Recognize Gun Violence Awareness Month and Elder & Dependent Abuse Month and Celebrate

Poetry & Youth Arts


On Tuesday, the Board of Supervisors recognized several important observances and community initiatives that reflect the County’s commitment to safety, well-being, and the arts.


The Board proclaimed June as Gun Violence Awareness Month, highlighting ongoing efforts to reduce gun violence, promote responsible firearm ownership, and support safer communities throughout Contra Costa County.


Supervisors also recognized Elder and Dependent Adult Abuse Awareness Month, bringing attention to the importance of protecting vulnerable adults from abuse, neglect, and exploitation. The proclamation encouraged residents to remain vigilant and report suspected abuse to appropriate authorities.


In addition, the Board celebrated Poetry and Youth Arts, recognizing the creativity, talent, and contributions of young people throughout the county. The presentation highlighted the role that arts education and artistic expression play in fostering confidence, communication skills, and community engagement among youth.


The Board continues to use these proclamations and presentations to raise awareness of important issues while recognizing the individuals and organizations working to strengthen Contra Costa County.

Welcome District 2

Summer Intern Amber Liu


Amber Liu is a rising senior at San Ramon Valley High School and is spending her summer interning through the Asian Pacific American Public Affairs (APAPA) internship program. A returning APAPA participant, Amber previously interned with the San Ramon Valley Unified School District Educational Services Office, where she gained valuable experience in public service and community engagement.


In addition to her internship work, Amber is actively involved on campus through cheerleading, Chamber Choir, and her school's Leadership program. She currently serves as President of the Asian Student Union, Co-Lead of the Student-Led Anti-Racism Movement, and Chair of the Leadership Equity Committee.


These leadership roles are especially meaningful to Amber. As an Asian American student, she is passionate about challenging stereotypes and ensuring that all voices are heard and valued. She believes strongly in creating opportunities for greater understanding, inclusion, and representation within her school and community.


Amber's academic interests span both STEM and the humanities, with a particular passion for the social sciences. To further explore these interests, she has taken additional coursework in psychology and sociology through Diablo Valley College. She is also a dedicated advocate for equity, human rights, and social justice issues at both the local and global levels.


Through her internship with Supervisor Andersen's office, Amber hopes to make a meaningful impact in the community while learning more about public policy, government, and the legislative process. Drawing from her experiences growing up in the San Ramon Valley, she is committed to helping foster greater understanding and inclusivity throughout the region.


Amber looks forward to learning from community leaders, public servants, and residents throughout the summer while positively representing the next generation of civic leaders. We are excited to welcome Amber to the District 2 team and look forward to the contributions she will make during her internship.

Contra Costa Point-In-Time Count Shows Continued Need for Housing and Supports for our Unhoused Neighbors


Contra Costa County’s 2026 Point-in-Time Homeless Count documented 2,260 individuals experiencing homelessness, a modest increase from 2025 but still significantly lower than 2024 levels. Conducted on January 29th, with the assistance of 188 volunteers, the annual survey provides a snapshot of individuals living outdoors, in vehicles, emergency shelters, and transitional housing programs throughout the county.


The count found that 1,312 individuals were unsheltered, while 948 were staying in shelters or transitional housing. Despite the year-over-year increase, the overall number of people experiencing homelessness remains 583 lower than in 2024.


County officials noted continued progress in expanding housing and shelter resources. Over the past two years, temporary and permanent housing bed capacity has increased by 24%, including growth in rapid rehousing and permanent supportive housing programs. The number of sheltered individuals also increased by 108 people compared to 2025.


Additional findings show that 54% of respondents were chronically homeless, 85% reported at least one disabling condition, and 75% had lived in the County for more than 10 years. Adults between the ages of 25 and 54 represented the largest age group counted.


The annual count helps guide local planning efforts and supports funding applications for housing and homeless services throughout Contra Costa County.

Help Improve Food Access in Contra Costa County by Participating in a Webinar Tuesday Evening, June 16th


Do you have ideas about how food access can be improved in your community? Contra Costa County is inviting residents to participate in a community listening session focused on understanding local experiences, challenges, and opportunities related to food access.


Whether you struggle with the cost of groceries, rely on food pantries or meal programs, or simply want to share what is working well in your neighborhood, your feedback can help shape future food programs and services throughout the county.


This is not a presentation, it's an opportunity for community members to share their experiences and help guide real solutions. County staff want to hear directly from residents about barriers to accessing food, successful local resources, and ideas that could make obtaining healthy food easier for everyone.

Traffic Advisory: Diablo Road Trail Project

Continues Through September


Motorists traveling along Diablo Road should plan for delays beginning June 15 as construction on the Diablo Road Multi-Use Trail Project enters a new phase. Through September 15, weekday construction activities will require one-way traffic control on Diablo Road between Clydesdale Drive and Alameda Diablo from 7 a.m. to as late as 6 p.m.


