KHC Announces HOME TBRA Funding
Kentucky Housing Corporation (KHC) recently announced funding awards for the 2017 competitive application round for the HOME Investment Partnerships (HOME) Program for Tenant Based Rental Assistance (TBRA). Nine recipients around the state will receive a total of approximately $1.5 million to fund an estimated 273 households with a combination of rental assistance, security deposit assistance, and utility deposit assistance.

ESG Application is Now Open!
The competitive application funding round for the Emergency Solutions Grant (ESG) program is now open. The deadline to submit an application for consideration is Monday, July 10, 2017, at 11:59 p.m. ET.
The application guidelines and sample scoresheet is available on

Emergency Solutions Grant (ESG)
. Applicants should carefully review these documents prior to completing the application as they both provide specific information on what is expected and how applicants will be scored.
Applicants must register and complete the application using the KHC
Universal Funding Application (UFA)
system. As a first step in the application process, applicants must complete and submit the KHC Capacity Scorecard through the UFA system. Applicants must submit the completed Capacity Scorecard by June 23, 2017.
As stated in previous eGrams, this competitive application round is for a two-year funding cycle, whereby projects that are awarded funding in 2017 will be eligible for renewal in 2018, without a competitive application process so long as certain minimum thresholds are met and funding is available. The next competitive application process is anticipated to occur in 2019.

ESG Policy Manual.

Additional ESG Application Information
Please note Question 8(c) under Section C.2, Emergency Shelter Component of the Emergency Solutions Grant application should read "essential" services not "central" services. Because the application has been published within the UFA, KHC is unable to make this correction at this time.
2017 K-Count data is anticipated to be released within the next week in the event applicants are interested in using the most current information for narrative responses.

The Kentucky Balance of State (BoS) Continuum of Care (CoC) will conduct a series of regional CoC meetings in June and July. Below are the dates and locations that have been confirmed at this time. Details about locations and dates, not listed below, will be included in future eGrams. The meetings are open to the public and all are welcome. A map of the regions is included on KHC's website under Specialized Housing, Continuum of Care.
All CoC and Emergency Solutions Grant (ESG) funded agencies are required to send one representative to one of the meetings. While attending your local meeting is ideal, you are welcome to attend a meeting in another region, if the date is more convenient.
The meetings will take place as follows:

HUD Announces Start Date for Housing Counselor Certification Examination
On May 31, 2017, the U.S. Department of Housing and Urban Development (HUD) published a Federal Register Notice announcing the start of the HUD Certified Housing Counselor Examination on Tuesday, August 1, 2017. The Notice also announces that the cost for the Housing Counseling Certification Examination will be $60 online at the examinee's location and $100 at a proctoring site.
Registration for the examination will not be available until Tuesday, August 1, 2017. However, Housing Counselors are encouraged to create a user account starting June 1, 2017, at www.hudhousingcounselors.com. The user account will allow housing counselors to access training materials and to track their progress. It will also allow them take the practice exam when it is available. An announcement will be made when the practice exam is available.
The Housing Counseling: New Certification Requirements Final Rule requires that, after the final compliance date, all housing counseling required under or provided in connection with HUD programs, as defined in CFR ยง 5.111 (b), must be provided by HUD-certified housing counselors that work for agencies approved to participate in HUD's Housing Counseling program. VAWA Implementation: Emergency Transfer Plans Required by June 14, 2017
VAWA applies to: HOME, ESG, COC, and HOPWA funding sources.
If you have a project with one of these funding sources please read the applicable rules that have been updated to include the VAWA requirements. Partner agencies are responsible for, and HCA quality assurance staff will be monitoring for compliance on, the implementation and adherence to VAWA-related requirements after the effective date.
