I hope everyone is staying safe and adjusting to our new normal. This is year has been truly challenging and I hope that you and your families are in good health. It’s hard to believe but the pandemic has really halted life as we knew it.

As you consider your budget (whether you prepare it or provide input), we as a Board wanted to remind everyone that one of the biggest benefits of joining NTMCA is the networking benefit. Networking strengthens your business relationships, provides you with different perspective and ideas, helps you make connections, gives you an opportunity to help others, provides you with motivation when needed, inspires you to greater accomplishments, and even provides friendships. So, I hope joining NTMCA is included in your budge next year!

Since our March meeting was cancelled and the May election was moved to November due to COVID-19, the membership opted to host a virtual Zoom meeting on May 20th. Our meeting was a big hit with our guest speaker, Leo Cardenas, who changed his presentation to accommodate our virtual needs. Mr. Cardenas spoke on the topic of “Can You See Me”, which helps you to recognize your own body language as well as others on virtual calls and gave us 20 tips on how to improve ourselves. Tips that he gave included that body language doesn’t have to be seen to be heard; people perform better and work better when they are standing up and even sound better and feel better. He also emphasized focusing on your web camera--not the image of the other participants when on a virtual call which gives the appearance of speaking directly to other participants. Also take the time to dedicate to the call and/or conversation at hand—distraction equals destruction.

FY 2020-2021 BUDGET
The Board has begun working on the Fiscal Year 2020-2021 Budget. We are conducting a review of current year-to-date and projected expenses. With the cancellation of events and uncertainty of city budgets across North Texas, if you have any thoughts or concerns, please email any one of us on the Board. We want to work together to achieve the goals of the membership!

AWARDS LUNCHEON
Our Awards Luncheon will be held on Wednesday, June 24 at the North Richland Hills Rec Centre, 6000 Hawk Avenue, North Richland Hills, 76180. Please try to attend and celebrate the accomplishments of your friends and colleagues. Due to the uncertainty of COVID-19, some city facilities remain closed to the public or have restrictions on social gathering. We will have more information as it gets closer to time for the event.

ALYCE DEERING SCHOLARSHIP APPLICATION AND DEADLINE

During this strange time in which we find ourselves, it is easy to overlook opportunities that are within reach. Municipalities are looking for ways to negate the impact to the general fund and city employees need to be resourceful to fund necessary travel for education requirements, licenses and certifications. Let us help you!
Every year, the North Texas Chapter accepts scholarship applications from the membership. Do not let this opportunity slip by, complete the application and submit it to arichardson@nrhtx.com. The upcoming fiscal year will be challenging, and your city manager and city council will appreciate you finding alternate funding sources for your required TMCCP seminars. The deadline to submit applications is June 1, 2020.

MUNICIPAL CLERK OF THE YEAR APPLICATION AND DEADLINE

At this time, it is unfortunate that so many normal activities have been changed in lieu of the COVID 19 Virus regulations, but we still have responsibilities to handle requiring us to take advantage of the opportunities in our chapter. It is with this occasion I am asking for chapter members to recognize one of our members as the NTMCA Clerk of the Year and/or The Texas Municipal Clerk of the Year nominee. We have clerks who have demonstrated leadership, mentorship, and a commitment to the advancement of the clerk profession, so please take time to submit a nomination if you know of a clerk who has distinguished themselves in these principles.
The deadline for nominations is Friday, May 22nd and nomination forms can be found on the NTMCA website. The deadline for the TMCA nomination is June 15th. We will attempt to host an Awards Luncheon in June, but it is contingent upon future virus recommendations.
NTMCA Clerk of the Year
1) A City Secretary who has been an active member of the NTMCA for at least three years;
2) Must have provided service to other Municipal Clerks on a local level where the opportunity exists;
3) Must have exhibited leadership abilities;
4) Must be a Texas Registered Municipal Clerk; and
5) Must currently be a City Secretary.
TMCA Clerk of the Year
1) Must currently hold a municipal clerk position;
2) Must currently be an active member of the Texas Municipal Clerks Association, Inc., and must have been an active member for at least five years;
3) Must have provided service to other Municipal Clerks on a local level where the opportunity exists, or on a state level;
4) Must have exhibited leadership abilities;
5) Must be a Texas Registered Municipal Clerk; and
6) Must not be a prior recipient of the Municipal Clerk of the Year award.
Nomination forms should be submitted to the Committee Chair by May 22. Questions can be submitted to the Clerk of the Year Committee:

2020-2021 NTMCA OFFICER APPLICATIONS BEING ACCEPTED
NTMCA is driven by the involvement of our members. We are currently looking for those willing to serve our fellow clerks as an Officer of our association. This gives you a chance to work closely with other clerks, make lasting friendships and serve the association in a rewarding manner. Applications for the FY 2020-2021 NTMCA Board must be received by June 1st. The Officer positions are: President, Vice-President, Treasurer, Secretary, and Historian. Detailed descriptions of the duties of each officer can be found in the NTMCA Bylaws. The Nominating Committee will review all applications, interview candidates and present the slate of Officers to the membership at the June 24th Awards Luncheon in North Richland Hills. Any present or past officers would be happy to answer questions. Please consider becoming an officer and submit your application to Committee Chair: Kim Sutter at ksutter@eulesstx.gov by the June 1, 2020 deadline.
