One of the most exciting additions to the programs this fiscal year is the Pennsylvania Strategic Investments to Enhance Sites (PA SITES) Program. Housed within the Department of Community and Economic Development (DCED), the program provides funds for site development, preparation, and other needs to ready sites for businesses to locate or expand in Pennsylvania.
The program includes both grant and loan options, and will be open to private, public, and nonprofit site developers working on both industrial and non-industrial economic development sites. A total of $500 million is dedicated to this program, with $100 million for use by the Commonwealth Financing Authority (CFA) for grants through the Multimodal Transportation Fund program and the Small Water and Sewer program.
Eligible applicants include a municipality, an economic development organization,
a redevelopment authority, a municipal authority, an industrial development agency, or a for‐profit organization. Eligible projects, in addition to property acquisition, demolition, rehabilitation, and remediation, may include infrastructure construction and rehabilitation, transportation needs, communications needs, and administrative and permit costs.
