Local Road Safety Plans

And how to experience benefits

after implementation

The UK Technology Transfer Program in partnership with KYTC and FHWA are hosting a Local Road Safety Plan (LRSP) Peer Exchange for local governments. Local Road Safety Plans are used to identify and prioritize safety improvements on local roadways. Additionally, projects identified in the LRSP are eligible for funding through both the KYTC Highway Safety Improvement Program (HSIP) and the recently announced USDOT Grant program Safe Streets for All. This peer exchange will provide an overview of Kentucky’s process for organizing stakeholders to identify, analyze, and prioritize roadway safety improvements on local roads, and provide an opportunity to discuss and ask questions of other local agencies who have recently completed a plan.

We have received financial support from the Federal Highway Administration to offer this event at no cost to participants and to provide travel reimbursement for local governments only (cities and counties) to attend.

The two-day event will be held on August 3 and 4 at the Hyatt in Lexington. We can support the travel and per diem of up to 30 participants to attend through cost reimbursement.

(No more than two individuals from one agency.)

The Grading Level I course is designed to give participants the skills and knowledge required to become a competent grade and drain inspector.

Grade & Drain Level II builds upon information that is provided in the Grading Level I course. The purpose of the course is to provide additional training to inspection personnel who are involved with grade and drain construction of roadways.

The qualification for both trainings’ are valid for five years. After five years, an individual will need to take both Level I and Level II in accordance with which they are due to renew.

The four-hour Traffic Incident Management Responder Training (TIM) addresses the challenges of moving people and goods efficiently and safely on the nation's highways.

The training focuses on response efforts that protect motorists and responders while minimizing the impact on traffic flow.

TIM efforts include detecting, verifying and responding to incidents; clearing the incident scene; and restoring traffic flow.

Using a multiple discipline perspective, first responders will learn how to operate more efficiently and collectively.

KTC Research:

Using Infrared Technology to Detect Failing Brake Parts

Large trucks traveling on the interstate can pose a large hazard if their braking systems are not fully functional. Either partially failing brakes or complete system failures can pose hazards on the roadway.

That’s why KTC research partnered with local Kentucky truck inspection facilities to test vehicles to see if they are in compliance with local safety ordinances and procedures.

KTC researchers, using infrared technology, found a substantially higher number of violations detected on trucks when

scanned at check point areas.

The infrared technology also appeared to be well accepted and appreciated by enforcement personnel, who regarded it as a beneficial addition to their toolkit.

American's with Disabilities Act: Sidewalk Facilities for Public Rights-of-Way Training

This workshop allows participants to better understand the needs of disabled individuals.

Participants will learn how to design infrastructure projects that maximize accessibility for all users.

Topics for this workshop include proper dimensions and slopes for pedestrian facilities, the correct placement of detectable warning surfaces, and accessibility challenges posed by inflexible existing conditions.

The workshop will also cover brief overviews of ADA, the Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG), U.S. Department of Transportation requirements relating

to accessibility, and the Kentucky Transportation Cabinet's accessibility program.
