Pennsylvania Responds to the “One Big Beautiful Bill”
Bellevue Bulletin Summary, July 9, 2025
"A main concern for Pennsylvania, and many other states, are the rural hospitals that will see major impacts. Most smaller, rural hospitals rely on Medicaid reimbursement, and local economies could see the impact in the form of eliminated jobs for care workers and administrative staff alike. That said, it’s still unclear how these cuts will be implemented, which leaves room to advocate for innovative approaches like telehealth, flexible co-location rules, and value-based contracting—where funding is tied to outcomes rather than services delivered.
When it comes to predicting what’s next, we’ll be seeing the focus shift from Capitol Hill to Harrisburg—and other state capitals—to see how state budgets and constituents react to the bill’s implementation."

The Tax Bill Will Upend Corporate Giving. Here’s How to Prepare.
“Blunting the effects of the new tax policy is possible but would require some strategic rethinking on the part of both corporate foundations and their grant partners. Instead of seeking corporate contributions, for example, nonprofits could pursue earned revenue relationships with the businesses. Under this approach, an education program serving high schoolers could be implemented through a work-force development contract with the parent company rather than with grant funds from its foundation. A corporation that previously funded nutritious meals for preschoolers might instead enter into a long-term research partnership with the same nonprofit to study the benefits of nutrition on early education outcomes.” Read the article.

Documented, a New York-based, immigrant-facing nonprofit newsroom, has deliberately built a system to integrate community research and product development into how it functions. Using WhatsApp, WeChat, and Next Door, Documented directly engages with its users, continuously listening and responding to the community’s wants, needs, and pain points.” Read more!

Campaign For Trauma-Informed Policy And Practice
Developed by Antron McCullough and Peyton Barsel
Trauma-informed advocacy recognizes that many young people have experienced adversity that shapes how they navigate the world, and creates safe, empowering spaces where all voices can be heard and valued in the work of social change. When youth are equipped with trauma-informed advocacy skills, they become powerful agents of healing and transformation in their communities, addressing root causes of harm while building collective resilience and preventing re-traumatization. This approach also creates ripple effects that strengthen entire communities by fostering connection, trust, and collaborative solutions to complex challenges.

Aligned with their guiding principles of Courage, Justice, Integrity, and Hope, HealthSpark Foundation has launched and is accepting rolling applications to the Rapid Response Fund for Community Power.

This fund gives one-time, fast, flexible funding support to Montgomery County organizations responding to critical and unexpected, urgent events or external challenges, while strengthening the voice and power of community members. The Rapid Response Fund is intended to help nonprofits and community-based organizations in a nonpartisan manner respond to critical threats, or opportunities to advance support for racial and social justice goals.

Commission on Crime and Delinquency: State Crisis Intervention Program (SCIP) Firearm Suicide Prevention, Intervention, and Postvention Initiative
Who May Apply: Units of local government, nonprofit organizations (including community-based and statewide organizations), institutions of higher education, and state government agencies.
Use: To support programming that focuses on firearm-related suicide prevention.
Funds: A total of $1 million in federal 2024 Byrne SCIP funds in available. PCCD expects to fund 4 to 6 grants over a 21-month period.
Application Deadline: September 9, 2025
