The Administrator's Brief is a monthly update issued by the County Administrator’s Office regarding various activities and developments of your County Government. The County Board of Commissioners has established a Strategic Plan that communicates the goals and direction that your county is moving in. 


This report is not a comprehensive list of all activities that your county engages in, but rather a select amount of projects and information to help inform the public of the county’s initiatives. The information is organized under specific headings, which align to the Strategic Plan of the county, as well as departmental updates.

Camden County Emergency Management Agency Releases 2023 Hurricane Guide

Camden County’s Emergency Management Agency (EMA) has released its 2023 Hurricane Guide. The online guide, available on Camden County’s website at camdencountyga.gov/HurricaneGuide, has information to help local residents prepare for hurricane season.


“All coastal Georgia residents should be aware that it only takes one storm to have a major impact on our community,” said Emergency Management Director Chuck White. “The 2023 Hurricane Season is anticipated to have near-normal activity and this guide has valuable information to help Camden County residents learn more about what they can do to better prepare for this year’s season.”

StormReady® Community Recertification

Camden County’s Emergency Management Agency (EMA) is pleased to announce its recertification in the National Weather Service’s (NWS) StormReady® Program.


“This accomplishment is the result of teamwork and partnerships across our community,” said Emergency Management Director Chuck White. “From NWS Jacksonville, Camden County E-911 Center, and local leadership, Camden County residents should be proud of the working relationships we build upon to make our community ready for disasters.”

Local Residents Graduate from Camden County Citizens' Academy

The Camden County Board of Commissioners is pleased to announce the recent graduation of 16 local residents from the 2023 Citizens’ Academy Class. The graduation ceremony took place in Woodbine on Thursday, June 29, 2023. All graduates were presented with a Certificate of Completion.



The Citizens’ Academy is an 11-session interactive program designed to familiarize the general public with the roles, services, and operations that comprise their Camden County Government.

Camden County Receives $350,000 in Safety Action Project Funding

The Camden County Board of Commissioners is pleased to announce $180,000 in funding from the Georgia Department of Transportation’s (GDOT) Safety Action Project (SAP) grant. This is in addition to a previously awarded $170,000 in funding, bringing the total to $350,000 from SAP.


“We are thankful to GDOT for the additional SAP funding,” said Camden County Administrator Shawn M. Boatright. “Their continued investments in Camden County greatly improve road infrastructure and provide for safer roads for Camden County residents and visitors.”

Camden County Adopts Joint Comprehensive Plan

At the June 20, 2023, regular meeting, the Camden County Board of Commissioners unanimously approved the 2023-2027 Camden County Joint Comprehensive Plan. This plan, written by the Coastal Regional Commission (CRC), was recently accepted by the Georgia Department of Community Affairs (DCA).


“The Joint Comprehensive Plan is an important document for our community,” said Camden County Administrator Shawn M. Boatright. “This plan is a great tool to promote strong and healthy communities.”

Camden County Announces 2023 Photo Contest

Camden County citizens are encouraged to enter the 2023 Showcase Camden County Photo Contest. The deadline for the 2023 contest is Friday, September 1, 2023. Photographers are asked to submit their best photos of Camden County, Georgia and its sunrises, sunsets, wildlife, as well as historic and scenic locations.


The 2023 photo contest calls for photos to be submitted under one of the following categories: Landscapes, Nature/Wildlife, Sunrises/Sunsets, and Transportation. Contestants may submit no more than two (2) entries per category or up to eight (8) entries total. A committee will select a winner from each category along with an overall winner. All photo contest winners will be recognized during a Board of Commissioners meeting.

Horse Stamp Road Improvements

Drivers on Horse Stamp Church Road in north Camden County need to be aware of upcoming construction improvements that will impact travel. Beginning Monday, June 26, 2023, Seaboard Construction will start closing travel lanes for road widening and resurfacing activities.


This project is anticipated to take 55 business days to complete and no closures are scheduled for July 3-7, 2023. If you do not need to travel on Horse Stamp Church Road, you are encouraged to avoid the location. Residents and travelers in this area should exercise caution when driving on this route and be aware of the construction work taking place. Weather conditions may cause changes to this schedule. Drivers should be aware of changing travel conditions.

Back to School Vaccination & Screening Events

Ensure your child is up to date with school-required vaccines and screenings! Back to School vaccination and screening events will be held BY APPOINTMENT in June and July at the Camden County Health Department in Woodbine.

School vaccination and screening appointments are offered by appointment each clinic day at the Health Department in St. Marys and can be scheduled by calling (912) 882-8515.


Assessment Notices

On June 13, 2023, the Camden County Board of Assessors mailed the state required Annual Notice of Assessments to all owners of taxable real and personal property. The last day to file an appeal is July 28, 2023.


It is important for the taxpayers of Camden County to know that this assessment notice is not a bill. Please do not send payments to the Assessors Office.


