AB: Invitation for Feedback on Proposed Directive 065
The AER has requested feedback on its update to Directive 065: Resources Applications for Oil and Gas Reservoirs. The proposed changes are for “Unit 4 Disposal / Storage” for all types of disposal activities (Class I-IV disposal, gas storage and sequestration schemes).

The AER will accept feedback on the proposed changes until September 16, 2024.

AB: Industry-Wide Closure Spend Requirement for 2025
On July 25, 2024, the AER announced that the industry-wide closure spend requirement for 2025 was set at $750 million. Closure spend requirements specify the minimum amount licensees are required to spend on closure work each year.
Licensee-specific mandatory closure spend for 2025 will be based on the licensee’s inactive liability as of September 1, 2024, and will be available to licensees in OneStop in the fall.

Licensees defined as a “micro” or “junior” dry gas producer as of July 10, 2024, as per section 2.1.2.1 of Manual 023: Licensee Life-Cycle Management, may be eligible for a deferral of their 2024 and 2025 mandatory spend. The AER will contact all micro and junior dry gas producers affected by this change.

 AB: Invitation for Feedback on Proposed Changes to Directive 071 

The Directive will now apply to operations of different sizes, types, and hazards regardless of the duty holder’s energy and resource development activities or the phase of the development’s life cycle. The directive’s scope has been expanded and all duty holders within the scope are to have an emergency management program (EMP). 

The AER will accept the feedback on the proposed changes until November 25, 2024.

AB: Release of the Alberta Capital Cost Index for 2025
On July 29, 2024, Alberta Energy released the Alberta Capital Cost Index (ACCI), which will be effective for all wells spudded on or after January 1, 2025.

The ACCI has been reviewed and will remain at 0.90. The ACCI is used to calibrate the Modernized Royalty Framework (MRF) formulas that calculate conventional oil and natural gas royalty rates.

SK: Background Soil and Water Geodatabase
On July 22, 2024, the ER shared that the Petroleum Technology Alliance Canada (PTAC) is seeking participation in their Background Soil and Water Geodatabase data for Saskatchewan Project from SK licensees with Phase II ESA data.

SK: Rescinded MRO 60/20 and Revised Associated Gas Combustor Standard
On July 19, 2024, Minister’s Order (MRO) 135/24 was published authorizing a revised version of the Associated Gas Combustor Standard to come into force. MRO 135/24 rescinds and replaces MRO 60/20, dated March 13, 2020.

BC: Amendment to Hydraulic Fracturing Water Reporting
Effective August 1, 2024, the BCER announced that permit holders will now have to differentiate fresh and non-fresh water amounts used in hydraulic fracturing operations.

The prior value “Total Fluid Pumped (m3)” is no longer collected. Initial reporting may use estimates where allocation methods are not yet in place. Permit holders must maintain records that verify reported volumes by fracturing water type starting January 1, 2025.

BC: Coldwater River under Water Suspension
Effective July 19, 2024, oil and gas operators must suspend previously approved water diversions (those issued under Section 10 of the Water Sustainability Act) from the Coldwater River (Fraser River Watershed).
