As you may know, on July 1, 2025, the municipal training and technical assistance (TTA) program transitioned from Care Massachusetts to Mosaic Opioid Recovery Partnership (Mosaic). This program is funded by the Massachusetts Department of Public Health’s Bureau of Substance Addiction Services (BSAS) and powered by RIZE Massachusetts Foundation. BSAS made this change to streamline services, enhance community connections, and better align training and technical assistance with the state’s broader opioid abatement grantmaking strategy. We believe that partnership is essential to practical training and technical assistance, and we are committed to collaborating with cities and towns to utilize abatement funds for building solutions and strategies rooted in the community and co-created by people with lived and living experience.
This bulletin keeps you informed and engaged with the latest Mosaic Municipal TTA Program developments. Each edition will include important updates on ongoing programs, upcoming events, and resources available through Mosaic and our partners. We encourage municipalities to actively participate in our initiatives and share their thoughts and feedback. | | Learn More About the Redesigned Annual Expenditure Reporting Process | | |
BSAS strongly encourages municipalities to attend an Annual Expenditure Reporting Webinar on Monday, August 18th, at 1 p.m.
Officials will walk municipal representatives through the redesigned reporting process, provide clear guidance for completing the form, and highlight key changes based on feedback from previous years.
BSAS aims to make the reporting process less cumbersome so municipalities can accurately report how funds are used locally. We’ll also share how your data will improve transparency and inform the design and delivery of training and technical assistance for municipal opioid abatement.
Who Should Attend: Municipal representatives responsible for submitting expenditure reports
By the end of the webinar, participants will be able to:
- Understand the structure and purpose of the updated Annual Expenditure Report
- Accurately complete and submit the report using the new guidelines
- Know how to request and receive individual support to complete the report
- Comprehend how the data will be used to inform oversight, planning, and public accountability

Massachusetts Attorney General Announces New Opioid Settlements and Participation Opportunities for Municipalities
The Massachusetts Attorney General’s Office (AGO) has agreed to join settlements with (a) opioid manufacturer Purdue Pharma and its owners, the Sackler family, as described in AGO press releases from January and June; and (b) opioid manufacturers Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus, as described in an AGO press release issued last week.
As with the Commonwealth’s previous opioid settlements with Johnson & Johnson, the Distributors (Cardinal, AmerisourceBergen (Cencora), and McKesson), Allergan, Teva, CVS, Walgreens, and Walmart, Massachusetts municipalities will have the opportunity to participate in these new settlements. Generally, the more Massachusetts municipalities participate, the more settlement funds will flow to the Commonwealth and its municipalities. If all required municipalities sign on to the agreements, the Commonwealth and its municipalities will receive the maximum amount possible in abatement funds.
Within the last two weeks, you should have received an initial notice from the Settlement Implementation Administrator, Rubris, concerning the Purdue/Sackler settlement. In the coming weeks, you will also receive:

A sign-on packet for the Purdue/Sackler settlement, including instructions and a link to the DocuSign Form. The deadline for returning the sign-on form is September 30, 2025. Please note that this is not a solicitation or a request for municipalities to submit votes on the Purdue bankruptcy plan. If you receive a package to vote on the bankruptcy plan, you should follow the applicable instructions for voting. Not all municipalities eligible to participate in the Purdue/Sackler settlement will receive packages to vote on the bankruptcy plan. It is not necessary to vote on the bankruptcy plan in order to receive the benefits of the settlement.
- A sign-on packet for the settlements with Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus, including instructions and a link to the DocuSign Form. The packet will provide the deadline for returning the sign-on form.

Mosaic Opioid Recovery Partnership Announces 2nd Municipal Matching Grant Program
Mosaic will launch the second round of its municipal matching grant program on September 16, 2025. The FY26 program will award $1,250,000 in one-year matching grants. Opioid abatement funds offer a unique opportunity for communities to bolster their capacity to address the overdose crisis through strong government and community collaboration and to expand interventions that have proven to save lives.