Drivers can expect flaggers, traffic signage, and advance notification boards in the area and are encouraged to use caution and allow extra travel time. In addition, traffic signal upgrades associated with the Contra Costa Transportation Authority’s Smart Signals Project will continue along Diablo Road through early July.


The Diablo Road Multi-Use Trail Project will complete the final 0.9-mile segment of a planned 2.1-mile paved multi-use trail, improving bicycle and pedestrian connectivity between Green Valley Road and Blackhawk Road while enhancing access to Mount Diablo State Park. Construction is expected to continue in phases through December 2026.

Congressman DeSaulnier's 2026 Congressional App Challenge


The Congressional App Challenge’s mission is to inspire, include, and innovate efforts around STEM, coding, and computer science education.


Members of the U.S. House of Representatives host district-wide Congressional App Challenges for middle school and high school students, encouraging them to learn to code and inspiring them to pursue careers in computer science.


Every year students in Congressman DeSaulnier's district are challenged to create and submit original apps for a chance to win the Congressional App Challenge (CAC). Each challenge is district-specific. The winning app will be chosen by a panel of judges and will be displayed in the U.S. Capitol Building and featured on the House of Representatives’ website. Winners will also be invited to the House of Code reception in Washington, D.C.


The competition is open to all middle and high school students living or attending school in California’s 10th Congressional district. Students are invited to submit an original application (app) for mobile, tablet, or computing device to Congressman DeSaulnier’s office. Students may participate as individuals or in teams of up to four. Submissions must include a registration form, application, demonstration video, and exit questionnaire.

East County Service Center

Groundbreaking Marks Major Milestone in Facility Investment in our County


Contra Costa County recently celebrated the groundbreaking of the new East County Service Center, the first major investment from the County's Capital Facilities Master Plan, that will improve access to essential County services for residents throughout East County.


The new facility will bring a variety of County services together in one convenient location, making it easier for residents to access programs and resources closer to home. County leaders, community partners, and local officials joined to mark this important milestone and celebrate the beginning of construction.

Wildfires can spread rapidly, leaving little time to gather belongings. Having a Go Bag ready helps ensure you and your family can evacuate safely and focus on what matters most.


Take a few minutes today to prepare your emergency kit, review your evacuation plan, and sign up for local emergency alerts. Being prepared now can provide peace of mind and help protect your loved ones during a catastrophic event.

Summer Heat Waves: Staying Safe When Temperatures Rise


As summer arrives, so do higher temperatures and an increased risk of heat-related illnesses. Heat waves can develop quickly and affect anyone, especially outdoor workers, older adults, young children, and individuals with underlying health conditions.


When temperatures climb, the body must work harder to stay cool. Prolonged exposure to heat can lead to dehydration, heat exhaustion, and, in severe cases, heat stroke, a medical emergency that requires immediate attention. Common warning signs include excessive sweating, dizziness, headache, nausea, muscle cramps, and confusion.


The best defense against heat-related illness is preparation. Stay hydrated by drinking water regularly throughout the day, wear lightweight and breathable clothing, take frequent breaks in shaded or air-conditioned areas, and avoid strenuous activity during the hottest hours of the day whenever possible.


To help all residents work and play safely during hot weather conditions, we encourage everyone to review Heat Safety Tips provided by Contra Costa County Health. By recognizing the signs of heat stress and following established safety procedures, we can all help ensure a safe and healthy summer season.

Have you ever considered serving your community in elected office? The Contra Costa County Elections Division is hosting a free Candidate Workshop in to help prospective candidates learn the fundamentals of running for office.

This engaging candidate workshop is designed to remove the mystery from running for office. Experts will cover what is involved with running for office, including how to file and appear on the ballot, campaign finance disclosure requirements, strategies for spreading your message, and what happens when you are in the public eye.

The Employment & Human Services Department (EHSD) is seeking qualified organizations to provide Domestic Violence Liaison Services for children and families involved in the child welfare system.


Through RFP #12137, the selected provider will work closely with Children & Family Services staff to offer case consultation, guidance, safety planning, and support for families impacted by domestic violence.

Help Shape the Future of Health in Contra Costa County


Contra Costa Health convened a working group of health, policy, and community organizations to develop a community health assessment that seeks to understand the conditions and needs of Contra Costa community members. The survey asks about health issues like access to care and chronic conditions, as well as social conditions of health including food security, housing, transportation, and general well-being.


The findings of the survey will inform the development and implementation of a Community Health Improvement Plan.


The survey takes about 15 to complete, and it is available in multiple languages.

The Silent 10% - The Untold Crisis of the Justice Systems'

Fastest Growing Population - Women


Community members are invited to attend The Silent 10%: The Untold Crisis of the Justice System’s Fastest Growing Population - Women on Thursday, June 25th, from 6-8 PM in the Diablo Room at Diablo Valley College.


