Tariff Updates Regarding Chinese Products

July 10, 2018: USTR Begins Process of Imposing Tariffs of 10% on an Additional $200 Billion of Chinese Imports 
An advance copy of a Federal Register notice was issued by the Office of the U.S. Trade Representative  in consideration of imposing an additional 10% duty on $200 billion worth of Chinese imports. Here is a link to the notice, which includes the list of over 6000 tariff subheading that are being considered for the 10% duty. 
 
The Office of the U.S. Trade Representative is seeking public comments and will hold a public hearing regarding these proposed tariffs:
  • July 27, 2018: Due date for filing requests to appear and a summary of expected testimony at the public hearing, and for filing pre-hearing submissions. 
  • August 17, 2018: Due date for submission of written comments.
  • August 20-23, 2018: The Section 301 Committee will convene a public hearing  
  • August 30, 2018: Due date for submission of post-hearing rebuttal comments.

July 6, 2018:  Exclusion Process for Chinese Products Subject to Section 301 Tariffs
On Friday, the Office of the U.S. Trade Representative announced a process to obtain product exclusions from the additional ad valorem duty of 25% in effect on certain products imported from China.   A Federal Register notice   outlining the criteria and process for a product exclusion request has been published and can be viewed here
  • Exclusion requests must be received at regulations.gov no later than October 9, 2018
  • If granted, the exclusion will be effective back to July 6, 2018
  • Exclusion requests should be filed on a product basis, and if granted, the exclusion will apply to all imports of the product, regardless of whether the importer filed a request. 
Meet Our Second Summer Intern

We are happy to welcome our second summer intern, Arop Monywiir, who started last month.   Arop is a senior at Messiah College, where he is studying Business Administration with a minor in Philosophy.  Arop will be graduating at th e end of the summer semester.  He is originally from South Sudan and is fluent in Arabic, Swahili and Italian. 

World Trade Centers Association Releases Trade and Investment Report
The World Trade Centers Association (  WTCA ) released its Trade and Investment Report called "Global Connections, Local Growth".  The report was developed by the Association  together with FP Analytics, the independent research division of the FP Group, publishers of Foreign Policy magazine. Key findings include:

Regions with World Trade Centers on average draw foreign direct investment per capita at  twice the rate  of their respective countries and export goods at a rate  1.5 times greater  than their national average.

Strategic partnerships between global and local stakeholders are the critical enabling factor for cities competing for Foreign Direct Investment and seeking to expand local businesses' access to new markets.

We Can Now Issue Certificates of Marketing/Free Sale for Algeria
Earlier this year, the Algerian Authorities started requesting Certificates of Free Marketing , a new process that companies struggled to comply with.  After working with the Algerian Ministry of Commerce, the Commercial Service at the U.S. Embassy in Algiers was able to convince the Algerian Government to accept a bilingual Certificate of Free Sale that will provide Algerian authorities with the requested information.

We can now issue the bilingual version of this certificate, which has been cleared by the Algerian Ministry of Commerce for use by U.S. companies.  Please contact our office for more information.

Quatar to Accept ATA Carnets Starting August 
Starting this August,  Qatar  will officially start accepting ATA Carnets! This means that U.S. exporters to Qatar can begin sending their temporary import shipments duty-free and tax-free to Qatar starting August 1.   ATA Carnets are international tools of trade facilitation, which serve as a temporary export-import documentation. Click for more details.

Each year, The World Affairs Council of Harrisburg honors individuals and organizations that have demonstrated the highest ideals of tolerance, appreciation of diverse cultures, peoples, languages and lands, and promotion of global understanding. This year, we are honored to have been one of the recepients of the Torch Award at the 2018 Global Enlightenment Awards, hosted by the World Affairs Council. 

The World Affairs Council of Harrisburg is part of a national network of influential councils dedicated to educating and engaging individuals on global issues.

MEDICA 2018 will be held in Düsseldorf, Germany, from  November 12 - 15, 2018 and the Office of International Business Development is again offering a cost effective  turnkey package in the PA Pavilion.   The cost is $3,500, and the registration deadline is June 13.
