Phillipsburg Manor Upper Mills

In June of 1779, the British Army command took one of its more desperate measures of the American Revolution. From his temporary headquarters at the Phillipsburg Manor House in Sleepy Hollow, General Sir Henry Clinton issued the Phillipsburg Proclamation, encouraging all those held as slaves in the newly-established United States to flee their Patriot owners. The document assured protection, freedom, and land to those who did. Clinton underestimated the success of his declaration, with so many runaway slaves running away that the general ordered many of them to return.

Philipsburg Manor was established almost a century before General Clinton set up his headquarters there, originating as a Dutch patroonship. The farm and mill property was confiscated and auctioned by the State of New York after issuing a bill of attainder to its Loyalist owner Frederick Philipse III. Philipsburg Manor Upper Mills is now a living history museum with a working gristmill, a Dutch barn, and 300-year-old manor house, dedicated to the story of the enslaved African-Americans who lived there.