The event will feature a screening of the film Breaking Barriers, followed by a panel discussion and Q&A with the filmmaker and justice-involved women. Participants will also hear recommendations for addressing the unique needs and challenges faced by women impacted by the justice system.


Co-hosted by The Gemma Project and Diablo Valley College’s Scholars for Justice Program, the event aims to raise awareness, foster meaningful dialogue, and explore solutions that support successful reentry, education, and opportunity for justice-involved women.

Light refreshments will be provided. Registration is encouraged.

Meet Roxy the Fox: A New Friend for Young Readers Across Contra Costa County


Contra Costa County Library is proud to introduce Roxy the Fox, the new mascot for the Rolling Reader, the Library’s early literacy outreach van. Designed to inspire a love of reading and learning, Roxy will help bring books, library resources, and educational opportunities directly into neighborhoods throughout Contra Costa County.


As the friendly face of the Rolling Reader program, Roxy will visit schools, community events, parks, and family gatherings, encouraging children and families to explore the world of books and discover everything their local library has to offer. Along the way, Roxy will help promote early literacy, lifelong learning, and library card sign-ups, giving young readers access to free books, educational materials, digital resources, and more.


The Rolling Reader plays an important role in expanding access to library services, particularly for families who may not regularly visit a library branch. Through outreach efforts like these, the Library continues its commitment to ensuring every child has the opportunity to develop strong reading skills and a lifelong love of learning.

Contra Costa County Fish and Wildlife 

Committee Accepting Grant Applications


The Contra Costa County Fish and Wildlife Committee is accepting grant applications until 5 PM on July 27th from nonprofits, schools, and government agencies seeking to enhance local fish and wildlife resources.


The Committee encourages projects focused on habitat improvement, public education, scientific research, protection of threatened and endangered species, and addressing human-wildlife interactions. Special consideration will be given to projects that promote community outreach, multilingual education, and collaboration with law enforcement and community organizations regarding fish and game regulations.


Grant funding comes from fines collected for violations of California fish and game laws. The Committee will review applications and make recommendations to the Contra Costa County Board of Supervisors, which has final approval authority.

District 2 Volunteer Opportunity

 

Behavioral Health Board

One District 2 Family Member Seat Available

Proposition 1, passed in April 2024, included legislation mandating transformation of the public behavioral health system. Provisions of SB 326 included implementation of an integrated Behavioral Health Board. This integrated advisory body is to include designated members of the community prepared to address community mental health and substance use treatment services.


The mandated functions of the Behavioral Health Board include to:

  • Review and evaluate the local public mental health system, the local public substance use disorder treatment system, the community’s public behavioral health needs, services, facilities, and special problems where services are being provided
  • Advise the Board of Supervisors and the Behavioral Health Director on community mental health and substance use disorder services.
  • Review county agreements, adopted Behavioral Health Services Act plan and make recommendations to the local behavioral health agency.
  • Ensure citizen and professional involvement at all stages
  • Submit an annual report.
  • Review and recommend appointment of the local director of behavioral health services.
  • Review and comment on county’s performance outcome date
  • Assess the impact of the realignment of services.
  • Conduct a public hearing on the draft three-year program and expenditure plan and annual updates at the close of the 30-day comment period required by subdivision.
  • Provide an annual report of written explanations to the local governing body and Department of Health Care Service.

County Wide Volunteer Opportunity

Help Shape the Future of Early Childhood Education in Contra Costa County


The Contra Costa County Local Planning Council (LPC) is seeking passionate and community-minded individuals to serve on its Board and help guide policies and programs that support young children and families throughout the county.


The LPC plays a vital role in advising on early care and education needs, funding priorities, and strategies to strengthen services for families. Current openings include Public Agency, Child Care Provider, and Discretionary Appointee seats in various regions of the county. Individuals who live or work in Contra Costa County are encouraged to apply and bring their unique perspectives to this important work.


Membership terms are three years and appointments are made jointly by the Board of Supervisors and the County Superintendent of Schools.

Juvenile Justice Coordinating Council

The Juvenile Justice Coordinating Council (JJCC) is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts: an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth resources, which specifically target both at-promise, as well as system involved youth, and their families.


The JJCC will also coordinate the work of governmental and non-governmental organizations engaged in activities designed to reduce the incidence of juvenile crime and delinquency in the greater community. Further, the JJCC will develop information and intelligence sharing systems to ensure county actions are fully coordinated and equipped to provide data and appropriate outcome measures.


There is one At Large Seat and one Youth Representative Seat available. Applicants must either live or work in Contra Costa County. Applications are due by 5PM on Monday, July 6th, Interviews will be either in person, or via zoom, at the July 20th Public Protection Committee.
