Questionnaire Assistance (MQA) is back!
Mobile Questionnaire Assistance (MQA) is where official  Census workers will go into grocery stories, markets, restaurants, houses of worship with mobile devices to encourage anyone who has NOT already responded to answer their 2020  Census "on the spot" while they are shopping or waiting in line.  Official  Census workers will ALWAYS wear an official photo ID, carry an official Census bag, display a Census banner and use COVID precautions.

Faith Communities Census Weekend: July 24-26, 2020
This is a coordinated effort by the Bureau to engage faith leaders in spreading the word through their houses of worship.  Your parish priests and ministers may include a reminder in their print and electronic parish bulletins.  

Census PUSH WEEK: July 27 - August 2
The Bureau is coordinating a final push for self-response during this week with media advisories throughout the nation.  PALCUS MPC will be participating as usual with social media reminders through our tutorial and ambassador videos and PSAs.  Thanks to João Francisco of LUNAER Marketing and Branding, we have a new PSA ready to go later this summer to remind people that they can still respond online at

Culture out of Quarantine Series

U.S. and Portugal Meet on Economic Recovery, Foreign Policy Priorities, and Lajes

The U.S. Mission in Portugal hosted part of the Standing Bilateral Commission with Portugal.  U.S. Ambassador to Portugal, George Glass and the Ministry of Foreign Affairs' Director General for Foreign Policy, Ambassador Madalena Fischer presided over a signing ceremony of the Space Situational Awareness Data Sharing Agreement, signed by Rear Admiral Marcus Hitchcock, U.S. Space Command Director for Strategy, Plans, and Policy and Dr. Alberto Coelho, Director-General for Portuguese National Defense Resources.  The two nations also completed a Maritime Security Agreement.

The United States discussed with Portugal -  a valued EU and NATO partner, ally, and friend - economic recovery on both sides of the Atlantic, common foreign policy challenges with the People's Republic of China and Russia, and efforts to return democracy to Venezuela.  We also discussed opportunities and challenges to enhancing economic development and security in Africa, noting Portugal's presidency of the European Union in the first half of 2021.

Both countries affirmed that Lajes Field in the Azores is an important part of the bilateral relationship and marked a pathway to closure on four more of the remaining environmental sites.  Additionally, we expressed interest in facilitating more scientific, commercial, and educational opportunities, particularly in the Azores.  We also marked July 7 as the 225th anniversary of the U.S. Consulate in the Azores, the oldest continuously-operating U.S. Consulate in the world.

This was the 43rd meeting of the Bilateral Commission.  This meeting, due to COVID-19, was a hybrid of in-person and virtual discussions in Washington, D.C., Lisbon, and in the Azores.

AMIGOS Act passed in the U.S. House of Representatives

Legislation sponsored by Co-Chairs of the Portuguese-American Caucus, David Cicilline (D-RI) and Jim Costa (D-CA), will strengthen bi-lateral relations.

This bill makes Portuguese nationals eligible for E-1 and E-2 nonimmigrant visas if the government of Portugal provides similar nonimmigrant status to U.S. nationals.

An E-1 visa is for individuals entering the United States to engage in international trade, while an E-2 visa is for individuals investing a substantial amount of capital in the United States. Both are limited to nationals from countries that have a treaty of commerce and navigation with the United States.

Wines of Portugal Launches Online Wine Academy
Aimed at restaurant and retail professionals as well as consumers looking to deepen their technical knowledge about wines, this online academy was launched on July, 1st. Registration is free.

Enforcement of U.S. WTO Rights in Large Civil Aircraft Dispute

Under the  enforcement of U.S. WTO Rights in Large Civil Aircraft Dispute, the U.S. Trade Representative (USTR) is considering modifying the list of products of certain current or former EU member States that currently are subject to additional duties.

These changes may considerably affect your imports of Portuguese products.

As part of this ongoing process, the USTR is open to receive public comments about this matter until July 26th. As such, we believe to be of paramount importance that you, as an importer of Portuguese goods, should submit your comments/opinion using the USTR electronic portal at

Although the imposition of new trade tariffs is a "no winning game", you may also consider to suggest in your comments that if the USTR determines that further tariffs must be imposed, those tariffs should only be imposed on products coming from the countries that are part of the Airbus Consortium (UK, France, Spain and Italy) and not to all the rest of European countries being considered.

PALCUS Mission

In order to create a singular voice to advocate  for the Portuguese-American and Luso-American communities at large, the Portuguese-American Leadership Council of the United States Inc. (PALCUS) was founded in 1991 as a non-partisan, non-profit, organization headquartered in Washington, D.C. 
The PALCUS mission is to address domestic and international concerns of the Portuguese-American Community.
The Council conducts an expanding program of educational and public affairs activities on issues of interest to the Portuguese-American community and of salience to the Luso-American Relationship.
PALCUS is committed to serving the community through increasingly active government relations efforts, the promotion of a greater awareness of ethnic accomplishments and encouraging stronger ties between Portugal and the United States. In this role PALCUS advances the community professionally, politically and culturally while working to ensure that issues directly affecting our community are addressed through our network of government and community leaders.
