Dulaney Wilson, Ph.D., is an Epidemiologist and Assistant Professor in the Department of Public Health Sciences at the Medical University of South Carolina (MUSC). She attended the University of South Carolina (USC) for her undergraduate (B.S.) and masters degrees (M.S.P.H.) and MUSC for her Ph.D. Her primary research interest is in the novel use of existing data. Currently, she works with a variety of researchers across the university providing study design, data management and data analysis services. Dr. Wilson has recently become interested in the health effects of extreme heat beyond the emergent heat exhaustion/stroke and is exploring methods of evaluating excess morbidity and mortality associated with temperature extremes in administrative billing and vital statistic data.


Scott Curtis is the Citadel’s Dr. John Lining Professor of Physics and Director of the James B. Near Center for Climate Studies. He holds a B.A. in Environmental Sciences from the University of Virginia and a M.S. and Ph.D. in Atmospheric & Oceanic Sciences from the University of Wisconsin-Madison. During his career Dr. Curtis has been funded to study climate extremes: precipitation, drought, and floods in Jamaica, Bangladesh and other coastal areas of the world. Since arriving at The Citadel in 2020, a significant portion of his research time has focused on understanding heat vulnerability in Charleston.

Biden-Harris Administration Finalizes Rule to Increase Resilience Against Flooding Nationwide


FEMA has published a Final Rule to implement the Federal Flood Risk Management Standard (FFRMS), effective September 9, 2024. The FFRMS implements a higher level of protection against current and future flood risk for federally-funded construction projects by increasing the flood elevation and floodplain standards. According to the FEMA press release, "Prior to the FFRMS, FEMA required non-critical projects to be protected to the 1% annual chance (100-year) flood to minimize flood risk. Critical projects, like the construction of fire and police stations, hospitals and facilities that store hazardous materials, had to be protected to the 0.2% annual chance (500-year) flood. This standard reflected only current flood risk. The FFRMS will increase the flood elevation -- how high -- and floodplain -- how wide -- to reflect future, as well as current, flood risk for actions subject to the standard." Secretary of Homeland Security Alejandro N. Mayorkas states "The human and economic cost of flooding is devastating and will only grow in the years ahead as the impacts of climate change grow more intense and reach more communities. Taking forward-looking, effective steps to increase resilience before disaster strikes will save lives, property, critical infrastructure and taxpayer money."

NOAA, Reinsurance Association of America sign collaborative agreement to improve risk communication

On July 15, NOAA and the Reinsurance Association of America (RAA) signed a memorandum of understanding (MOU) to “collaborate on the shared goal of analyzing and communicating weather and climate hazard risks to key stakeholders.” The RAA is the United States’ most prominent trade association of property and casualty reinsurers. The MOU brings together the expertise of the two organizations to better serve the public and promote public-private sector dialogue on risk. According to NOAA Administrator Rick Spinrad, Ph.D., “Weather and climate extremes continue to pose a significant risk to communities and our economy….This partnership will help improve our ability to make the scientifically informed decisions needed to improve resilience.”

The National Association of Flood and Stormwater Management Agencies is calling for applications for Excellence in Communications and Innovative Water Projects Awards (Due July 31).


Creating Resilient Water Utilities (CRWU) | US EPA 

Request no-cost climate change risk assessment technical assistance for drinking water, wastewater, and stormwater utilities. Requesting communities will receive one-on-one no-cost climate change risk assessment support using EPA’s Resilient Strategies Guide, Climate Resilience Evaluation and Awareness Tool, and Climate and Weather Data Maps. To apply, email Aliza Furneaux (Furneaux.aliza@epa.gov) by August 15th.


IOPscience is seeking articles for their Focus on Environmental Health and Disasters collection. In this Focus Collection, they will bring together research articles, reviews, and perspectives that evaluate the direct and indirect impacts of environmental disasters on human health from a wide range of disciplinary perspectives, including epidemiology, public health, sociology, economics, environmental engineering, psychology, environmental hazards and disaster research, and other relevant fields. Submissions due Due Aug 16.
