The Kentucky Balance of State Continuum of Care (KY BoS CoC) held a CoC membership meeting on Tuesday, June 30, 2020, via webinar. The recording has been posted. Once you
register, it will take you to the recording.
In addition, the slides and corresponding materials discussed during the meeting have been posted on the
CoC page of
KHC's website under the KY BoS CoC Membership Meeting section at the top of the page.
All CoC and Emergency Solutions Grant (ESG)-funded agencies in the BoS were required to have at least one representative participate in the live webinar or to listen to the recording. If attendance did not occur during the live webinar, the recording must be viewed by Wednesday, July 15, 2020 for the agency to receive attendance credit.

KY BoS CoC Advisory Board Election for Regional Representatives
Each year, members of the six CoC regional areas elect representatives to serve on the KY BoS CoC Advisory Board. Each region has two members that serve staggered terms. A list of the membership as of June 30, 2020, can be found on the CoC page of KHC's website.
The following individuals have been nominated to serve from July 1, 2020, to June 30, 2022:

Request for Feedback - Homelessness Prevention Screening Tool
As discussed during the June 30, 2020 KY BoS CoC meeting, KHC plans to use a significant portion of its CARES Act Emergency Solutions Grant (ESG-CV) funds for homelessness prevention. To ensure funds are used for those who would become literally homeless (i.e., street or shelter) without the prevention assistance, KHC developed a
screening tool to determine eligibility for the program and severity of need. Discussion of the CARES Act and the prevention screening tool begins at approximately minute 13:00 of the
meeting recording. Once you
register, you will be directed to the recording. KHC respectfully requests feedback from KY BoS CoC partners on the draft tool, especially on the scoring thresholds included in the Stage 2 "Targeting" section of the document. Please submit feedback via email to Kenzie Strubank at

KYHMIS Required Refresher Training
During the month of June, the KYHMIS staff offered several Refresher Training Webinars. We want to thank all of you that participated in this training. If you were unable to attend one of these trainings, you will need to submit a ticket on HCA's Help Desk letting us know that you were unable to attend. We will send out a recording for you to participate. If you do not participate in a Refresher Training by Friday, July 31, 2020, you will be put to inactive status within HMIS.

It's that time again for the Emergency Solutions Grant (ESG) CAPER Reporting! If you receive ESG money from KHC, your ESG Report Contact person should have received an automated email from SAGE with the link(s) to upload each ESG component/project's CSV file.
When generating your ESG CAPER reports, please use the reporting period of July 1, 2019 to June 30, 2020. The deadline for agencies to submit their ESG CAPER report(s) in SAGE will be close of business on
Wednesday, July 15, 2020. This will allow KHC's Data and Reporting team time to review and request any necessary corrections before the final submission to HUD.
Prior to submitting your ESG CAPER reports, please check your data quality and correct any errors. If you need assistance with this, please submit an
HCA Help Desk ticket.

Louisville Metro Government Announces Eviction Prevention COVID-19 Relief Fund
Develop Louisville's Office of Housing recently announced a
COVID-19 eviction prevention fund, supported by $21 million in CARES Act funding. The fund, which will pay for up to three months of rent for households facing COVID-related delinquencies, may only be used to pay rent and will make payments directly to the property owner or landlord.
To qualify, applicants must be:
- Jefferson County residents
- Earning a household income at or below 60 percent of the area median income ($45,840 annually for a family of four)
- Using the assistance for rent
To apply, please visit www.louisvilleky.wufoo.com.
Landlords may apply on behalf their tenants, and funding will be prioritized for affordable housing units (households at or below 60 percent of the area median income) or properties with more than 50 percent of their units in the Housing Choice Voucher Program.
To be eligible, the property owner or landlord must:
- Be currently registered in Louisville's Rental Registry
- Have no outstanding code violations for the property for which rent is being paid
- Waive all late fees, fines, and penalties
- Forego evictions for assisted tenants for 60 days after assistance is provided
- Provide pre-COVID-19 rent rolls to document delinquency rates before and after the pandemic.
Landlords of federally-, state-, or locally-subsidized units may apply on behalf of multiple tenants, which streamlines the application process by eliminating the need for income verification. Landlords