The amount of taxes stated on the notice is only an estimate and is to be used for informational purposes only. The millage rate used to calculate this estimate is the 2022 millage rate and is subject to change prior to the mailing of the tax bill.

COVID Test and Go Kiosk Now Available in Camden County

Free PCR testing for COVID-19 is now available 24 hours a day, 7 days a week in Camden County. The Coastal Health District has installed a test-and-go kiosk outside Coastal Community Health at 202 Lake Shore Drive in St. Marys.



The kiosk will dispense a testing kit that allows you to collect your own specimen using a nasal swab, similar to at-home testing kits. The specimen is then repackaged and placed back into the kiosk. Unlike rapid at-home tests, these specimens are picked up from the kiosk daily and sent to an accredited lab for PCR testing with results by email or text, usually within 48 hours.

Know Your Evacuation Zone


Camden County now features four zones to better reflect risk and evacuation management. The new hurricane evacuation zones are the first updates since 2013 and use the Sea, Lake and Overland Surges from Hurricanes (SLOSH) model from the National Hurricane Center (NHC). Storm surge risk areas were identified using the Maximums of Maximums water levels to determine the updated zone boundaries.


Evacuation zones were developed in concert with data developed by the US Army Corps of Engineers with coordination from the Georgia Emergency Management Agency (GEMA), Federal Emergency Management Agency (FEMA), and the National Oceanic and Atmospheric Administration (NOAA).


While there are new evacuation zones, it is important to note that the evacuation routes have not changed. More information, including links to maps and evacuation routes, is available on the Camden County website at: camdencountyga.gov/Evacuation.

COVID-19 Vaccine Opportunities

Free COVID-19 Vaccines and Booster doses are available in Camden County through a variety of sources.




The Moderna COVID-19 vaccine for children aged 6 months – 5 years is available at the Camden County Health Department in St. Marys.


Appointments are REQUIRED and can be scheduled online.

Two Rivers Gun Range

The range is located on GA Hwy 110, approximately one mile north of the intersection with GA Hwy 40 in extreme southwest Camden County. Two Rivers Gun Range is open six days a week.


Mortgage Assistance Program

Assistance for mortgage or housing expenses may be available for Georgia homeowners who suffered a financial hardship caused by the pandemic. Visit: https://georgiamortgageassistance.ga.gov

Flood Awareness Tool

A Flood Awareness Tool is available on the Camden County website to assist users with making educated decisions about potential flooding. Approximately 35% or 17,000 of Camden County’s residents live within the 100-year floodplain. Three coastal rivers flow through the County, and 50% of the land is classified as wetlands. Camden experiences the effects of sea level rise, storm surge, regular riverine flooding, and king tides.

All Camden County residents are strongly encouraged to sign-up for CodeRED online at www.camdencountyga.gov/codeRED to receive emergency notifications and location-specific severe weather warnings. Notifications may be sent to cell phones or landlines and through email and text. The service is TDD/TTY compatible.

Certificate of Achievement for Excellence in Financial Reporting

Since 2006, Camden County has received the Certificate of Achievement for Excellence in Financial Reporting each year for its comprehensive annual financial report (CAFR). The Government Finance Officers Association of the United States and Canada (GFOA) bestows this achievement award to less than 1% of all governments. It is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management.

Distinguished Budget Presentation Award

Annually since 2015, Camden County has obtained the Distinguished Budget Presentation Award. This represents a noteworthy achievement by Camden County as it reflects the commitment of the Board of Commissioners and staff to meet the highest principles of government budgeting. Nationally recognized guidelines for effective budget presentation had to be fulfilled in order for Camden County to receive this budget award. These guidelines are designed to assess how well Camden County’s budget serves as a policy document; a financial plan; an operations guide; and a communications device. Budget documents must be rated “proficient” in all four of these categories, and the fourteen mandatory criteria within those categories, to receive the award.

2022 County Excellence Award

In collaboration with Georgia Trend magazine, ACCG hosted the 2022 County Excellence Awards to highlight counties' innovative efforts to address negative economic impacts in their communities as a result of the COVID-19 pandemic. The program recognizes innovative county initiatives in the areas of health care, infrastructure and transportation, public safety, sustainability, and technology. In 2022, Camden County’s Rural Transportation Collaborative Partnerships achieved recognition. More information on Camden County’s program was featured in the June 2022 issue of Georgia Trend magazine.

2022 NACo Achievement Award Winner

Since 2009, Camden County has been nationally recognized with twenty-seven (27) Achievement Awards from the National Association of Counties (NACo). The Annual Achievement Award program was designed to honor and recognize innovative, effective county government programs that enhance services for residents. Each nominee is judged on its own merits and not against other applications received NACo recognized Camden County’s Rural Transportation Collaborative Partnerships in the Transportation category in 2022.
