Project Update

Dear Tahoe Cedars Water Customers,


Initial fieldwork and surveying for the Tahoe Cedars Water System Reconstruction Project will begin this summer. This project will fully replace the aging Tahoe Cedars water system to provide reliable drinking water and improved fire protection in the Tahoma community.


Customers will see crews from our contractor team, Granite-DOWL, in the neighborhood completing fieldwork and underground investigations to support the design. 


The first phase of construction is scheduled to begin in 2026. The location(s) for the 2026 construction phase are still being determined. We expect this project will involve multiple construction phases over the next four to five years.

Customer Service Line Relocations

The project includes abandoning backyard water mains where they exist and building new water mains in the streets. 


Property owners with backyard water connections will be responsible for relocating their service lines to connect to the new water mains.


The TCPUD Board of Directors will review the first draft of a Resolution regarding property owner responsibility for these customer service line relocations at the regular board meeting on Friday, July 18. After receiving Board and public input, we expect the final Resolution will be adopted at the August Board meeting.

Meet the Project Team

TCPUD awarded the design-build contract to Granite Construction and DOWL, LLC, a team with 30 years of Tahoe Basin experience. Having delivered 255 projects in the Tahoe Basin, Granite-DOWL has extensive local knowledge and a proven track record on complex projects.

Granite Construction


Granite Construction is the construction contractor and will be responsible for building the project. Granite specializes in water infrastructure and transportation projects. They lead the industry in safety practices and have earned awards for their commitment to quality and sustainability.

DOWL, LLC




DOWL is the Designer-of-Record and will perform the field investigations and develop the project designs. DOWL has extensive experience providing engineering design services in the Eastern Sierra and has designed and managed the construction of more than 180 miles of new water distribution and transmission main in the region.
