Newsom Issues ZEV Executive Order & Files ZEV Lawsuit


Governor Newsom signed an executive order that advances the ZEV mandate in California and directed Attorney General Rob Bonta to file a lawsuit against congresses' reversal of the previously granted EPA waiver allowing California to establish a separate emission standard that mandates zero-emission vehicles.

  • For the purchase or lease of zero-emission and low-emission transit buses and acquisition, construction, and leasing of required supporting facilities.

  • Projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within a port

Pre-Proposal Solicitation for Sustainable Transportation and Communities Projects

 

  • Submit pre-proposals by July 14, 2025 
  • Topic Areas Include  
  • Wildfire Recovery and Sustainable Building Practices in DACs (up to $750,000) 
  • Developing a Methodology to Measure Project-Level Impacts in DACs (up to $500,000) 
  • Methods to Measure the Climate Benefits of Ag Land Conservation (up to $300,000) 
  • Understanding Real-world Experience with Building Decarbonization (up to $500,000) 
  • Policies and Metrics to Facilitate Growth in Strategic Areas (up to $350,000) 
  • Effects of ZEV Regulations on Housing Affordability and Rental Costs (up to $450,000) 


Relevant Dates 

  • July 14, 2025 – Pre-proposals must be submitted by email to stcdivision@arb.ca.gov by 5 p.m. 
  • August 5, 2025 – Winning applicants will be notified. 
  • September 15, 2025 – Full proposals due

EnergIIZE Commercial Vehicles (MDHD ZEV Infrastructure Incentive Block Grant  


  • Incentives for zero-emission vehicle (ZEV) infrastructure equipment for medium- and heavy-duty (MDHD) battery-electric and hydrogen fuel cell vehicles operated and domiciled in California. 
  • Applications will be primarily scored on project readiness with additional points available for publicly available or shared EV charging or hydrogen fueling stations and projects that demonstrate significant community support. 
  • Incentive Amount Available: $30 million

The Fast Charge California Project (FCCP) is the latest CALeVIP initiative funded by the CEC and managed by the Center for Sustainable Energy.

BEV School Bus: A-Z Bus recently announced that delivered their 1,000th Battery Electric Blue Bird School Bus in California. The Blue Bird bus uses a Cummins Accelera electric drivetrain.

Amazon Aircraft Will Use Neste SAF


Neste has reached an agreement with Amazon to provide 7,500 metric tons (2.5 million gallons) of neat Neste MY Sustainable Aviation Fuel™ for its Amazon Air cargo operations at San Francisco International Airport and Ontario International Airport in California through the end of this year.
