Safe Environment Compliance
It’s hard to believe it’s been over 20 years of this commitment to provide protection and assurance of safety and respect in the ministries of the Church. Our thanks go to Linda Kaiser, who has been such a remarkably dedicated coordinator for the diocesan Safe Environment program, and all those who have had a part in developing and implementing this essential work.
With the passage of time, the sense of importance of this work can fade, and timely attention to updating background checks and training becomes more challenging.
This is an appeal to support not only Linda and our diocese but also the credibility and reputation of the entire Church by your prompt and diligent response to the required compliance for Safe Environment standards, both personally and for the parishes and institutions you serve. All questions on when, how, and why can be directed to Linda, whose polite and prompt help is a great treasure for us all. Thank you for your cooperation.
Personnel Board
Our deepest thanks to Father Tim Baltes, who recently completed 13 years of service coordinating the work of the Priest Personnel Board for the diocese. Endless phone calls, creative and imaginative planning, insightful matching of gifts to needs, and the occasional return to the drawing board when all was presumed finished are among his many achievements in this role.
The next work of the Personnel Board will be assigning mentors to our two newly ordained and warmly welcomed priests, Fathers Daniel Ruprecht and Kevin Soenneker; visits this summer with the ACC leadership and pastors who are completing a year or so of their new assignments; and continuing to collaborate with the Diocesan Planning Council on the work that will be coordinated by PartnersEdge in the coming months. We look forward especially to the Aug. 9 assembly with all the priests for input into our common future in the diocese.

Jan. 25 – Winter Spectacular Middle School Lock-in 2025: (for grades 6-8)
Middle school students are invited to the annual winter spectacular. Youth will gather at Sacred Heart in Sauk Rapids for Mass and food and then move to the St. Cloud YMCA for continued fun until 6 a.m. on Sunday, January 26. March 28-30 – Castaway High School Retreat 2025: Promotional materials for the annual high school Castaway Retreat will be made available in late October. Parish/ACC electronic enrollments will also be available in late October and will have a December deadline. Parish/ACC leaders will have planning meetings beginning in January. Department of Labor Overtime Rule Changes
Please be aware of the new Department of Labor overtime rules that go into effect July 1.
Effective July 1, 2024, the salary threshold will increase to the equivalent of an annual salary of $43,888 and increase to $58,656 on Jan. 1, 2025. The July 1 increase updates the present annual salary threshold of $35,568 based on the methodology used by the prior administration in the 2019 overtime rule update. On Jan. 1, 2025, the rule’s new methodology takes effect, resulting in the additional increase. In addition, the rule will adjust the threshold for highly compensated employees. Starting July 1, 2027, salary thresholds will update every three years, by applying up-to-date wage data to determine new salary levels.

The Missionary Appeals are well underway throughout about half of the parishes in the diocese. These appeals occur every other year in our parishes though some parishes do schedule every year. These appeals represent mission congregations and orders, mission dioceses and lay mission groups and organizations who are actively working in mission throughout the world.
The distribution of funds to the National Office and then globally for the Catholic Relief Service Collection and Rice Bowl Collection will be done July 1. Local Rice Bowl grants have been given as requested and we are at nearly $30,000 distributed locally for food programming.
The Mission Office is a great place to find all your gift ideas for weddings, graduations, new house, employee appreciation, birthdays…. And everything is fair trade!

Pastoral Visits with Bishop Neary
On June 19, we welcomed the ACC teams from Disciples of the Mission, Five Star, Holy Saints and Sherburne Area. On July 24 we look forward to welcoming the ACC teams from MAAA, Mary Mother of the Church, and Cross Rock for our last pastoral visit with Bishop Neary. A summary from all of the visits will be shared at the clergy day on Aug. 9 and will also be available on the diocesan website.
The goals of the visits are threefold:
- To build bridges for a thriving mission across parishes in an ACC
- To develop ACCs as learning communities through listening and dialogue
- To offer radical hospitality to nurture relationships between Bishop Neary, the diocesan pastoral team and ACC pastoral leadership
This effort is a collaboration between the Diocese of St. Cloud and Bridge Builders for a Thriving Mission Initiative.
Data Collection Initiatives
A HUGE thank you to the parish secretaries, bookkeepers, business administrators, and anyone else who made the extra effort to complete the two data collection tasks (data for PartnersEdge and the Minnesota Catholic Economic Footprint Study).
This data will help provide insights in member behavior, preferences and needs. It will allow us to draw meaningful conclusions that will yield positive outcomes to achieve our mission and ministries. The current reality report will be shared with the clergy in August.

The audit year for 23-24 ended on June 30. The next step is to complete the audit for the USCCB to show the compliance of the iocese with the Charter for the Protection of Children and Young People. I appreciate all the people that were contacted to complete training or update the school or parish database.
The new children and youth curriculum is available July 1 at www.virtusonline.org. Each parish and school should have an account. If the parish or school does not know the account, please contact the Office of Safe Environment. The expectation is that all children and youth training will be completed by January 31, 2025. Please plan this in the faith formation program or school curriculum before this date.

Aug. 18 – Rural Life Celebration: The annual Rural Life Celebration will begin at 1:30 p.m. with outdoor Mass with Bishop Patrick hosted by St. Mary of Mount Carmel Parish in Long Prairie, in collaboration with the Five Star ACC. The event will take place on the Nathan and Samantha Middendorf farm in Long Prairie at 17655 Co. Rd. 36, Long Prairie. The event, which raises funds for the Rural Life Fund, will include the presentation of the Catholic Century Farm Awards and Catholic Rural Business Award.

Catholic Century Farm Award deadline EXTENDED to July 15
If you have parishioners in your ACC who are century farm families, please encourage them to apply for the Catholic Century Farm Award. We have extended the deadline to July 15. Please share this announcement at your parishes this weekend or reach out personally to any farms in your area that you believe may be century farms. 2024 Bishop’s Annual Appeal: Thank you to all of you for your support of this year’s appeal.
As of Monday, June 24, the Bishop’s Annual Appeal for 2024 has raised total cash and pledges of $1,104,808 toward our goal of $1,450,000 (78.91%). This was made possible through the generous donations of 6,237 people throughout the 16 counties of our diocese.

- The remaining solicitation letters for 2024 are tentatively scheduled for August 19 and November 18.
- Moving forward, the Appeal launch will be standardized to the 2nd and 3rd weekends in February. In 2025, Announcement Weekend is February 8-9 and Commitment Weekend is February 15-16.

New Revisions
The revised version of “Holy Communion and Worship of the Eucharistic Mystery Outside Mass” is to be implemented on Dec. 1. The Office of Worship will present a workshop at the Clergy Conference on its implementation. Publishers are already taking orders for the new translation of “Holy Communion and Worship of the Eucharist Outside Mass.” Your order will be shipped as soon as Aug. 1.
The “Order of Christian Initiation of Adults” may start Dec. 1 and must be implemented by March 5, 2025. Publishers will release the new books beginning Nov. 1. The Office of Worship and the Office of Faith Formation are working to develop and schedule workshops explaining the new OCIA.

Lay Pastoral Caregivers
Fourteen people completed the lay pastoral caregiver training program in April, a collaborative effort between Bridge-Builders for a Thriving Mission, Office of Lay Leadership and Parish Nursing in the Diocese of St. Cloud. This training prepares laypeople for compassionate listening in various forms of ministry.
Our next training will be Oct. 18-19 and December 13-14, at the Abbey Guesthouse in Collegeville. The cost for this training is provided by the Bridge-Builders for a Thriving Mission Initiative (no cost to participant/s).
