The FRSC is committed to responsible service delivery that provides equitable access to programs and services for residents across the region. 

Guided by the principles of sustainability, enhanced quality of life, accountability and continuous improvement, we are responsible for Solid Waste Management, Community Planning & Building Inspection Services, Regional Public Safety, Regional Transportation, Community Development, Regional Facilities, and Economic Development & Tourism Promotion.

UPDATES

The FRSC Board received the final update to the Fundy Regional Strategy 2023–2028. First adopted in August 2023, the Strategy serves as the Commission’s roadmap for regional collaboration and service delivery.

This mid-cycle review, directed by the Board in April 2025, involved input from committees, the Regional Summit, and member discussions to ensure continued alignment with the needs of the Fundy Region communities.

Two main themes emerged through the update:

• The needs of local communities are at the center of the FRSC's work.

• The importance of delivering demonstration projects that add value and efficiency to FRSC member communities.

This second phase of the Regional Strategy marks a turning point for the type of work undertaken in the new mandates. With the majority of studies and needs assessments completed during the first two years, this second phase will focus on tangible outcomes.

The updated Strategy will guide the finalization of the 2026 FRSC Work Plan. The update will accompany the Fundy Regional Strategy 2023- 2028 Document on the FRSC website. To view the update see the website page with the July 24 agenda kit.

Embedded within the Community Development mandate and aligned with the recent needs assessment, the FRSC embarked on supporting the social mandate in 2025 as a result of secured funding from the Government of New Brunswick. The Social Capacity Coordinator began work in February 2025, and shared the following highlights from ongoing key initiatives:

• Supporting the City of Saint John with the implementation of their Housing for All Strategy
• Development & launch of a Homelessness Response Toolkit for the Fundy Region. The toolkit is designed to help communities, businesses, and local organizations respond to common challenges faced by people experiencing homelessness. It offers practical advice, clear information, and resources available. The first section will be published in August, and the living document will be housed on the FRSC website.
• A learning series called "Common Ground: Conversations about Housing and Homelessness" to build our capacity as a region to respond to issues related to homelessness and to better understand the challenges and situations in each member community.

Other relevant highlights from the last FRSC Board meeting include:

• 2025 Work Plan mid-year update: 88% of the 41 actions are completed or in progress.
• Initial review of the draft 2026 Work Plan.
• The 2026 Budget will be delivered to the FRSC Board on August 28th. An initial budget parameters report outlined the development process including a recognition of the challenging financial situation faced by FRSC members due to the freeze in property assessments. As well, the FRSC will seek to maintain existing service standards while seeking potential budgetary savings to reduce the financial impact on members.
• Review of the Regional Facilities Budget Proposals.

The FRSC Board received the draft STRIVE 2040 Strategy, a 15-year plan to guide our solid waste management operations towards a net-zero future. Building on the concept approved earlier this year, the full strategy outlines long-term goals for sustainability, innovation, and public involvement.

A new Committee will be formed to ensure potential solutions best reflect residents' needs, while ensuring alignment with best practices and the highest industry standards.

This strategy positions the Fundy Region as a leader in responsible waste management, rooted in community priorities and continuous improvement.
